APRIL 8, 1884 The Budget Speech.

Hon. Mr. Suxrivan, last livered the Budget Speech in the House of Assembly. It was one of his ablest etiorts. it showed ciearly the splendid financial position our Islaud Province holds to-day, notwithstanding we have been relieved of taxation by the present Goverument since 1852.

Mr. Sullivan at the outset drew striking picture of the previous adminis- tration led by Mr. Davies. He contrast- ed their extravagence with the economy of the present Government, and proved beyoud doubt that if the Davies Admin- istration had continued in power, instead of having a deficit of about $42,000 this year, we would be irretrievably in debt. ‘As an instance, he compared the expen- diture of the Davies Goveroment for 1878 with the expenditure of the present administration for the year 1883. Notwithstauding the forebodings of their opponents last year, Mr. Sullivan was last uight proud to auuounce to the House that the Gov- ernment had been successful in securing a part of their rights from the Federal

Government in reference to the Pier question. The sam of $53,322.19 bas

been placed in the Dominion estimates as a refund to our Government tor ex- penditure on the piers, and also the sum of $12,000 has been set down for their repair. Our Government, nevertheless, has laid claim to a further sum of $21,115 for the maintenance of other piers which have been reported by the Engineer to be of Federal importance. Mr. Sullivan stated that from informa- tion which he had received he had no doubt that we would secure the last amount claimed, and this would swell the amount to uearly $75,000. This is a debt due since the Island entered Coufederation. Had the predecessors of the present Gsverument remained in power they would never have thought of collecting it.

Mr. Sullivan reminded his hearers that when tae Davies’ Administration was in power, indignation meetings were held throughoet the * Proviuce, at which resolutions were passed condemning its maladministration. But since the present Ministry assumed office, a _ single meeting bss sot been held at which tle Government or one of its members have been found fault with. This is an un- common occurrence in respect to Govern- meuts, and it proves that every Depart-

ment of the present Administration is worked to the satisfaction of the people of the Proviuce.

If, as the opponents of the Government state, the roads, bridges, ete., were in a dilapidated condition, if they were not as good as before the present Government came into power, no doubt public meet- ings would be held from West Cape to East Point, condemning the Commission- er of Public Works. But the fact is the roads were never in better condition than they are now, and the people, therefore, are satisfied with the Government in this as well as other respects.

The Government have also encouraged agriculture. Never was the Province so widely known as a conntry possessing splendid agricultural wealth as at the present time. The Government have assisted our farmers to compete at different exhibitions at Montreal and in the Maratime Provinces. Our farmers have beea eminently successful, and to-day their choice stock is well known, aud is in good demand abroad. The estiraates this year contain an item of $2,000 for importation of choice stock.

The Feeling in Cincinnati.

The following is the substance of an edi- torial in the Commercial Gazette, which at- tracts much atteation:—The time has come for taking an account for salvage for thres days destruction and terror. First, we have saved our jail full of murderers; we have killed forty-five innocent men, and wounded and maimed 145 more—all to have our jail fall of murdrers. We have con- verted a just, popular impulse against the prostitution of law before crime into a war between an unorganized people, incensed to acts of blind vengeance against the authorities who killed them to protect the murderer. The reign of law and order is restored in Cincinnati--that law and order

which makes murder the safest trade, and which has made impotent the administration of law against crimes

of atrocity. Is any citizen of Cincinnati content with this salvage, except tho jail full of murderers and the criminal lawyers / Is there a decent citizen who feels that these slain citizens should be infamously buried as malefactors, while the jail full of murderrrs ee to be held innocent until, after au exlasion of all means to put witnesses out of the way, and to fix juries, and of every trick of law, they shall have

been convicted? However unfortunate their action, the mass of men _ that moved from the meeting at Music

| Hall to the jail, and began an attack upon it, were moved by an impulse on tha side of justice and law against the reign of crime, before which the law had become ‘impotent. The mevement was a terrible | mistake, because it was made by a sudden impulse, /material. The ‘*Daviel Steinmann” struck abont ten o'clock Thursday night, on Mad Rock

shoal, between two and three hundred |vards south-east from the lighthouse on Sambro : | fierce gale. its Leader Hon. | .

