But Lord Salisbury and Mr. Balfour are quite as much convinced as Mr. Chamberlain can be that, though these particular things were not desired by the veters, there are other things that are desired by them; and their common desire to ascertain by experiment what these other things are, will furnish, as we be- lieve, an ample basis for ministerial agree- ment and action.

It will be seen that the Liberal vote in 1895 dimmished by $4,492, while the Unionist vote increased by 194.630, mak- ing a net Unionist gain of 234,122, or rather more than a million and a half of

voters. There isa slight additional gain in the uncovtested constituencies. Of

these there were 119 ing England; two in Wales; seven in Scotland, and sixty-one in Ireland, a total of 189 members elected without opposition. Most of them were fought in 1892, others were contested in 1886, and only a very few were unpolled

in 1885.

It we contrast some of the utterances of Mr. Chamberlain with those of Sir Wil- liam Harcourt, we must admit that true Conservatism, as well as honesty, is better represented by the latter. Mr. Chamber- lain undeniably resorts to the arts of the demagegue, and his speeches suggest those which we are unfortunately only too much accustomed to hear from our own party orators. Thus, at a meeting of min- ers in Staffordshire he promised his au- dience old-age pensions, assuring them that such schemes were much better than the abolition of the House of Lords. When one of his auditors called out, “We want enough to live on now, without pen- sions,”* Mr. Chamberlain replied that if the workingmen wanted their wages raised they must vote for the Unionist party, who would give them good trade by restoring confidence and deyeloping enterprise. On the other hand, Sir William Harcourt told his bearers in West Monmouth tbat trade consisted in the demand which other coun- tries made for the manufactures of Eng- land. The extent of this demand depend- ed upon the condition of these foreign countries, and that condition was some- thing with which the Government of Eng- land had nothing to do. The depression of business in America, in Australia and in Argentina naturally affected business in Kngland, but the English Government could exercise no control over such con- ditions. If the figures showing the move- ments of miners’ wages in South Wales ani Monmouth were examined, Sir Wil- liam Harcourt pointed out, it would be found that under Liberal governments ad- vances had taken place to the extent of 85 per cent., and under Tory governments to to the extent of 60 per cent., while the re- ; ductions had been under the Tories 98 per | cent., and under the Liberals 46 per cent. If it were true that governments had any- thing todo with wages, the Liberals had a fair percentage in their favor, but the fact was the government had nothing at all to do with the matter, and to claim that they did was not an honest policy.

In ne respect the Irish made a surpris— ngly good showing in the elections to the new Parliament. They captured some Unionist seats, and will have eighty-three Home Rule members—almost up to Par- nell’s historic eighty-six. That they should have thus more than held their own in the face of the general Liberal slump, especially in the face of their own

cruel and bitter diseensions, is certainly astonishing. It witnesses in a striking way to the depth and persistence of the na- tional sentiment, But if we ask what is it all toamount to, what impression the Irish inembers will be able to make upon Par- liament, by either appeal or obstruction, the immediate outlook cannot be said to be cheerful. The worst feature of the ; whole business is ihat the Irish are not at | peace among themselves. [t seems im- | possible to solidify their under a | single leader. Mr. Healy’s goings on are | thought certain to lead to a movement to have him expelled from the Trish party as either a traitor or a man who hae lost his wits. Yet he asserts, and appears to have, a following of 25. members. Then there are 11 Parnellites, sore and angry,

ang 47 of the old Nationalists. To com- bine them all into a compact and har- monious party seems impossitle. The

threatened reduction of Irish representation may do it; rough treatment of Ireland may do it; some now unknown leader of genius may arise to doit. Butthe most likely outcome, it mast be confessed, is a con- tinuance during the next Parliament of the wrangling and dissension whieh have wrought such diseredit to the Irish cause the world over. :

NEW BOARD OF HEALTH AT MURRAY HAKBOR SOUL,

Sirn,—Ever since last February we have | Leen troubled with that dread disease | diphtheria,—according to the diagnosis | given by our Medical fraternity. So bad did it become that one or two of our busy men thought something should be done to | prevent the spread of the disease,

