Legislation Drafted

‘This year we plan to introduce some changes in the children's Act that we hope will provide means whereby deserted wives can have better protection in the Courts than they have been able to get here- tofore. And if the wife can prove that she has made every reason- able effort to collect from her husband. then her case will nc liven a very favorable considera- tion by the Commission."

Mr. Matheson recalled that the first social assistance given in this Province was in tire form of direct relief. "It will surprise the mem- bers of the House to learn of the amount of money still being spent .on social assistance. and the grwving demand on this form of service.

"'I'he surprising-thing is that there are so many young‘ people looking for assistanc ." he said. ‘They say they are not able to make a living. I received a letter the other day from a. woman re questing mothers’ allowance. Her husband was well and working. but he was not making enough mon- ey. and they had four children and "19? wantod ., money to support them. That is just an ex- ample.

"There are young people who will work in the summer just when they feel like it. with no idea of what is going to happen in the winter. They will be drawing good pay for seven or eight months of the year and they expect the Government to take care or them fill’ the rest of the line. ‘nine peo- ple are not able to get credit. at the stores, because of their past record in incurring debts."

In the Legislature yesterday Mr. D. L. Mathieaon.I-‘ifth Queen's, geo- onded by Mr‘. John R. MacLean. l-‘irat King's. moved that the House adjourn to discuss "a mat- ter of urgent public importance respecting the administration of loans to fishermen during the year 1947."

The Speaker, Hon. Forrest Phil- lipa, withheld his ruling on the ground that he wished to obtain advice as to whether the motion was in order.

The notice of motion. handed to the Speaker. cites the term: under which an agreement was entered into between the Government of Canada and this Province in June. 1939 for the expenditure and ad- ministration of fishermen’: loans. It goes on to say:

“It has been made to appear by evidence in the Supreme Court of the Province tba¢.cer- taln monlea voted and provided for aid to fishermen and the fishing industry have been div- erted to other purposes. and specifically to the bribing of voters during the 2*. vlnolal election campaign of 1941, and have been expanded in such manner and in such circum- stances on to constitute a serious ..—flection upon the honour and integrity of a Member of the ')omlnlon Parliament as well as members of this House causing public contempt for our Parlia- mentary institutions ‘ Im- mediate action is taken by the Government to detormlna all facts and clreurrrstaiicee in re- epect thereof."

At First Opportunity

Mr. Mathleson quoted from the rules of the House of Commons in fillimort of the procedure he was following. Last year. he said. the Opposition could not raise this is- sue in the Letzislature. as crimin- ll Chflfles had been laid against an individual in connection with fishermen's loans. and the case was before the court. The matter has been brought up now at the very first opportunity afforded.

"In effect.” he said. “what we ask for is that a Commission be -pr-olnml by this House to in- quire into the whole trans- action insofar as It reflects up- on tllc honour and Integrity of embers and of the Legislature Itself."

Under Parliamentary ruler as set forth by Bourinot and Beaucheane. it was for the Speaker to decide whether the motion was in order.

History-ldaliing Flight Takes. Off This filming

A Maritime Central Airways plane -— a DC 3 — with 36 pass- engers and three crew member- will take off this morning at 3 a.m. for Vancouver. British Col- umbia. on a history making flight. It will return on March 17th.

The flight. organized by .1. Pin- ley Macheod. secretary-treasurer of the Maritime Flying curlers Club. was months in planning. and pro- moted in nnection with the Do- minion Curling Championships to be held in the Pacific Coast city.

There will be twelve Prince'Ed- ward Islanders including the three crew members. thirteen New Bruns- wickers and four Nova Stations in the party. The crew members in- clude Capt. Carl Burke, managing- director of M.C.A.. and Capt. Ed Blair and Miss Gladys Potter. stewardess.

The two lady passenger members of the party are Miss Jean Mac- Padyen and Mrs. (Dr.) J. Claude simpson, both of summerside.

The party will be piped aboard the plane by their own piper - Neil Beaten. He will accompany the party on the trip in full Scor- tish regalla. .

Mr. Finley Macbeod will carry with him letters of introduction and greetings from Premier .1. Walter Jones to Premier Byron 1’. John- son. Victoria. 8.C., and from His Worship Mayor B. Earle MacDon- ald to Mayor C.l!7. Thompson of Vancouver.

Another of the passengers is B. B. Jones. son of Premier Jones. Others are Warren P. Blckie. pre- sident of the Bridgewater. N.S. club and E0. Leaman. the vice- prosident. A rink from their club is representing Nova acotie in the Dominion finals.

While most or the passengers will congregate here for departure. the plane will stop at Fredericton to pick-up passengers from that city and st. Stephen. N.8. The party will lunch in Montreal, refuel at North Bay and stop over at Fort William the first night. on Satur- day they will lunch in Winnipeg and stop over at Lethbridgc. They will arrive in Vancouver in the early afternoon of Sunday.

