Intensive S u m m e r Campaign Outlined Along the Atlantic Coast-When Fleet Will go Into Op- eration a Secret

WASHINGTON. April 22.—-An intensive summer campaign against the ru-m fleet hovering oli the Atlantic Coast is ibeing ipian- ned by the coast guard.

The winter cruising season for the cutters on both coasts will end within two weeks, and ships and personnel can be concentr ted on rum smugglers. ,

A series of treasury conferences is ibeing held on plans oi campaign and methods to be employed. The coast guard has several small and fast cral't coming into service, and they will be ruanned by a trained personnel from cutters coming ln from winter cruising.

The recent reorganization of the Treasury Department and concen- tration of ibureaus, ‘it was said to- day, has ibrought a closer co-opera- tion ‘between the prohibition u-nit, _the coast guard and the customs service. The heads of these bur- eaus have had several recent con- ferences on. the rum campaign. No publicity is lbeing given to the con- clusions .eached. -it can ibe said. however, that a patrol is to be thrown around the ships anchored at rum row, with a view ‘to inter- cepting small boats which attempt communication ibetween the, rum fleet and the shore. Such iboats will ‘by seized as soon as they make any attempt at direct com- munication, or that it can lhe shown whether they are loaded or light.

He argued that Govertlment control is not feasible. If Great Britain ordered the British ship-owner to increase his continental rates.‘ or reduce his United Kingdom rates, nothing would more greatly assist the con- tinental ship-owner. In one case he would "cream" the traffic, anti in the other the British ship owner would have to sacrifice two shil- lings to every one sacrificed by tile continental owner.
