He was ap- pointed Dominic Grader. and due to the fact that t e Dominion Gov- crnment and the director's of the Dairymens Aasoclatlou were nut able to agree ou a successor, none was ever appointed. Mr. Morrow was allowed to put in part of his Arne, when he was nol. occupied in grading butter and cheese, to supervise the factories throughout .he Province. The result oi this neglect was soon apparent. The grade and flavor oi our butter arid cheese went down until the dairy .-.idustry '0! the dsland had reached a very discouraging point. We were able to make use of rhe Technical grant that is still available tor the ITO-VIRGO, and to devote it to help- ing the industry. This money had been voted for" purely technical education: there was nothing in the agreement that they would allow a dollar of that grant to go to agric- uiturai purposes, but when the dir- ector came down we were able to convince him that the making of butter and cheese was an industry. When we came to that point he ul- lowed its to appoint a dairy in- structor, and halt of that salary is now being defrayed -by the tech- nical Brant from Ottawa. The other half is maicle- up in two ways: the factories contribute one half of the lbalance and the local Government Pills up the other half. in other words, we pay one quarter, the winc- tories pay one quarter, and the other half comes out of the tech- nical grant.

“While on this subject I might trier to me further facts in con- nection with dalrylng. We know that the Patriot newspaper has been rather “doubling up” a little these lust few days. l find in the issue of March 11th a reference to the meetinfi hf the dairymen in the ’i‘echnicai School and t'iie state- ment is made here. in connection with mould iii birtter. to‘the clos- ing down of that dairy plant. We saw "hat the Province could not afford to keep up such an institution. with n staff of highly paid officials, for the value that we were receiving from them. -But while we havfi closed down that costly building we have carried on the work that they were doing, and- at a great deal dean expfinac. During our first year in office we allowed that School to run as it had been doing under our predecessors. l watched the work very closely, and noted the method of making up the rec- ord of attendance, etc. For instance. i found that when a Sllhfltilli en- solled for the course in motor mech- .inics. they counted him as “oiie." When he enrolled for the black- smlthlng, he was counted "two"; when he enrolled for wood-working .ie was counted "three"; and when ire entered uponthe course in agric- ilture he became “foun" In that way they were able to trump up a record for the School oi pllplll that were not there at all.

“Now during the past year we have had thirty-five young men from all over the Province in to Jlli‘ shcrt courses where they have ieen given the best instruction possible in wood-working, motor mechanics and blacksmithiiig. We get half the expense of that work ilcfrayed by the Department at Ut- inwii. We also give them a course ’u agriculture: and further than .lis.t, we have established night schools in the larger centres. in the school in tCharlottetown, for instance. we have had an attend- rince of something like sixty. fuung men and women. and peo- plo oi middle age. some of whom could not read or write. have taken up the courses and are making wonderful progress.

“Another matter that is almost entirely new since we came into rfflce is the handicraft work that has Ibeen carried on by our Women's institutes. Something like

With a view to encouraging this industry and seeing whether we might make ourselves self-sustaining aioiii; that line this Government asked the Federal Department to send us an exp_ert to make a survey of the possibilities here. to see lust where we stand. We have now a lengthy report from Mr. Davis. who made the survey; it-is contained in the report of the Department o! Asric- ulture which will be tabled in 4118 course. and iwil recommend tire reading oi’ it to every one in the Province. we are assured by hini that there are certain sections 0f the Province where the culllvfltlmi of cranberries and blue baffle! could be made a very llfmlllllllfi 1"" dusiry indeed.
