Ways and Means.
Tur Premier announced, in the course of his Budget Speech, that an arrangement had been made under which $250,000 would be obtained from the Dominion Govern- ment for the purpose of paying off the floating debt of the Province. He said :—
“As I stated the other day, since the beginning of the present year we pay Six per cent. to the banks for the use of tnat money, We have been asked what security we gave them for the repsyment of the money. Well, the Province is security for its payment. The banks asked no question about security, know- ing well that they required no better security than the Government itself. At one of the banks we have a considerable deposit which we receive interest. We have had before this House statements showing expendi- tures nade by delegates on public business. The result of these delegations was that a censiderable sum of money has been given to the Province. In the session of 1886 I stated in this House that one-eighth of one million of dollars would be received from the Dominion Government. Yet the Opposition laughed at the statement, and said that it was only an election dodge. After we received the $20,000 per year, they said: ‘You belied your promise, for you said.you would receive one- eighth of $1,000,000, but you have received only $20,000 per annum.” We replied that we had done better than we promised, as we had received the interest of halfa million dollars at four per cent per annum. They said: ‘‘ No, we want the principal itself; we
refer one-eight of a million in cash to the interest on half a million.” That is the substance of what they said on that occasion. Well, our desire is to have the balances due paid off, and to increase the amount placed to our credit, so that next year we shall have a balance on the other side of the account. The Government, therefore, have arranged with the Government of the Dominion to regeive the one-fourth of one million of dollars, or the sum of $250,000, so that at the end of the year if, these estimates come out as I think they will, and if we be placedin a position tv real- ize our expectations, we shall have a surplus at the end of the year, and also a surplus at the banks. I dare say this is very unwel- come news to the Opposition, but I am quite sure the country will be pleased to learn thai the Government have made an arrangement by which they will have placed at their dis- al that very considerable sum of money. at amount we expect to receive within the present year. We may not require to use the whole amount; but we can draw upon it as we wish. lo that way we shall have at the end of this year a balance to our credit at the banks, and our little indehtedness will be entirely extinguished. So that after the end of our term of ten years, if we meet here next sessien, we shall be in a position to say that we have fully maintained the credit of the Province during that time. In addition tu this, we shall be in a position to say that we have improved the education sys- stem ef the Province, very considerably, and that the expenditure thereon has been increas- ed nearly one hundred per cent. We can also say that we have maintained the public ser- vice in a very efficient state, that we have ex- pended $50,000 upon the building of the Hos- pital for the Insane, that we have erected new buildings on the Stock Farm and import- ed much improved stuck ata heavy expense. ese sre all valuable assets of the Province. Besides this, we shall have, I trust, a balance to our credit at the end of the year, after hav- ing greatly increased our capital at Ottawa, and dispensed with all taxes which had been imposed oa our farmers.”
For the purpose of obtaining the assent of the Legislature to the payment, Mr. Sallivau sub nitted the following resolution yesterday afternoon :—
Resolved, That it shall be lawful for the Lieutenant-Governor in Council te accept and receive from the Government of Canada any sum of money, not exceeding $250,000, but the same shall not be accepted in full for com- pensation ciaimed by Prince Edward Island in regard to the failure of the Federal Govern- ment in carrying out the terms of union with respect to continuous steim service be- tween this Islund and the Mainland.
In strict sccord with their policy (which isto force the Government into financial difficulty and render necessary the imposi- tion of direct taxes) the Opposition oppos- ed this resolution. They tried to conceal their chagrin at the prospect the Pro- vince has of receiving $250,000, wiping out the floating Jebt of the Province and saving the amount paid to the banks as in- terest ; and simulated a strong belief that the Government are about to draw upon the capital of the Province at (Ottawa. Their leader submitted the fullowing “rider” in amendment, and they kept up the debate until about half-past three o'clock this morning :—
Provided always that the sum shall not be drawn from any fund or subsidy now to the eredit of, or belonging to the Province, with the Federal Government, whereby the annual subsidies or interest now receivable from the
Frederal Government will be in any way lessened.
The amendment is very exprossive ot want of contidence in the Government ; and it was, of course, voted down. The Gov- ernment may weil, we think, be trusted to receive and expend, honestly, and in the best interests, of the Province, the sum of $250,000.
— The Moncton Times reports that a petition tothe Dominion Government is in circulation asking for power for the exten- sion of the Buctouche and Moncton railway to Richibucto Cape via Kingston. The DeBertram syndicate, who are the movers in the matter, have a scheme for putting on 8 line of steamers between New Brunswick and P. E. Island, for the transportation of cars.

