But at the same time, he ex- pressed conviction that no "real- istic" totalitarian state will "dare to attack" any member of the new security , alliance.

He retired from active newspap- er work shortly after he was made an hottorary president of the gallery in 1922 following d0 years of ser- vice on Parliament Hill. His last Job was Canadian head of Reuters News Agency. At various times he wrote for newspapers from Halifax to Vancouver.

Associates liked to recall the Nova Scotia-borti newspaper man. whom they knew affectionately as “Bob", ‘iwearitig his Prince Albert coat and striped trousers on spec- ial occasions such as the opening of Parliament.

Once he interrupted his news- paper career wlth an unsuccessful treasure hunt in the Pacific which left him broke in Central America for two years.

This last week, before the Throne Speech debate was aus- pended to make way far the New- foundland bills, the Cttnmvnl heard argument. on many things, but the call for tax reduction was the moat persistent voice in the chun- ber. .

It came moat consistently from

the Liberal back-benches. with govomment supporters saying frankly they were dissatisfied

with present high tax rates and urging a heavy slash down the line.

One of the first Liberals to step on the tax reduction plank was Roland Beaudry, the mcmbtr for Montreal 5t. James-who swung heavily at the present tax strur- ture with a demand for a iio-per- cent cut.

OTTAWA, Feb. 5 — tCPi -— A debate replete with historic sig- nificance will start in the Com- mons Monday when the Govern- ment calls for ratification of ithe legislation providing for New- foundlands entry into confedera- gtjqn; as a. ~10th_ provinot.

Prime Minister st. Laurent, who headed the Canadian committee which helped tdraft the terms of union, is scheduled to lead off the debate with a. review of the terms. formally signed Dec. ll.

George Drew, regressive Con- servative leader, M. J. Coldweil. C. C. F_ leader and Solon low. Social Credit leader, are expected to follow and to give their views on the union, scheduled to be completed by March 3i.

So far all parties have indicated they favor the union. but there’ may be some arguments as to the terms and conditions under which it is being consummated. ‘There have been reports that the terms maybe criticized on the grounds they will stir dissen- sicrt among existing Provinces, which received far less generous treatment when they entered cott- federation.

The union argument was ham- mered out by representatives of Newfoundland and Canada who met from Oct. 6 to Dec. 11' The financial arrangements were bas- ed on provisions outlined in 1947. Once the union legislation has been retitled by Canada an ad- dress will be sent to the United Kingdom Parliament asking for inclusion of the union terms in the British North America Act.

The" terms also must be ratified bv the Newfoundland Commission Government. ft is expected this will be done almost immediately after the cattadlan Parliament has given approval.
