The stoppage of the Supplies | in the ensuing Session shewed that the change could not be | much longer postponed, and at the inauguration of the new | system shortly after the leaders of the Liberal party possessed | simost unbounded influence over the public mind, and enjoyed | thst influence unimpaired until about the time of the next general election in 1853. The new School Act bad been | passed in the Spring of that year. It professed to secure free | education for the rising generation ; but an increase of taxation on landed property was necessary for this purpose, and the | people ceald not understand why they should be indirectly called on to pay for a thing which they were led to believe | should and would be given to them without any pecuniary outlay on their part. The general dislike of the new tax be- fore its advantages were felt, and the new impulse given to the efforts of the proprietors and their agents, whos: incomes were considerably reduced by that tax—were the means of relaxing the hold of the Liberal party on the public mind ; and several members who were returned to the new Parliament, under @n expressed or implied understanding that they would support the existing Government, thought the time had ar- |

rived for shaking off their allegiance to that Government, and | for forming new combinations. By their perfidy the Liberal Government was placed in a minority, and the creation of the Holl and Palmer administration was the result.

The new men were not many days in office when they |

sought to abolish the Responsible system, and go back to the old order cf things. The course they pursued for the attain-

ment of this object was certainly a fair and legitimate one, They passed a Hill in the lower House defining the principles

upon which the government thereafter should be conducted ; but the upper Chamber not oaly refused to entertain the Bill, bat warmly protested against the encroachments on | popular liberty which it contemplated. The country was | roused by the spirit of the Legislative Council—the new | system was not long enough in operation to be thus summarily overthrown ; and besides, the people were incensed at the gross injustice which was practised by the new House in ex- cluding Mr. C les from his seat, owing to the corrupt return of the Sheriff of this County, when he was fairly and honour- ably elected; and a very large number of them were still more indignant at the shameful manner in which several members nad abandoned the principles avowed by them on the hustings. The Council, of course, advised him not to do it—advised him to disregard the wishes of the people. Sir Alexander had the courage to reject the advice. He saw that it was impossible to carry on his Government while the Upper Branch of the Legislature was diametrically opposed to him—while the public mind was in u state of foverish ex- citement ; and while, if countenancing the attempt which was} made to destroy the system co lately introduced, he would | be disobeying the instructions of his Sovereign.

THE TEA PARTY,

Under the auspices of the Catholic Young Men's Literary Institute, came off according. to announcement, on Mr. Me- Kinnon’s farm, on Tuesday last, and was a complete success, | arrangements of the Committee were most judicious, and tended greatly to the success of the entertainment, which will long be remembered by all who attended it. While many of the younger fotks engaged im Cricket playing and other amusements, a considerable number of ladies and gentle- men took positions on a large platform—the largest and best ever constructed on the Istand for a similar purpose — and engaged in the airy dance. An Amateur Band, by its en- livening strains,.also eontributed to the general pleasure. In fact, every one seemed intent on making others happy, and where such a social feeling prevaded all, it is needless to add that ** all went merry asa marriage bell.’? Atabout 5 o'clock the merry makers, to the number of about 300, were gsummon- ed to the tea-tables, which absolutely bent bencath the weight of the good things spread upon their surface. The company then hied to their homes, blooming with health and exercise ; and apparently well satisfied with the evening’s entertainment. In conclusion, we must say that we consider this to be the Pleasure Party of the season. The ladies are entitled to the best thanks of all present for the excellent manner in whieh they presided at the Tea Tables, and in catering so sumptuously for the guests. The Committee of Management also deserve praise for their judicious arrange- ments, and in contributing so materially to the comfort of the guests and the success of the affair. For ourselyes we can only say, and we have no doubt we repeat the wishes of all present, that we look forward with pleasing anticipation to the next annual renewal of the same.—Comn.

Perry Davis and Son:—Sirs—Gratitude to you, and duty to suffering humanity, require that I should make known the benefit I have derived from the use of your truly valuable Pain Killer; and if by seeing this, any sufferer will be induced, as I was, to give ita trial and be healed, I shall be compensated a thousand fold.

In June, 1855, after a protracted il!ness of several months, I was severely attacked with drowsiness, vertigo, dimness of sight, and loss of

right to sit in Council. The Government not having, then, 4 seficient number in the Council to form a quorum, and to transact the public business, tl.ey had no alternative but to resign; and the Liberal Party, who commanded a large ma- jority at the elections, again assumed the administration of affairs, which remained in their hands until April last.

What are the circumstances which led to the overthrow of the Liberal Party in 1859? Why are the people so apparently indifferent with regard to the change of Government? These are questions of grave importance, and they require more space than we can now devote to them. In 1854, the coumtry was convulsed from Charlottetown to the East Point, and from the East Point to the West Cape, because the then dominant party sought to change the constitution by Actof Parliament. In 1859 the same party has completely overthrown our con- stitution, without condescending to consult the Parliament about it. It is true they lave secured a majority in the House of Asserably, but by means no less disreputable than those resorted to for the same purpose in 1854. They have prac- tically ignored the existence of the sccond branch of the Legislature ; still, with the exception of some grumbling and dissatisfaction amongst themselves, the country regards their proceedings with apparent composure and indifference. Have they shown more capacity for administering the public affairs than their late predecessors? have they developed the resources of the country to a greater extent ?—have they satis- fied the hopes and expectations of the people in any one respect? We do not believe they have. Or did the late Go- vernment commit such blunders in their management of the public affairs as to induce their supporters to forget the apothegm, that it is better to bear the ills they have than fly to others which they know not of? We shall endeavour to answer this question in another article.

We learn from the Jslander andthe Protector of Friday and Saturdyy last, that His Excellency the Lieut. Governor arid Mrs. Dundas visited Georgetown and Belfast duriog the past week, and were very cordially received at those places. The usual common, place, matter-of-fact addresses were pre- sented to His Excellency im the coarse of his tour, and replied to by him in the eame matter-of-fact style.
