GENEVA, Sept. 9-(0. P. Cable) -Salvador do Maelriaga, chairman of the League of Nations‘ five-pow- er conciliation committee on the Ethiopian problem. tomorrow will sound out both the Italians and the Ethiopians to see how far they are prepared to go towards s. set- tlement.

He will report the result of his conversations to the committee, which expects to have an actual plan ready by the end of the week. The committee today concluded a review of the situation to date and appointed five experts on African affairs to draw up a documentary statement under the chairmanship of Lopez Oliviori of Spain.

Mayor And Councillors ., At Loggerheads Town

Work Is

Members of’ the Town Council found themselves in a very .wkward position last night with a petition from the labouring men for street work, and a petition from residents on Granville Street, and the School Board for sewerage, and a request for money from water and sewerage commission, and they are unable to grant any of them.

Coun. Carruthers declared, "our hands are tied, according to the de- cision handed down by the recorder it is an impossibility to get any money for anything." The decision referred to was that the Council could not exceed their estimates without the consent of the whole board. _

The Council met in regular ses- sion with Mayor Lidstone presiding. and Councillors MacNeill, Carmth- ers, Bishop, and MacKay present. Differences of opinion were oxpre - sed when Mr. Durant, Town Clerk, read a petition signed by 1'15 work- men mostly taxpayers, petitioning the Town Council that some street paving be done to provide work for the labouring man. councillor Mac- Kay stated that he commended the men for asking for work, and asked that a motion be put to the meeting to consider the petition. Mayor Lid- stone said: "You cannot make the motion» as it is a petition to spend money, and is out of order."

Coun. MacNelll asked: “What are you going to do? Streets have been paved in the past. How do you pro- pose to take care of the labouring class? Are you going to meet. him? How are they to pay their taxes and light bills? " Turning to the citiz- ens present Councillor MacNeill said: "The Mayor must. take the responsibility in this. The Council- lors are willing to vote the motion, léut the Mayor says ‘it is out of cr-

Councillor Carr-others also stated that something must be done. "You cannot throw a petition from 175 rate-payers down. You must do something.

Councillor MaeNelll moved a mo- tion to build streets. Councillor Carruthers seconded the motion. The Mayor ruled the motion our of order, as it was an expenditure of money. The Mayor declared it was a frame up, and stated. "You can- not frame me." Councillor Mac- Neill said, as far as he was concern- ed, “there was no frame up." Councillor Bishop to the Mayor: "If you know of any frame up, throw it of! your chest." Mayor Lid-stone said, "That's all right," Councillor Bishop, and called for the next petition. Petitions were read from the residents of Gran- ville Street, School Board, and Wa- ter and Sewerage Commission for extension of sewerage on Granville Street, and to the new part of the school.

The water and Sewerage Com- mission wanted $1,800 for the work. Mayor Lidstone asked whether the reserve fund had all been used, and on being informed that it was used for the extension out to the exhibi- tion grounds declared nothing could be done. 'Ilhe sum of $7.000 had been used on the extension of the sewer- age out to the west end, and to the exhibition grounds. Councillor Car- ruthers moved that, according to a decision handed down by the re- corder, the Councillors‘ hands are tied, and it isan impossibility to get any money to carry on this work so thereafter these petitions must he received and filed. Councillor Mac- Neiil seconded the motion.

Councillor MacKay said he con- sidered ilhat the Mayor and Coun- cillors should be able to vote money for constructive work. It was a tragic thing that as an unforeseen occasion had arisen where money was needed, some legislation should be available to obtain it. As it is now, there is no work for the lab- ouring man, and no water and sew- erage for the school.

There was a differenc of opinion in regard to the closing’ of Beaver Street by the School Board. Couri- clllor Carruthers felt that the Town Council had been present when the matter was brought up. ‘Iihe clos- ing of the street was referred to the recorder.

Mr. M. L. Frank MacKenzte was allowed to address the Council on the matter of married women being allowed to teach in the High School. He considered the Council should be represented on the School Board and no married teachers be allowed.

Routine matters and bills were passed.

Andrew Docherty was appoinied to assist W. W. Muttart to audit the town books.

Councillor Carruthers stated that he considered the town should om- ploy a chartered accountant to ou- dit the books.

Several other matters came up for discussion and meeting adjourned until Friday.

(C.I’. by Guardian's Special Wire) MIDDLETON,- N.S., Sept. 9-(0. PJ-Hon. H. H. Stevens, Recon- struction Party Leader, opened his Nova Scotia campaign here today. Crossing from Saint John to Dig- by. Mr. Stevens drove up through a part of the beautiful Annapolis Valley with its heavily-laden fruit trees to Middleton. A stop of half an hour at Annapolis Royal gave the Reconstruction Party leader an opportunity to visit historic Fort Anne. He walked about the old fort which marks the site of one of the first settlements on the North American continent and was shown through the museum by Col. E. K. Eaton, curator. The fort is now under the National Parks branch, interior department.

W. H. Farnham of Digby was chairman of the meeting. Without preliminaries he called on Mr. Stevens,

"We are learning in Canada 50- year-old party shibboieths, meth- ods and ideas are riot good enough for today." Mr. Stevens said.

Trade barriers had sprung up among countries of the world and Canada, for the past 10 years. had been feeling the effect of them. European nations, under the fear of war, had determined to make themselves self-sustaining. Tariffs against wheat had been jumped to prohibitive heights in France, Italy and other countries. Italy now im- ported almost no wheat. France had become a wheat exporter- Other Canadian foodstuffs were also barred out.

Canada had suffered from all this. He was not blaming anyone for the closing of these markets. said Mr. Stevens. "But the fact is they are closed." He gave place to no man in desiring to extend Can- ada's foreign trade, but it would be deluding people to hold out

Mr. Stevens reviewed conditions in Europe. One effect of the war had been to make countries pro- duce for themselves. It had also resulted in development of mach-‘ inery which enabled a few men to do the work formerly done by many. This createcla serious prob- 1cm.

He had been asked how it would be ssible to put people to work without increasing the debt and bankrupting the country. "I be- lieve in attacking big problems by doing those little things which are right under our nose," said Mr. Stevens.

"In unemployed camps in West- ern Canada we have thousands ‘of young men. Mr. Bennett says ‘We have fed those men and clothed them. They have been given shelt- er. The state has done its duty."

The state had not done its duty. said Mr. Stevens. Youth had a right to its hopes, aspirations and desires. It should have an oppor- tunity to satisfy them.

The Maritime Provinces should have access to markets of Central Canada. “A gentleman writing to the Halifax papers says: "Stevens has Just wakened up to that.’ That is not so. For ten years I have ad- vocated giving the Maritimes ac- cess to the central markets, but this is the first time I have ever come before you as leader of a movement. I am in a different position from ever before."

But, to turn back to the prob- lems of unemployed men, Mr. Stevens said he would get men to work building roads into Canada's national parks and other holiday centres, "We can sell our scenery to tourists and still have it," he said.

To Senator W. H. Dennis of Halifax he paid tribute for doing immensely valuable work in devel- oping tourist traffic. But the val- uable work of Senator Dennis must be assisted by good roads.
