Not inlreqiicntly one still hears naive ex- pressions of surprise and indignation at recur- rent evidences of underground Communist activ- ities in Canada and the United States. The fact is, of course, that such activities are a matter of ingrained Communist policy, and have always been follower.‘ and many times exposed. Years ago Mr. William J. Burns, trien chief of the bur- eau of investigatron of the U. S. Department of Justice, carried out a careful inquiry, and re- ported that in every American school district and cit-y could be found zealous preachers of revolt. In I922 there was rounded up a large number of Communists engaged in a secret meeting in the wen-d; at a Southern Michigan county, with much inflammable literature. The campaign was conducted under several group names, as was subsequently done in Canada. No depart- ment of th-e national life was overlooked. So deeply was the personnel of even the U. S. army and navy invaded by "red" influence from Mos- cow by the beginning of I922 that the Secre- tary of State for War and the Secretary of the Navy issued an appeal to the men of their departments to stamp out radical sentiment. The Communist policy for America, still followcd with single-track persistency, was writ- ten by Zinoviev, president of the Communist lnternationaletin Moscow several years ago, and the U. S. Government has long had the full program in its possession. Here is a typical para- graph:

"The executive committee urges the Am- erican comrades immediately to establish an underground organization, even though it is pos- sible for the party to function legally. This underground organization shall be for the pu-r- pose of carrying an direct revolutionary propa- ganda among the masses and in case. of ‘violent suppression of the legal party organization. of carrying on the work. It should be composed of trusted comrades and kept entirely separate from the legal party organization. The fewer peo- ple who know about it, the better."

Zinoviev's demands relating to unemploy- ment included: maintenance of the unemploy- ed at trade union rates of wages; remission of all rents; provisioning by the municipalities; immediate conscription of all profits; recogni- tion of Soviet Russia and resumption of trade re- lations at once; stopping all expenditures for armaments; reduction of working hours with no loss of pay; control of production through shop committees; strike of the employed to end un- employment; at a later stage encourage the un- employed to take possession of all food supplifl; seize all unoccupied houses and buildings; take possession of all factories, maintaining rigid discipline. _

All this has a familiar contemporary ring. but it is all "old stuff" so for as Cfimmuiilsl" policy is concern-ed. We have no excuse for n0? knowing it. Theatre Guild Revival

It is encouraging to note the revival of in- tercst which is being taken in the Charlottetown Little Theatre Guild, which hopes to take the initiative next year in having the sub-regional

Brunswick-Prince Edward Island Regional Festi- val it entered (l936-37J, second place in the 1937-38 Festival and first again in the final pre- wcir Festival of I933-39. It was dormant as an organization iluring the war, but ‘is now making steady progress Willi a membership of over 400 and ambitious plans for the future. (The general line of argument was that a lloor was some- thing which should only be used for emergency purposes, and not to shove up permanently a price level such as exists today.)

After considerable argument it is report- ed that a "compromise" of about 46 cents was agreed to; only to be reiected by the Minister of Agriculture as inadequate.

In preference to such a floor, Mr. Gardiner is stated to have argued that there should be no official floor price. This apparently was the decision finally accepted.

”Its ultimate political consequences," says the Post correspondent, "remain to be seen. If butter prices sooner or later soften consider- ably, will the Government then weaken and in- troduce a new floor? And will such a floor theii be higher or lower than current discussion points? If not, what about the Gardiner ‘pledges’ to Western constituents that they would be protected’ at least during I947?"