Imperial Reciprocity.
In the Legislative Council Hon, Alex- ander Martin submitted the following reso- lution in amendment of the resolution introduced by Hon. Mr. Rogers concerning Reciprocity with the United States :—
Resolved, That in view of the repeated refusals of the United States of America to enter into a Reciprocity Tieaty with the Dominion of Canada, it is desirable that negotiations should be opened with the Imperial Parliament to discuss and arrange terms, whereby British noes should admitted into British Colonies at a lower rate of duty than that imposed on those of foreign countries, and that in return Colonial products should have an advantage extended them in the markets of Great Britain by ares differential duties on the produc- tions of foreign countries, and that in the meantime the Dominion Government should exert themselves in order to obtain closer commercial relations with the West Indies and other Colonial possessions.
Hon. Mr. Martin supported this resolu- tion with a very able speech ; and it is creditable to Hon. Mr. Balderson that he broke away from his party and voted, with with the supporters of the Government, in
favor. of it.
"“Ye Olde Folkes’ Concerte.”
A oreat deal of pleasure was anticipated by all those who attended ‘* Ye Old Folkes’ Concert” ; and, on the whole, anticipation was more than realized. “Most of the cos- tumes were really antique, and suggested the question : ** Have the fashions improved since the days when George the Third was King?’ Certainly our young men and maidens, arrayed in the finery of their great grandfathers and great grandmothers, pre- sented a very artistic and pleasing appear- ance. It was remarked that ‘‘ye prominent personage with ye aristocratic name, who beat ye time,” never looked better in his life, ; and many —we may say ail— of ‘*ye womenne singers” looked ‘* just lovely.” But as human nature is the same in all ages, we shall not mention ye names of those who were most charming, lest jealousies and heart-hurnings may result. Several of the choruses were grand, and all were good ; and the solos were well up to the average of those sung in these latter days. It was a genuine treat to listen to the fine old harmonies of the fine old days when our forefathers, with their sisters, cousins, etc., sung or listened as we do now. There was but one objectionable feature. That was one which we are quite sure would have shocked ye old folkes, and must have filled their spirits (if any were hovering over the Y. M. C, A. Hall last evening) with regret. We refer to the incongruous mingling of the praises of the most Holy Name known ameng men, with ‘**Yankee’s return from camp ;” and the nonsense of Uncle Joe, with the magni- ficent strains of the ‘* New Jerusalem.” It is, of course, right to carry our religion into our recreations and pleasures, but holy names and holy themes are, in our opinion, entitled to greater respect than can be given them while we are laughing over the absurdities of the comic actor. It would, we think, be better to have concerts of sacred music and concerts of secular music, rather than have sacred music and “ funny pieces’ jumbled together. In this we may be wrong; but the question is, at all events, worthy of consideration. Matthew Arnold thought that the chief want of Americans, (including Canadians) is ‘* want of rever- ence’; and, now that he has gune from us, we may admit that he was a careful obser- ver and judicious thinker. The audience at Ye Uld Foulkes Concert was everything that could be desired, and we hope to see an equally large audience in Y. M. C. A, Hall on Monday evening next.

The Public Library.
The committee appointed to solicit sub- scriptions towards founding a Public Li- brary in Charlottetown have so far met with gratifying success. The canvass is not yet completed, but the amounts sub- scribed up to Monday come tv the respec- table sum of $679.50, which the committee hope to increase to $1,500 by the end of the week. Things Said and Done on the Streets and Elsewhere.
Juperne by the peculiar weather we have lately been having the clerk must be suffer- ing from a severe attack of biliousness. One time it is snowing and another raining, with a little sunshine sandwiched in be- tween. Asa Mult the general health of our people has not been so good as usual, and the spirits of some are away below zero. However, this cannot last forever. There are brighter days coming, but the dates ave not yet fixed.

