Sin,— Ot the letters signed respectively “Elmira Coffin” and “Thomas D. Ccftin,” published in your issue of 29h January last, [ had almost made up my mind to take uo notice. But lest my silence should be misconstrued, I now think it better to reply.
The origin of this matter, a3 you are aware, is traceable to an editorial which appeared in the Morning Guardian of Nov. 10th, 1891. In speaking of the de- plorable state of affairs at Mount Stewart, you charge that ‘the only magistrates who are disposed to try Scott Act cases live out- side the village and across the county line,” etc. On enguiry being made ay to your authority for making such a statement, Mrs. Coftian comes boldly forward as your informant, endorsed all that had been said, and in a letter over her own signature, published in your issue of Dec. 16th, she alleges that the unprecedented state of the liquor traffic was principally owing to the
detinquency of the magistrates. She charges myself in particular with having refused to act, and concludes her letter as follows: **] may add that at the time Mr
McEwen refused to act the liquor traffic was about banished from Mount Stewart, after a great deal of trouble” (evidently re- ferring to the work of the lite committe).
“The jiquor people, of course, heard of his refusal, and in consequence liquor-selling was soon in tull blast again” (evidently meaning the then present state of the traf- fic). ‘To show that such was the nature of her representations to the editor of the Guardian, we have only to turm up an edi- torial article in the same number of bis paper. It reads as follows: **The trouble at Mount Stewart continues to feeter, as regards the enforcement of the tempywrance law

By and by we shali see how her last one closes. Let us examine it. Mrs. Coffin tries hard to prove my announcement ‘that I have never re- fused to take up # case of Scott Act or any other case when properly laid before me with just grounds for action,” to be un- truthful. I may remark here that we are arguing from different standpoints. She is speaking of an informal conversation. I am speaking cf an official act, viz., taking up acase when properly laid before me. Whatever may have been said in her house
but that no complaint was laid before me at the time she refers to requires no other proof than her own statement. She first repeats that positive declaration of hers, “that I did refuse to act,” etc., and then with almost the next breath she says, “* no mention being made of fees or preliminary papers.” What more evidence that no complaint was laid before me is required ? Did anyone ever know of a complaint being properly laid before a magistrate without mention being made of fees or papers? But presently she makes @ startling statement, which quite eclipses the former one. She says: ‘1 never sent the prosecutor to Mr. McEwen, but on the coutrary Mr. Me- Ewen asked the prosecutor for the job.” Just note these statements and mark the contrast. In her first letter she tried to make it appear that the so-called refusal was connected with the traffic of the year 1891. She now dates it March, 1888, and states that two years after- wards, when the committee commenced operations I asked the prosecution for the job. Strange inconsistency ! Mrs Coffin also states, and has it certified by her sate- lites, ‘‘I never accompanied the local pro- secutor to Mr. McEwen’s office to lay in-: formation, etc.” 1 wili give her an in- stance, —I affirm that on the 10th day of Dec., 1890, Mrs. Elmira did acourpany the said prosecutor tu my office and demanded an action for a second offence against Sus- annah Coffin. I told her, as I had pre- viously told the Prosecutor, that under the circumstances I would not take the action for a second offence. (There were not just grounds for a second offence case.) Lad- vised them to call it a first offence, but Mrs. C.ffiin, who was the chief spe-ker on that occasion, said ‘No; we are going to make it a second offence.” I tried hard to persuade her to change ber purpose and to take a first offence, but she was inexorable and said, “We are bound to make it # sec- cond offence.” You,” said she, ‘are only working for us, and if you don’t work the way we want you we will go to another magistrate.” (This is only a part of what took place, but I think it will suffice.) 1 offered no objection to their going to 4n- other magistrate, and it appears they did go. How they fared the sequel will show. On the 23rd day of the ssme month the said prosecutor came to mc again and asked me to take up the sam> caso 83% first of- fence. Just what I advised at the first. He named several magistrates to whom he said he had been, and they all had refused to take up the caso as 4 second offence. “Will you,” said he, “take it up now as 4

As stated in my last letter, since the fifth day of January, 1891, 1 have not been seked to take up # case against a liquor seller, and from that time until the article above referred to appeared in the Guardian, although for the greater part of the time drunkenness with all its con- sequent vices prevailed to an alarming ex- tent. Judging by their actions no one would imagine that esuch an organization as a temperance committee or a society for the suppression of the liquor trattic existed at Mount Stewart. This she does not at- tempt to contradict. But basing her charge eu sumething she claims to have been said in her house in March, 1888, (four years ago) she says: ‘’ The pceinmt at issue is, did Mr. McEwen refuse to act,” etc. Thisis 6 mere side issue. I may remark here that during the months of October and Novem: ber in that very year, viz., 1888, we had quite a spurt of Scott Act work. Our court book shows eleven convictions obtained during these two months Mr. Hendersvn was prosecutor. How does this coincide with Mrs Coffin’s statement ?
But to come to the point, The real point at issue in this matter is, were the charges made by Mrs. Coffia against the magistrates of Mount Stewart, as set forth in the columns of the Guardian, founded on fact or were they without foundation. This is the question; and for the answer we need only to consult her own writings. We have already quoted the last paragraph of her first letter. How does she conclude her las: one? She (in effect), saya; “‘l am defeated. 1], thought to have tixed the blame on the magistrates, but I now give it up,” and unlike the Scotch piper récently referred to in a lecture, she closes the letter by playing a retreat. Hark; “as to who is responsible for the present state of affairs, the magistrates or the committee, I leave Mr. McEwen and the local prosecutor, T D. Coffin, to settle that point between

Newrort, R. 1., March 16.—Mrs. E:len Johnson, of Nova Scotia, was arrested upon a charge of stealing about $100 from a cottage in which she was employed, last week. She reported to the police that all were away except herself, when two cvlor- ed men called, strapped her hands, one held a revolver over her and the other searched the house. They escaped ; she then notified the neighbors and police. [a default of bail she was committed to jail. She is a young woman and has two children in the home here. Her husband is sup- posed to be in Canada.
