The Dominion been in session for upwards of two months; and nothing, practically, has been acom- plished by it. There are important quees tions relating to the tariff aod the Pre- ferentiai clause to be grappled with, ques tions as to railway extension and su beidies, claims, and

Yet when the Liberals met in caucus, a few days ago, after Par- liament had been in session for two months and done practically nothing, the only question discussed by them was that ef party spoile—the dismissal of certain Yeained and proved officials and the ap- pointment in their place of new men who have worked for the party! So the energies of the majority are exhausied, and the time frittered away by our Liberal philosopters aod reformers at Ottawa, while nothing is being done.

The year that has paseed since the last meeting of the Legislative Assembly has been a very memorable one. It was the year of Our Most Gracious Majesty’sJubil.e in which She celebrated with Her subjccts throughout the Empire the completion of the Sixuieth year of a reigo most fruitful of good, and which may well be said to le the most glorious in the history of the

Realm. In no part of Her Dominions were the rejoiciogs more heartfel than in Prioce Edward Island. The

celebration of the Jubilee not only evi- denced the loyalty of our people, although this was so well known that proof of iis exieteuce, fervor and d«ph, was not re- quired, but it drew te uifferent parts of the Empire more closely together than they had previously been, and by the great- est object lesson the world has ever seer, brougnt home to the hearts of all the races «ver whom our Queen rules, the great fact that they form one people, nu matier under what sky may Le found the Lomes of the individual units going to makeup the Empire. May the Ruler of All spare our venerated Sovereign for manv years to reign over an Empire which she has doue eo much to consolidate ; and which promises, in the not distant future, io become even more mighty and more tirmly kpit together than it has been in the past.

I congratulate youon the abundant harvest and other blessings which Divine Province bas, during the past year, be- stowed on the people of th 8 Province,

The manufactuie of cheese has for a number of years beer carried on by our ferwers with marked success, and more receotly that of butter haa been taken up. There is a large field open to our agricultural community in ibis connection. The advantages to be derived from the prosecution of dairying industries can scarcely be over-estimat- ed.

During the recess, a delegation from my Government wait-d upon the Government of the Dominion with ref.resce to certain claims which, it is contended, this P:o- vince has uoon the Dominion. A report from that Delegation will be su! mitted to you.
