TPENDERS will be received at the Finance De- partment, Ottawa, up to and including the Ist day of May next, from persons or companies, for the performance of the following steamship services, Viz.:—

ist. a ine of mail steamers sailinz from Halifax ito Havana, thenee to Kingston, thence to San- tiago de Cuba, therce to Canada;and (2nd) a jlineof mail steamers between Canada and Porto Rico and adjacent Islands. Trips to be made by each line fortnightly. Steamers to be of a size suflicient to carry 2,000 tons of cargo and to be able to steam twelve knots an hour, averaging not less than eleven knots an hour. An Eslander Abroad. GUNNISON AND GOTHIC CITY CRITICISED — AN INTERESTING LETTER,

Tue following is another extract from the racy letters of a successful young Islander abroad, this one being written from Gunni- son:

“f arrived in, this hitherto unexplored region of desolation a few dé ays ago, In fair order and condition, The w alking is not very good just now, so I came in a Pullman freight ear, over the somewhat famous scenic route of the Denver and Rio Grande railroad. I passed by Pikes Peake on the fly, getting but a faint squint at the ‘tall sentinel of the Rockies’ from the rear platform. Its grandeur lies in the imagination of the gazer, I think ; it’s nothing to ‘‘go-wild over” at any rate. I stopped of at ;Pueblo two days, to interview the abor iginal and unwashed ‘greaser.” The Mexican House is not a very styish one—it looks a good deal like an Island pig-pen. I don't think a Digger Indian would live in an adobe hut. The dirty, worthless Pueblo Mexican is too lazy even to die, He looks like a cross between a nigger and a Chinaman, and he bad qualities and none of the good of beth. He hangs on to his traditions and language with gre: vat pertinac ity. Sleepy old P ueblo ! | It has | seen many changes in the 350 years of its existence. The fullowe vs of Cortez and} Montezuma are being crowded out superior race; but Pueblo is not a very enjoyable city to livein. It is a nine hours ride between Gunnison and Pueblo, the leading through the grand ecavon of the Arkansas and over Marshall Pass. The latter place is two miles above sea level, and the view obtained from the summit is magaifi- cent. The train winding its way up the steep mountain side—up a grade of 225 feet to the mile—is a curiosity worth seeing. Often the train passes and re-passes on the | same mountain side, and looking down you can see four tracks, one above the other. And now we come to Gunnison City. Its attractions have been dinned into my ears for years past. All other towns east and west faded into insignificance when mentioned alongside that of Gunnison. The guide-book (so-called) of Gunnison places it on a par with Paradise. As a nmt- ter of fact, the one hotel it contains only decent building intown. The railroad almost ignores its existence, and only one—- the D. & R. G.—runs tinrough it. Gunnison’s greatness has departed. There is not another town in the whole Republic that can show such a falling off in its population. Mr. Foster on the Prohibition Question. An Ottawa despatch states that Mr.

Foster has been interviewed on the bition question. In reply to an interroga- tion he said: ‘“‘The temperance questioa has not been discussed by the Government. As for myself, of course Iam an out-and- i out prohibitionist. The issue is being more seriously considered each successive year, and in the nature of things must ere long become a dominant question in the Do- minion. I am in favor of every legislative measure which will tend to diminish the sale and use of intoxicating liquors as a beverage, and in favor of this enactment whenever there is reasonabie ground for believing that the public sentiment will sustain its enforcement. Ail license laws are partial prohibition laws, and every jadvance made in strictness of legislation is [a nearer approach to complete prohibition. There are large portions of C; a ida which are at present, I believe, fully ripe for com- plete prohibiticen. There cre cther | large sections of which 1 do not think the istme can be anid, Press as strongly as tem- |perance people may for a prohibitory law, they will get it only when the majority of the people’ S represent itives are in favor of its enactinent. Whenever that time comes we may fairly conclude that the majority ,of the peop le want prohibition and that the country will be ripe for it. With regard to the Scott Act, lookimg in ‘beth direc- tions, namely, in the direction of a strength- ening of the Act by making ‘its previsions {more strict, and in the other direction of weakening the Act by extending it to mit of the sale of line wines beer, it cannot be predicted what will be the ont- come, inasnruch as a jarge number of mem- bers of Parliament are new and have not /yet made their Parliamentary record on ‘the question.”

And thisin the face of the fact that there are very few mines in Gunnison County that pay. Silver Clif and other towns of great mining repute in days gone by are dead

It is said to be a very prettily situated town of perhaps 500 people in summer and perhaps 10 or 20 people in winter when the mines close down. Next week I shall take in Buena Vista and Leadville, the latter place I am anxious to see on acevunt of the stories of fabulous wealth connected with it and loca- tion. Perhaps then I shall be able to tell you all about California Guich and ‘Tennessee Pass. I will run up to Breckenbridge from there and then back to Denver.”
