~ One of our most deserving ipstitutions, doing an immense amount of unobtrusive good work, is the Free Dispensary, over which Miss AMY EARLE, M.B.E., so worthily presides as directing force. It carries on all the yeiar round,

attending the poor, afflicted and sick in our .

midst irrespective of creed, color, or age. It is only at this season, however, that its good work is made manifest to the public at large, and even then it has not hitherto received the support it deserves. The Dispensary distributes at Christ- mas a very considerable quantity'of clothing and other creature comforts, as well as toys and goodies for little ones, all of which are much appreciated. But it takes money to accomplish this. The Rotary Club makes the handsome do- nation of $100, and other lleople of good will contribute of their charity. Last year Charlotte- town Male Choir inaugurated a Sunday evening sacred concert to raise funds on its behalf,'and netted $87, which was handed over to Miss EARLE for her Christmas Tree fund, This; year the Male Choir are repeating their praise- worthy effort, and the sacred concert under the auspices of His Honor LieuL-Governor DEBLOIS and His Worship Mayor Kcmvcov will be giv- en in the Prince Edward T heatre at 9 o’clock, after all the churches are out; and as there will be no young peoplds service then, there should he a. bumper house. There is no fixed admission fee, but a silver collection will be taken at the door, all of which goes to the charity. Mr. A. R. Coornn, Manager, has generously given the use of the theatre without charge, and there are no other expenses to eat in upon the proceeds. Those attending will enjoy a good program and contri- bute to a ivorthy cause.

Britain's Peace Efforts

In the long history of the British, Par- liament perhaps no more stirring or momentous sitting was witnessed than that which occurred on Thursday of this week, when the debate on the unsuccessful Franco-British proposals o end Italian aggression in Ethiopia culminated in the defeat, by a sweeping majority, of a Labour motion of censure. The vote did not mean indorsation of the peace plan, which would have ceded to Italy a, largo part of Ethiopia, but it absolved, fully and emphatically, the BALDWIN Government from having acted from anything but the sincerest motives in seeking to avert a grave European crisis.

To an understanding of the scene in Par- liament as described by the Canadian Press staff writer it is necessary to read between the lines. The moving factor in the speeches by Sm Sasrunt. Hofuzr. and PREMIER Bacnwm was not so much what they expressed in words, as what was in their minds and in the minds of their hearers with regard to the danger of a world conflagration.

The Ottawa Journal quotes a commentator in the New York Tinw; as suggesting one con- sideration which may have had much to do with the almost frantic efforts of the two principal League powers in offering terms to Mussonmr at a time when the League was preparing to im- pose oil sanctions which might effectively force him into abandoning his campaign. That consid- eration is japan.

Tokyo is a long way from Ethiopia, and there may seem little connection between an East African peace plan‘ and the fall of a city in China. And yet-there is oil. japan without oil, must get it to her fleet; and there are three nations who could deny it. One is the United States, from which Japan buys currently 1,000,- 000 tons of nil, or nearly half her consumption. Another is Great Britain, who could withhold oil from her o\vn supplies, also block Japan's supplies from the Dutch East Indies. The third nation is Russia. In the case of a crisis, these three xiatioxis could bring it about that the jap- anese navy would be hopelessly crippled,

China, a member of the League, is being attacked by japan. If the League succeeded through sanctions, and especially through oil sanctions, in curbing blussomrcr, there would inevitably arise the question of curbing japan in her disincmberment of China. The League could not have one law for a comparatively weak nation, another law for a comparatively strong one. What would happen in the event of the League being (lriven into war with both Italy and japan? One thing certain is that Eng- land and France would be in the thick of the danger, would have to bear the cost and the chief consequences.

Nor should it he forgotten that there is a growing and terrific pressure on London and Paris to conclude this Italo-Ethiopian war as soon as possible. It is feared-and rightly-that the longer the war is continued the more perilous it is for fhc world. the harder to make an en- during peace. This was unquestionably the reason why the Franco-British peace plan was mooted. That plan has not met with popular approval, and so far as Britain is concerned it is now "absolutely and completely dead.” The next move is for the League of Nations to make. If that move means the imposition of oil lanctions, Britain is ready to play her part col- lectively, let the conscpuences be what they may.