The plane has a map of the Is- land painted in red on the fusel- age and in white letters "Prince Edward Island". Above the cres- cent-shapecl map is “Happy Vaca- tion Lan ". while underneath is “Come and Visit Us." Just about at Point Prim is "The Guardian Cat" complete with tom and .broom. Just opposite Summerslde is a curling stone. on the tail of the plane is the crest of the flying curlers. This crest was specially made for those making the flight. It will be worn on white sweaters which each passenger has.

On the return flight the party will leave Vancouver the morning of March 12th. and stop over at Calgary. On the afternoon of the lath they will stop over at Winni- peg for a day. resuming their jour- ney on the morning of the lsth. They will make a "break" in the flight at Toronto which city they \vill reach in the late afternoon of the l5th.. and conclude the jour- ney home on the 17th after re- fucillng at Montreal.

Little Girl Dies As Firemen Rescue Doll 1

0KLAl-ll:)M.A CITY. March 2 —A two-year-old girl suffocat- ed in a. fire here today as a. smoke-blinded fireman car- iarge baby doll to safety by mistake.

Cawlyn 'l‘hc-mpeon. daughter of Mr. and Mrs. Oharlm W. Thompson. was alone in her parents’ upstairs apartment when the blaze broke out.

Bob Coley was one of the first firemen on the scene. He dashed upstairs to a. west bed- room where he had been told the baby was sleeping. He fail- ed to find her and returned to get a pup of air.

Thompson screamed to me that the baby was in an- other bedrocm." Coley said.

"I crawled on the floor to me bed. I ooir‘.dn't see it thing be- cause of the smoke but .1 felt something wrapped in a bian- ket. When I pulled it off the bad. it cried. just. like a baby.

"When I got outside I saw it was just a doIl—a big baby doll that cries."

Coley made a third attempt and found the little girl, her face reddened and smacked by flame and smoke. Hospital attendants said she died of suffocation.

Identify Victims Of Boxcar Fire

HAMILTON, March 2-— (CF)- Poiice today tentatively identified the second of two victims of yes- terday‘a boxcar fire as Vi Cook. 27. of Oskville, Ont. The other. police said last nllhl. Wu C. H- Lsndrey. about 30. who moved to Toronto recently from a village near Halifax.

The two died when trapped in the blazing boxcar after climbing atop stacked bales of crude rub- ber. When firemen opened the car the dismembered bodies were burned almost beyond recognition.

Police quoted a taxicab driver as saying he took a couple answer- lng.the description of Landrey and Miss Cook to nearby Van Wagner's Beach Wednesday morning. It is thought the couple may have ent- ered the car on its aiding at the Firestone rubber plant to escape from the cold.

Miss Cook, believed to have rela- tives in Oakvilie, war missin since Wednesday.

MONTRIIAL. ‘March 2 —(CP) — Four persons lost their lives today when an early-morning fire raced through a blast of Montreal's ancient dtinatowu.

More than a score others were injured. some in leaps and falls in a frenzied attempt to escape from crowded upper-storey apart- ments. .

Early tonight firemen and police were still trying to determine whether more bodies are in the ice-coated ruins. At least one man was said to be missing and there were reports that others may have been trapped.

Search for other bodies became a precarious affair. Firemen work- ed slowly. with an eye to shaky walls that thrtatened to tumble upon them.

An emergency Red Cross station was busy checking lists of injured and trying to account for all per- sons believed to have been in the fire-swept buildings. ‘ one of those killed was 66-year- old Ling Sue. who flung himself from a third-storey window. his clothing ablaze.

The bodies of the three other victims were not recovered until six hours later.

Unknown Cause

The three-alarm fire broke out about 6:30 am. in the lotus Gar- den cafe from an unknovm cause. Swept by a bitterly cold wind. with the temperature eight above zero. the flames destroyed practically the whole short block on the south side of Lagauchetlese street tween St. Lawrence ‘ Boulevard and Clark street.

The fire wiped out. the Lotus Garden Cafe. the Chung Yims Cafe. the American Cafe and s. rocming house, as well as the apartments and flats housing scores above the restaurants. There was no official estimate of the loss, placed at more than $500.- ooo by the owner of’ime of the buildings Although of brick constructiori. the old buildings fell easy prey to the onrushing flames. _

Frenzled tenants fled through smoke-filled hallways. Others hung from window sills and drop- ped. Those on upper floors made escape ropes of knotted sheets. Several of the sheets ripped and broke and the victims plunged to the sidewalk.

Five young Chinese waiters, playing cards in a nearby club after their night shifts. were among the first in the street when the fire. accompanied by

under construction. found several ladders and formed a rescue team. They chambered to the roof of one building and rescued four persons huddled together in ankiledeep snow. one man had only a towel draped about him.

Back in the street again. the five waiters started on another rescue mission. A blast shook the blinding and a huge sheet of flame shot out. The rescuers ~were knocked tumbling in the snow. one was burned and taken to hospital.
