We maintain thet Sir Louis Davies is reeponaible for the failure to meet the reasonable expectations of Charlotietown shippers —not Finlayson.
The Guardian takes a different line. The Stanley has seen such hard service that she is not equal to the task of keeping up navigation with this port,—this is the burder of the Guardian’s sad song. We have yet to learn that the Stanley is put staunch and strong enough for such ser- vice a3 is now required between Charlotie. town ani Pictou, But suppcse we admit the Guardian’s plea; theo, why has a seeond winter steamer cot been put on ? We directed attention to the need of a second steamer three years ago. Of t) - need, Sir Louis Davies is perfectly we | aware. He went galiivaating all over the United Kingdom last summer, and why didn’t he bear his constituent’s need in mind and order a second winter steamer ?
t may be said that the amount require for this purpose had not been voied by Parliament. But why didn’t he see that it was voted ? He wes very quick to vend a pelican of the wilderne:s or some other friendly bird to watch the ice floating up and down. the strait all last winter ata cost of $20,000 ; he was able to incur an expense of $20,000,in a Provincial election year, for the purpose of straightening a railway curve to afford timely occupation for impecunious electors but not to doa dollar's worth of good in so far as the people.of. this Province were concerned

If the $40,000 thrown away on these two uselesa operations, and charged against the Province of Prince Edward Island, had been saved and applied with a euf- ficient amoant in additio,n to the purcha:e of a new and improved winter steamer, Sir Louis Davies wouid have ‘have been en- titled to credit,—and not, as he is now, to discredit from those whose hopes he raised only to disappoint.
PLAIN TRUTHS TO AMERICANS,
Geo. W. Smalley, the American corres- pondent of the London Times, who re- sponded to the toast of New and Old Englend at the eighteenth annual dinner of the New Englaod Society, of Brooklyn, afew days ago, gave an unexpected and almost sensational turn tothe speech- making. ‘a the outset, Mr. Smalley paid a beautiful and tender tribute to New England, where he was bora, but soon turned to England, which country he praised in the highest terms for its forbearance toward this troublesome country; its patience, greatness, power. As the speaker progressed the astonishment of his hearers grew, and wheo he bad taken his seat few were surprised to see Senator Joseph 8. Hawley, of Connecticut, spring to his feet, and in a manner betraying suppressed feeling, say :
“I do not wish tomar the harmony of this occasion, but 1 do wish to eay that | regret that Mr. Smalley so little under- stands his own country.”
Mr. Smalley’s speech had not only overflowed with praise of England, but :t had contained asevere criticism of the course of the United States inthe Ven ezuela incident and the Cuban and Hawaiian matters. He hai declared that the course of the United Seates had con - vinced all continental Europe that this country was a menace to the peace of the world; and that these countries had reached the conclusion that the safest policy was to combine a. ainst the govern ment. He eaid the English press and people had received the tremendous pro- vocation of President Clevelaud in the , Venezaelan matter first in an incredu'ous, ; and later in a forbearing spirit.

Mr. Smalley was the last speaker, fol lowing General Hawley. Speeches had been made by Governor Bleck, St. Clair McKelway and Mr. Thomas Moore, pres= ident of the New Brooklyn, who presided as toastmaster.
Mr. Smalley said that some might feel it was unpatriotic to speak in terms of high praise ot England, but he did not think so. England was nearly allied to this country in history and feeling.
“ The immense preponderance of feeling in England,” he declared, “ is in sympathy with our country, Why reject it? I do not say all, but I say that a majority of the English people have for us the feeling of Ccons1os,

**President Cleveland’s provocation was put aside in a spirit that can only be called » spirit of brotherly love. Since the Venezuelan message we have said and done so much as to convince Continental Europe that we are a menace to the peace sf the world.

The Rossland Miner says:
* The Coxey, or Red Mountain, is get- ting into some very good looking ore, and | it is believed that the Giant lead may have been met. is ia the long tuonel, which is now in about 360 feet, where a depth of 160 feet is reached. Up to last evening the ore body had been penetrated for a distance of two feet, and the showing was very encourag-
iog. The ore isa fine grained pyrrno-~ tite, stained very considerably with copper. It is mixed somewhat
with @ slatey formation. No assays have as yet been received, but the ore is expeci- ed to give fair returns. What is evidently the foot wall is marked by a streak nearly aivot wide of decomposed spar. From the general character ef the mineral it is believed that an extension of the Giant lead has been struck. The tunnel wil! be driven 225 feet turiher to open the original Coxey ledge, which has been explored toa depth of about 125 feet, disclosing a fine } body of rich copper ore about five feet in | width.
