ALL forms of government share this fate, in common with other human inventions, that in the run of time, they become worth- less and are thrown aside, They, are, only temporary forms adapted more or less cleverly to their times, and it is childish prattle to talk of a model government in political science. We are always moving, hud as we move the hotizon before us changes. Standing upon one ridge, we see another stretching away in the distance. So it is with ideal governments. That government may be called the best which, with the greatest ease, can assign the right place to the right man, and can with the

; greatest security, undergo changes as times

and circumstances demand, without con- vulsing the whole state of society. Youth and life are pliable—age and death are stiff. Our notions and ideas are similar. Familiar with these aspects of a money morality, as shown in British life, we were in the habit of looking upon them lightly, regarding them as the unavoidable imper- fections which hang round all things human — petty exaggerations of natural feelings, pardonable in an ancient and high= ly cultured aristocracy, and in a great coni- mercial people. Britons are justly proud of their Constitution. If it be not the acme of perfection, it is, they say, the perfection of political science. Holding these opinions, Englishmen heard with distrust and not a litile indignation, one of their greatest ora- tors persistently set before them the superiority, over their own, of the institu- tions of the great American Republic.

An English gentleman, held in high re- pute tts a scholar, has tested for himself the worth of Mr. Bright's preference, and given to the world his conclusions. They are not flattering to American Institutions. A money morality seems to have there struck its roots both deeper and wider than in England. ‘‘ From members of the Cabi- net, Senators and Governors of States, down to Excise officers, Policemen and Custom- house clerks, all who hold office in the United States, are believed by their fellow- citizens, who make no secret of their con- viction, to be open to a bribe.” Even in the Senate House, votes are said to be pur- chased, in order to secure the passage of Bills favorable to private, but often most injurious to public interests. It could scarce- ly be expected that the fountains of justice

General of a great State, that in a recent and notorious case, a verdict of ‘ not guilty,’ in favor of a person taken red-handed in the very act of murder, was obtained by corrupting the jury, after an attempt to bribe the judge. The Attorney General, moreover, added :—* It is now impossible to count with certainty upon a verdict, however little doubt there may be about either the law or the facts of the case. Out- side influence generally prevails, and even the worst examples hardly inflict any shock upon public opinion.” The administration of justice, however, is liable to taint from yet another cause, which we find exposed in the Halifax Evening Express, thus :—‘“ The system of electing judges by popular vote needs ne close criticism to expose its evils, or to put it very mildly, its possibilities of evil. parties have split on two judges, and while each vilifies the conduct of the other, each protests that its only object is fo keep the judicial office pure from the very sus- picions of a popular election. Who can ex- pect purity or integrity from such judges, especially if we take the description - each, given by the friends of his opponent: in the State elections,something stronger even than.a money morality is brought to bear. It is the strength of might which prevails. “ When Generdl Canby cooly proposed to annul the Virginia elections which gave a majority of 50,000 to the Con- servatives, and to substitute by force the candidates whom the populition had reject- ed, the impudent project was only baffled,” we are told; “ by the fear of the Radical leaders, lest other States, escaping from their control, should vote against them by equally large majorities.” Itis surely melan- choly to reflect, that did Washington revisit the nation he founded, he would be a stranger and an alien among his own people.’ Instead of Patriots, he would find only what the Americans themselves call with con- tempt, “ pdliticiins:” Instead of public virtue, he would find almost universal cor- ruption such as exists in no country of the Old World, except perhaps, Russia.” The Republic is regarded by these “‘ politicians,” not so much as a country to be served, as a national bank, to be pillaged with impunity. These flagrant abuses are indeed deplored by thousands of men in the United States, as high-minded patriots as any in the tvorld; but they aré unable to correct them. And why? ‘“ Universal suffrage is too strong for them.” The monstrous absurdity of universal suffrage, as they term it, “ has banished from public life the only mea qualified to take part in it, and placed the destinies of their magnificent country in the hands of sordid and unprincipled jobbers.” The weight of these facts seems to estab- lish the truth of what we started with; ‘“‘that in political science, such a thing as a model government eannot bes It must necessarily change, unless society becomes

To the movement; we very sincerely wish every success, persuaded as we are that, under proper Management, it will be found well en- titled to a large amount of public approbation and support.

‘¢ The modern building societies are con- structed to continue for a spevified term of years, during whieh periodical (generally paaeble> subscriptions are paid by the mem- bers. ‘rom the tund thus formed advances are made, in a prescribed order, to individual members, to enable them to purchase one or more dweiling-houses, which are secured to the society until the amount advanced is repaid, along with the interest for the loan. To such members as do not taks an advance a sum is paid at the termination of the society, accord-! ing to the number of shares held by them, equal to the amount of their subscription, to- gether with such a rate of interest as has been charged to the members who have borrowed. Members are generaliy allowed to subscribe tor as many shares as they cheose, and be- tween the umount of which and the subscrip- tiors payable thereon there must,it is obvious, be @ relation, regulat.d by the length of time the society is intended to continue and the interest charged on the advances; as, for instance, if sixpence per week be the subscrip- tion for one share, payable for fourteen years, five per tent, would increase the sum to £26; i the interest be less,a correspondingly higher subsciiption would become necessary, and vice versa.

**The advantage of the society,then, consists mainly in this, that a meinber obtaiming an advance is enabled to purchase the house which otherwise he would only have rented aud that too, it is possible, for a sum not ex- ceeding what he would otherwise have paid as vent duting the period for which the society may continue. In the meantime, the house is so setured to the society that if the payment of subscriptions and interest are withheld for a specified time, it can be sold, and the proceeds applied. to the liquidatioa of the suciety’s claims