They set to work to have a new Board of Health appointed on the grounds that the old Board were not doing their duty, although I understand that the physician who had charge of these cases never in- formed the old Board of the facts of the case. But it seems that this certain physician was more than anxious to have the honor, and [ am afraid frem present appearances was also anxious for the pro- fits that would accrne by being a member of the Board himself. So two or three of our would be influential men set to werk and had a new Board appointed, ~a Board they said that would do their duty. It was expected by the people that the very sound of the names of this New Board would scare any disease from again visiiing our neighborhood. They have now been in op‘ration for three months, and .f report is true they have co-t our Local Government over $100 already aud it seems their work is not yet half done. Since their appointment, we have had the so called diptheria in the different houses, none of which wereever flagged by this wonderful Board. This, I think, is a violation of the rules. The patients in two of these houses have b-en clear of the disease for several days. Still no steps have been taken to release these people from custody, on account, I understand, of the refusal of the medical adviser to clean these houses untilgthe Government pay him for work previously performed. [t is reported that tehse peuple are not going to remain shut up any longer and I am sure nobody can blame them. We as citizens wi!l hold the Board responsible for any further spread of this disease. I think any man that has any regard for the people would consider pay a secondary matter in cases of this kind. I trust that our Board of Health will wake up to a senre of their duty. I may have cause to trouble you again later on Mr. Editor.

The philososphie Germans who are said to be the most unfortunate sufferers in New York’s Sunday drou:h say that the best method is to strictly enforce the law and thus secure its appeal. This, they say, is preferable to the corrupting in- fluence of laws not enforced.

George Whittaker, of the Milwaukee Rowing Club, broke the world’s swimming record for 80 yardson Saturday. He swam the distance in 50 seconds, just one second faster than the previous record, (J. H. Haggerty) made at Lambeth Baths, London, England, May 6, 1887.

Mre. Helen C. Stewart has been ap- pointed sheriff of Green county, Missouri, by the County court to succeed her hus— band, who died three weeks ago. She will hold the place until September 10, when a special election will have to be held to fill the vacany. The indications are that she will ve the Republican nominee for the place, which insures her election at the polls. Mrs. Stewart is a woman of about 45 years of age and has a large family.

Prince Ferdinand, on his return to Sofie on Monday was given a most hearty recep tion. In reply to an address by the Mayor of Sofia, Prince Ferdinand declared that he was consoled for all that had occurred recently by the loya! enthusiasm display- ed by the people. The absence from those gathered to welcome the Prince on his arrival of Mgr. Clement, the metropolitan of Tirnova, who was chairman of the deputation redently sent by Prince Ferdi- nand to St Petersburg, was generally remarked. i

The Paris press is making much of the British fleet’s formal reeognition of Tam- atave, in Madagascar, as French territory. But while expressing great satisfaction that the Hingtish cruiser Marathon, ou entering the port, gave a for- mal recognition of the French claims Ly hoisting the French flag and firing a salute of twenty-one guns, the French newspapers note with anger that the American gun- boat Castine neglected tu pay a similar compliment to the tri-color when mooring in the harbor a few days previously.

The Albany (New York) Journal states that there is too much fertile land in the United States and the profit of tilling it are too small to make land holding in farming districts in large quantities profit- able. The experiment has been tried apd failed in Virginia, along the valley of the Hud-on and in the Adirondacks them- selves, where once visionary Frenchmen dreained of founding cities and ruined themselves inthe attempt. Only the old “tract” boundary remain as a memorial. Farmers are not likely to pay remunera— tive rentto any landlord with corn and wheat at their present prices, andan analy- sis of the census figures would probably sbow that, where rents are paid, the land is held by owners who have been forced to take it to secure themselves against loss and, being unable to dispose of it, are glad to get what they can out of it meantime, without thinking of profit.
