fHE UNITED STATES AND NICARAGUA.

The New York Tribune of the 18th inst., prints what purports to be a true copy of the proposed Interoceanic Canal Treaty between the Uniced Qjates and Nicaragua, together with President Arthur’s letter commending the treaty to the favorable action of the senate. It shows that the suvereignty of Nicaragua is not involved. The United States do not propose an acqvi- sition of territory or right of eminent domains or to secure political control of Nicaragua by this treaty, and with the exception of favoring tolls to coastwixe commerce carried on by vessels entirely ewned aad commanded by citizens of the United States and Nicaragua—all other ua lons are to enjoy its peaceable use on eqval terms. Sullivan, Donald P., James W. Rich- ards, Exq., M- P. P., H. L. McDonald, Esq , Mr. Hunt, Mr. ‘as. McLauchlau, Souris, and Mr. George McKay.

The body of Mrs. James Dunn, of New London, who died in Boston, was brought over in the Princess of Wales.

While in Pictou, Mr. Michael Sweeny, mate of the steamer, had his face slightly frozen and two of the saloon boys had their hands frozen.

Mr. Alexander McDonald, purser of the boat, who arrived here this morning, and to whom we are indebted for the above infor- mation, says the ice in Georgetown harbor extends almost to Panmure Island, bui there is a small channel open up to St. Andrew's Point

A Pleasant Meeting at Pownal.

The most pleasant event of the season was enjoyed on Thursday night last, by a number of our citizens, who gathered at the residence of D. McCallum, Esq, to unite in doing honor to our fellow citizen, P. M. Jenkins, late merchant of Pownal, who is about to leave this, his native province, to take up his abode in New Glasgow, N. S., by partaking of a hot supper prepared for The tables were bountifully leden with all that could be desired, pre- pared by our amiable hostess.

When ail the guests had taken their seats around the festive board, previous to mak- ivy an onslaught onthe good things tempt- ingly arranged before them, the following address was read and presented to the guest of the evening.

Deak Sir,—It is with feelings of sincere regret that we learn you are about to leave Prince Edward Island and to make your home in the neighboring Proviuce of Nova Scotia,

During the past four years you have been engaged in our midst in mercantile life, which has caused us to have frequent intercourse together; and on this the eve of your departure we cannot allow you to go from among us without taking this means of expressing our appreciation, not only of your ready and obliging manner in our dealing with you as a business man, but also of your private life, your ready wit and courteous manher, helping to pass many a pleasant hour at onr social circles, and although it pains us that you have resolved to leave this, your native home, to try your fortune in the neighboring Province we sincerely hope that your departure may prove for the better, and that a large field for business may be opened out to you.

Believe us, we shall ever rejoice to hear of your success in your future home; and now we bid you adieu, with the sincere hope that prosperity may be before you, and that you may long cherish pleasant recollections of this occasion.

Winter Communication via Bay Verte.

A correspondent of the Moncton Times ai Bay Verte writes :

The contractors of the N. B. and P. E. Island Railway are pushing the work rapidly and are now about through to Bay Verte where, it is generally expected, will be located a central station which will ac- commodate a large number of the inhabit- ants of this fine country.

We have been credibly informed it is the intention of the Company to finish the road to Bay Verte and run a daily train this winter for the purpose of carrying the mails in order to give Charlottetown a daily mai!. To do this the Island mail carriers will be required to carry the daily mails from this place to Cape Tormentine, where the boats can easily ervss every day withou interruption except during a storm, There were only about ten days during the three months’ crossing last winter that the boats could not run.

Some years agoin ‘‘ ye olden time” all communication with P. E. Island and the mainland was entirely cut off from three to six mouths out of the year. But after the introduction of the ice-boat matters were somewhat improved, as a mail with now and then passengers can be got across, though it is a rather hazardous undertaking. The passengers as well as the boatmen have to be strapped to the boar, as they are liable to drop through the treacherous ice and lolly at any moment. ‘This boat or ice car is about twenty feet long, of peculiar con- struction, and built to serve a two-fold pur- pose, that of a boat when there is clear water, and a sled when the load has t® be hauled over the fl»ating ice. There are four men to each boat, each carrying about six hundred weight of mail or luggage. This still continues to be the only means of winter transit.

A few years ago, a steamboat was con- structed for the purpose of trying to obtain winter communication between the Island and the mainland. She has been tried and failed. Why?! Simply because she has not been tried on any other route except between the eastern portion of the Island and Pictou, which after the last of January is usually blocked with a field of ice from ten to thirty feet thick, and it is simply im- possible to construct any boat capable of contending with such a ponderous mass of ice. Within the last three years different individuals have been making close obser- vations of the action of the tide upon the ice where the two tides meet east of Capes Traverse and Jourmain. Perhaps some are not aware that when the tide flows in it passes around the east and west end of the Island, meeting in the vicinity of the above Capes, and also when it is ebbing a contra action takes place, causing the main body of the ice to recede, consequently leaving an open space of water with the exception of some cakes of floating ice. Two of these observers state that there has not been six consecutive days during the last two win- ters but they could see a clear streak of water somewhere between Pugwash and the mouth of the Bay Verte, running close by the capes and the P. E. Island land, prov- ing conclusively that a boat could be ran between the points with but slight interrup- tion,

Mr. Charles Prescott has just arrived with a vessel cargo of cats from P. E, Island, which is an unusual occurrence in this bay at this season of the year.
