Embargo Action Predicted

It is now a foregone conclusion that the arms embargo will be repealed by the United States Congress. The Senate last week voted over- whelmingly in favour of repeal and in the House of Representatives there is assurance that there is “a small but safe majority" in support of the President's policy which will permit European belligerents to buy United States armaments on a “cash and carry" basis.

The majority for repeal in Congress is taken as expressing the weiglitier body of public opin- ion in the country, a preponderence of which some previously hostile Senators became aware during the interval between the close of the re- gular session and the calling of the special ses- sion. The argument for repeal is two-fold, be- ing on one hand a plea that the United States should assist the fighting democracies as far as it can by furnishing supplies, whereas the pre- ‘sent neutrality procedure is helpful to the Ger- mans, and on the other hand there is the very lively interest which United States industry has in manufacturing munitions and other require- ments which belligerent countries — meaning Great Britain and France-can obtain on a cash and carry basis. Industrial publications, there- fore, are found on’ the side of repeal. “This country,” said the American Metal Markn of Chicago in its issue of October 17, “shuddered in horror when only two weeks ago the retreat- ing Poles, fighting for the defence of their country against a ruthless aggressor, were stab- bed in the back by the avowed enemy of our form of society. Are we prepared to perform a similar act by voting to impose a self-inflicted embargo on supplies which might prove vital in holding that line (in Europe) for us against this same combination of force and destruc- lion P" . '

The Montreal Gareth predicts that removal “of the arms embargo, plus the provision of strong naval protection in the Atlantic, would mean the playing of a much more effective war role -—or neutrality role, if that is preferred—-than has been contemplated so far in the official .United States programme. has lately forbidden belligerent naval craft from entering American territorial waters, and the word “tcrritorinl" is being given a very elastic interprttation. It cannot enforce this prohibi- lion without a vigilant Atlantic patrol.

Writing on the loss of the aircraft carrier Courageous in the monthly review, The Navy, Francis Iidwin McMiirtrie, editor of Jane's Fighting Ships, a distinguished author and journalist, explains how it is that warships, even when protected by a screen of destroyers, are necessarily exposed as part of war's great ad- venture. “Amatcur critics who go about say- ing: ‘The Courageous hzid no business to be lost’, are obviously talking with little knowledge," he says; "in war I11 sea it is impossible tn avoid losses, even at times of important ships.” Since then the disaster to the Royal Oak has empha- sized the truth of this expert opinion-

On September 22, 1914, the torpedoing of the Aboultir, the Cressy and the Hague in the North Sea, by s. single submarine, resulted in the loss of nearly fifteen hundred lives. On October 27 of that year the 24,ooo-ton battleship Au- dacious struck a mine off the north coast of Ireland. She was a new ship, and her loss, says Mr_ McMurtrie, “reduced the dangerously slen- der margin of strength which our fleet then pos- sessed over that of Germany." Then, on No- vember 1, came the disastrous battle off the coast of Chile, when Rear-Admiral Sir Chris- topher Cradock's squadron lost the Good Hope and Monmouth, with sixteen hundred lives. Re- venge soon followed, when Admiral Sturdee caught up with the Germany fleet under Graf von Spee.

Another major naval mishap of the year was the internal explosion on the 15,ooo-ton battle- ship Bulwark at Sheerness on November 26, completely destroying the vessel and taking near- ly eight hundred lives. On January 1, 1915, the Forrnidable was torpedoed in the English Channel, 547 officers and men being drowned. A depressing record, but “such losses are bound to occur from time to time,” concludes Mr. Mc- Murtrie philosophically. In spite of them, the fact that, in these crucial days, Britain still “IL the waves" is unchallengable.

Few people are aware that Madras is historical- ly connected with a famous University in Am- erica- Elihu Yale, a native of Boston, was edu- cated in England and joined the East India Com- pany as a clerk. He became Governor of Mad- ras in 1681 and later a Director of the Company. Martin Cyril D'Arcy, mas- ter of Campion Hall at Oxford University, has become the head of the Dcpartmentof Philo- sophy at the Fordham University Graduate School. He was born in Bath, England, in 1888 the son of a well-known attorney, Mr. Martin Valetine D'Arcy, and studied at Stonvhurst Col- lege and Oxford University. While at Oxford he won the Charles Oldliain Prize, the John Locke Scholarship and the Green Moral Philo- sophy Prize. He received his master's degree from the Gregorian University in Rome, and was ordained a priest in i921. For a while he taught at Stonyhurst and worked at the Farm Street Church in London, and later taught philo- sophy at Oxford. I-Ie had been master of Cam- pion Hall since 1033- During his teaching life he has written “The Idea of God," "The Mass and Redemption.” “Catholicism", “Thomas Aquinas", “The Nature of Belief", “Christ as Priest and Redeemer," "The Spirit of Charity," and "God and the Universe."