Island, during a dense fog and The steamer immediately re- bounded, but a moment later struck on Gardner shoal. An immense hole was knocked in her bottom, water poured in great volume and she sank within a few minutes after first striking. So far as yet known only one hfeboat was launched, but how many it at firat contained cannot be stated. About eleven o'clock men on Sambro Island observed the boat making the shore, and guiding it by torches around to & calm cove, its seven occupants landed safely. Five of thea were of the crew and two were passengers. When daylight broke in the morning the only pervion of the wrecked steamer visible was her topsail yard, aod to this two people were made out to be clinging. A boat at once put out aud rescued the pair from their perilous posi- tion. They proved to be Captain Schoon- hoven and a boy passenger who had clung to the unsubmerged spar all night and were in such an exhausted state that they must soon have dropped into the sea and found a watery grave with the other long list of victims.

About nine o’clock yesterday morning Charles Martin, pilot of boat number four, touched at Sambro Island, received the meagre facts given, and then proceeded to the mainland with the following message from Captain Schoonhoven to Chipman Bros., the agent of the White Cross line in Halifax :—

‘Belgian steamer, ‘Daniel Steinmann,’ Capt. Schoonhoven, wrecked on third of April, about 10 p. m., between the rocks of Sambro. Ninety passengers and thirty- four of the crew drowned. Five of the crew, three passengers and the captain saved. Please give us assistance.

After Pilot Martin left the icland the sea became so rough that further attempts to reach the survivors failed and consequently none of them got to the mainland during the day. Efforts were made at Camper- down Station to obtain information from Sambro by the Morse Signal system, but the fog remained so dense all day and until last midnight that those at one signal station could not be made out by those at others. The names of the survivors or of those drowned are not yet known, but among the former there are no females.

The following were the passengers to bs landed at Halifax; the New York list was not received by the Halifax agents :-

Hendr, aged 32, Cornelia, 30, Pieter- nella, 11, Adriana, 9, Joanna, 8, Jan, 4, and Aria Bravenboer (1); also Paulus, 35, Maria, 33, Cornelia, 10, Hildegrunda, 8, Aria, 44, and Aart Kranandonck, 1; also Martinus Stock, 6), all laborers of Ridder- kerk, Holland; also Sebastian Riedl, 28, of Wolferdorf, Prussia, and George Stickl, 23, of Guntherhof, Prussia. The Jast two were for Montreal, and all the former for Sher- brooke, Que.

Capt. J. P. Angrove. of the steamer “Geo, Shattuck,” which arrived Thursday evening from St. Pierre, states that he was drifting about off Sambro for over an hour in very thick fog, trying to catch the sound of the fog whistle or automatic buoy, neither of which could be heard, and he then had to make over to Devil’s Island, whey he almost got among the breakers before ascertaining his position definitely to make the harbor. He thinks it a great mistake that there has been no fog signal placed on Devil’s Island, or at that side of the harbor, for the benefit of shipping under such circumstances.

Our friends ‘‘over the way” have been laying claim to ‘‘Mrs. Partington” as an American invention. In reality, Sydney Smith was the first to make this personage famous, and to him its creation is generally credited. In aspeech delivered at Taun- ton, England, on Oct, 11, 1831, on the Reform question, he said:—‘‘l do not mean to be disrespectful, hut the attempt of the Lords to stop the progress of reform reminds me very forcibly of the great storm of Sidmouth and of the conduct of the excellent Mrs. Partington on that occasion, In the wiuter of 1824 there set in a great flood upon that town—the tide rose ty an incredible height—the waves rushed in upon the houses, and everything was threatened with destruction. In the midst of this sub- lime and terrible storm, Dame Partington, who lived npon the beach,.was seen at the door of her house with mop and pattens, trundling her mop, squeezing out the sea- water, and vigorously pushing away the Atlantic Ocean. The Atlantic was aroused. Mrs. Partington’s spirit was up. But I need not tell you that the contest was unequal, ‘The Atlantic Ocean beat Mrs. Partington. She was excellent at a slop or prgldle, but she should not have meddled with the tempest. Gentlemen, be at your ease—be quiet and steady. You will beat Mrs. Partington.” This, so far as is at present known, is the earliest mention ef Mrs. Partington, but since then she has passed over to America, and ia credited with all sorts of queer sayings. —The Week.
