CORRUPT PRACTICES AT ELECTIONS.

Taere are two bills now before the House of Commons for the punishment of

eorrupt practices at elections. One of

these reada as follows :—

“ Every employer of labor, or manager or officer of a company employing labor, who directly or indirectly, by himself or by any other person on his bebalf, makes use of any threat of Jos« of employment or reductiow of wages or of other loss or in jury to an employe, to prevent such em- ploye from leaving his employment during voting on the day of hol ling any election of a imember to serve in the House of Commons, for at least two working hours for the purpose of voting, shall be deemed to have committed the offence of undue influence, and is guilty of an_ indictable offence and shal] forfeit the sum of two hundred dollars to any person who stcs therefor.”

Senator Ferguson, of Prince Edward Island, who is now ona short visit home, has given notice of a number of enquiries which he proposes to make of the Govern. ment on his return to Ottawa. He desires to know whether the Government proposes during the coming summer to complete the borings under the Straits of North- umberland, which were commenced in 1892. He has also asked for copies of correspondence between the Government of Canada and that of Prince Edward Is- land in reference to the financial claims of

the Province of Prince Edward Island against the Dominion in reference to public works and

steam communication, Senator Ferguson also requires information as to the days on which the Stanley crossed from the Island to the mainland during the past winter, and as to her point of depar- ture on each trip; also the days on which the Government ice-boats ercssed from Traverse to Tormentine. Tlie Senator is evidently collecting detailed informa- tion in order to pres& hume to the Govera- ment the disadvantages onder which his Province Jabors, and the claims of the Island for better consideration. There is probably no Prince Edward Islander who is better qualified to deal with these matters than Senator Ferguson, but the best state- ment of the case for the Island Province ever made in the House of Commons was that presented by Mr. McLean, one of the members for King’s County, who addressed the house on the subject in the session of 1891. Any one who desires a thorough understanding of the situation up to that time from the Prince Edward I-land point of view cannot do better than get Hansard and read Mr. McLean’s speech. Senator Ferguson will probably, when his op- portunity comes, bring the discussion down to later circumstances, and he is in & position to throw upon the matter the light obtained from a Jong official connec- tion w:th affairs in Prince Edward Island.

Arrest of a Wealthy California Ranchmaa» | for a Crime Committed Nearly Thirty i Years Ago. {| News just receive! at San Francisco from Yreke, shows that a murder mystery has been cleared up after vearly thirty | years, and that a wealthy and prominent | ranchman named George Decker has been | arrested for killing his wife and baby. The facis are as strange as romance. Twenty-seven years ago Decker arrived in Yreka with his pretty wife and two children. He had some money, but it wes soon noticed that he grossly neglected his wife, and that he seemed scheming to in- volve her with other men, whom be in- vited to his rooms in the hotel. Even aftera child had been born to him he continued his conduct, and also paid much attention toa rich widow of the place. One day Mrs. Decker announced that she was going to Shasta with her husband. The whole family deparied, but the nest day Decker returned with his two children, saying that he had sent his wife to Shasta by the stage with her baby.

Mining excitement was running high then, and Mrs. Decker was soon forgotten. No one ever saw her again, but Decker soon afterward secured a divorce, alleging that his wife had eloped, and he married the widow. She soon died. and her moncy furnished the basis of Decker’s present large fortune. He has lived for years on a fine ranch, but his friends say that he can- not endure to be left alone, especially at night and that he often is unable to sleep,

Rome, May 11.—The Vatican has issued instructions to the Reman Catholic bishops of France directing them to accept the French Jaw in regard to church buildings, withont opposition. Four men, Bowin, Lachance, Dever- ennes and Biledeau, while sailing in a boat on the St. Charles River, yesterday, were thrown into the water by a equall. Bowin and Lachance were drewned. The other two were rescued, but Deverennes afterwards died from the shock. The young wife of Lachance was abrupily in- formed of the death of ber husband, and her life is despaired of.

TALMAGE’S CHURCH BURNED.

A Heavy Loss for Brooklyn.

Brooxiyn, May 14.

The Tabernacle Church, Rev. T. Dewitt Talmage, pastor, was burned yesterday. Fire was discovered in the building just after the congregation was dismissed from the morning service. Talmage was in the church shaking hands with friends at tie time. The fire was discovered back of the organ. It was probably caused by tie electric light wire. Talmage and his frienc : were driven gut of the church by the flames bursting from the organ loft. The flames spread with rapidity, and the sparks flew in all directions. The great- est excitement prevailed. Loss $460,000. It was insured. The Hotel Regan, near by, caught fire and was damaged to the extent of $50,000.

A Stormy, Old-Fashioneé Nomination.

Nomination at Bay de Verde took place @2 Saturday. Some disturbance occurred, Aun :mmense body of people were present. Attempts were made tu prevent the Gov- ernment candidates and supporters from speaking. All the tronble centred in an attempt to prevent the Colonial Secretary, Mr. Morine, from addressing the public, but without success. The Governmen: candidates started to visit the Island Cove. While en route, Morine and Attorney-Gen- eral Morrison were atiecked, but not sev- erely injured.

New Healyite ‘Organ.

Desiix, May 14. It is aunounced that the prospectus of a new daily newspaper in Dublin, to be de- voted to the imterests of the Healy:tes of the Irish party, will shortly be issued. The capital of the paper has been largely subscribed by Liberals.