The amendments made by the Legislative Council to the new City Bill are occasioning a good deal of talk about town. Many good people think that the Council had no right tov pass them, as they were not asked to do so. Others again are of the opinion that it was a wise move, and trust that the House of Assembly will see fit to endorse their action when the Bill comes up for further consideration. In the meantime, a vote of the citizens isto be taken on the subject at a meeting to be held in the Mar- ket Hall this evening.

It is to be hoped that the meeting to be held in the Market Hall this evening will be well attended. In my opinion the City Council should have called this meeting after they had prepared tke Bill for the Legislature, so as to see if there were any changes which the people would like to have made. But as they did not see fit~ to do so, we will only have to attend and vote aye or nay on the question which necessi- tated the calling of the meeting. Let there be a full attendance of electors, and let the subject be debated and decided on its merits. We do not want any talking against time.

The City Council is a great institution and some of the City Councillors are great men. On Monday evening the assessments for the year were decided upon, and the estimates of receipts and expenditure sub- mitted. There was quite a *' tiff” between the minority and the majority on the ques- tion of assessment. The majority were favorable to an increase to meet the ex- penditure on streets and for macadamizing the approaches to the city. The minority did not take kindly to this and wanted the rate to remain the same as last year, not- withstanding the increased expenditures. Two of the minority broke away from their leader and voted with the majority. The estimates passed.

Now that the rates of assessment on real estate and personal property have been in- creased, we want our rulers to give us something in return for the -money they take out of our pockets. We want them to commence work on the streets and side- walks as soon as possible. The plankways in many quarters of the city are in a very bad condition, and the same remark applies to the street crossings. Let these be attend- ed toat once. The other improvements can follow.

The ground taken by our city represerfta- tives when the Health Bill was before the House of Assembly a few evenings ago, was, to my mind, a commendable one. They argued that the measure before them was one which came clearly within the province of the City Council, and in refusing to take action thereon, that body was shirking its responsibility, It was argued also that pigstyes and slaughter-houses could be kept clean if the Board of Health only ex- ercised their authority and instructed the officers to report thereon, as well as upon dirty yards, etc. But the richest thing in the whole debate was the suggestion that it would do no harm if the pigs were put out to pasture in the hot months. The hon. member who made the suggestion certainly deserves credit for originality.

A short time ago a well-known clergy- man of this city was asked to deliver an address at a temperance meeting. He accepted the invitation, but his address did not please many of the temperance men and women who heard it. The whole tenor of his discourse was in opposition to temperance legislation and in favor of moral suasion. There are many men in the community who entertain similar opinions, but few care to express them publicly. They prefer to float with the tide rather than stem the current.

The result of the recent Scott Act elections in Ontario was the next set-back. Seven counties with an aggregate popula- tion of 346,000 people, in one day voted down the Act by large majorities and decided in favor of license. A few days previously another Ontario County having a population of about 22,000, also repealed the Act. Andthis is not all. Petitions for repeal have been lodged in several other counties and the defeat of the Act is confidently expected. Temperance men think that these defeats would have no effect upon our people if an election were held in this city. I think differently, One of the strongest arguments used in favor of the Act during the recent campaign here was that in no place where the Act was in force had the repealers been successful, and it was hoped that Charlottetown would not be the first to take such a disastrous course !

There are many people in this city, as well as in other places of more or less im- portance, who object to Salvation Army parades, and think the authorities should prevent them. For my own part I have no very serious objection to these parades so longus the Army keeps on the street. There they do not interfere with pedes- trians. march along the sidewalks singing their war songs and playing their tambourines. The sidewalks were not intended for any such purpose. The middle of the street is good enough for ether processions, and no exception should be made in favor of the Salvation Army. They always have a crowd at their heels, and peuple meeting them are subjected to considerable jostling asa result. Last evening persons going up Grafion Street were obliged to wait in the doorways until the crowd passed, and many
jcomplaints were heard in cofsequende.
