Canada's present fund quota is 3300010000, of which 25 per cent is in gold or United States dol- lars andt he rest in the form of a government note. The new rec- ommendation is to increase this to $550,000,000 through the gene- ral 50-per-cent increase plus a special boost of $100.000.000 to match increases for Japan and West Germany.

The proposals for the increases came from the United States which prefers that other coun— tries share with it the costs and risks of lending to stabilize free- world currencies through the monetary fund and to finance industrial projects in under-de- veloped countries through the World Bank.

VOTE ON PROPOSALS

The fund's governors will vote by Feb. 2 on whether to adopt the proposals as formal recom- mendations to their governments.

The bank's governors are to complete their votes by next Sept. 15, to allow time for the legislative action which is re- quired in many countries.

In the World Bank‘s case, new cash is not necessary because the bank can borrow money by issuing its own bonds. Each member government therefore is being asked to give a larger guarantee of capital as security for the bank's borrowing.

The fund requires cash instead of pledges because it cannot sup- plement its resources with out- side borrowing. It is simply a ready reserve of gold. dollars and other currencies. These must be available whenever a country makes an emergency call for dol- lars or other foreign exchange needed to meet its payments for imports.

At Ottawa. Finance Minister Fleming's officc said in a state- ment that enlargement of Ca- nada's contributions to the bank and the fund 'would require up- proval of Parliament.

For Canada, the increase in the monetary fund quota would involve payment in gold or U.S. dollars of W.500,000.

For the bank fund increase, there would be I payment of $1.- 000.000 in gold. 39.000000 in inter- est - bearing notes and the re- mainder in the form of a gust- antce.

The c ash payments would come from the treasury's ex- change fund and Would be charged up to loans and invest- ments. not affecting the govern- ment's budget.

Mr. Fleming's statement noted that last July Prime Minister Dlefenbaker in Parliament ex- pressed Canadian support !or an increase in the fund quotas of 50 per cent and doubling of the cap ital of the bank.

Dr. Clark has seen more ser- vice with the council than any other member. He is completing his third term, a total of six years.
