The resolution which appeared in the name of Justice Minister Lapomtc contained a petition, which would also have to be cm. ried in the Senate, asking the British Parliament to amend the British North America Act, to the extent that the Dominion might be empowered to lend money to the provinces and accept specific col- ateral in the form of subsidies and other definite revenues.

It was also proposed to amend the act so as to lcgalliw imposition by the provinces of certain indirect forms of taxation such as amuse. ment and entertainment taxes which are already in force.

This resolution was not formulat. ed until unanimous agreement had been obtained from the provinces. Before it could be moved in the House. however. Premier Aberhart of Alberta announced he would not be bound by the proposed new set- up for borrowing from the Domin. ion. He maintained that position to the extent of defaulting a bond maturity on April 1_ Premier pat. tullo of British Columbia also raised objections. '

Provinces Object

Finance Minister Dunning, spon- sor of the plan, then took the stand that there was little use in proceeding with the petition to Westminster when the provinces most concerned were not prepared to abide by the plan. It is expected he will have further conferences with the borrowing provinces in an effort to obtain new agreement on this scheme or on some other that may be advanced.

There will be a constitutional de- bate in the senate, however. Sen- ator Lynch-Staunton has given no- tlcc that he will raise the question as to what steps are proposed to obtain constitutional autonomy for Canada.

Decision of the Supreme Court of Canada on ihe constitutional status of a series of eight pieces of legis- lation adopted by the government of former Premier Bennett is not expected until later in the scssion. The question was argued in Janu- ary but the judges handled a heavy calendar of cases at that session and judgments will be delayed.

(3) Italy will only conclude on Armistice with the Ethiopians on the field. She will not consent to peace conversations being held at Geneva, but suggests Ouchy or Lausanne;

(4) Italy will not agree to con- clude an armistice now.

Whether there is to be concili- ation or not must be settled abso- lutely and finally tomorrow, Brit- ish circles commented as members of the committee turned towards their hotels.

At the same time the Anglo- Franco-Belgian general staff talks were concluded. No announcement was made, and observers, surprised at their brevity, believed nothing very substantial was worked out in the two-day sessions.

Beautiful Easter Pageant Presented At K e n s i ngton

The seating capacity of the United Church, Kensington, was taxed to its utmost on Easter Sun- day evening, April lzth, when a beautiful ‘Easter pageant, entitled "Welcome Happy Morning," was presented by the young people of the church under the direction of Mrs. Harold Laird.

This dramatic presentation was given in a spirit of worship which was further maintained by a spirit of reverence in the opening devo- tional period, led by the pastor. Rev. B. C. Salter, and the scripture reading of that first Resurrection morning, so wonderfully told by the Apostle John, chapter 20. 1-17. The day of Resurrection is indeed a happy morning, and the hymn of

this name is used as a theme throughout the Pageant. It is a happy morning for the faithful

women who came to the tomb, and for Mary Magdalene. It is a morn- ing whose vision of victory sus- tains the early christians through their persecutions, and it inspires the crusaders of old.

Through all ages it has been a morning of freedom for the fetter- ed, of a joyous hope for childhood. youth, and for all who follow a risen Redeemer, The Angel of the Garden is likewise the Angel of His Holy Hill, who appears, re- minding them that when the Lord left the earth His last command was to win the world fcr: Him, and therefore his followers should go forth, that all might know the hope, the peace. the joyous victory of Easter‘,

A number of appropriate chor- uses were interspersed throughout, the theme song “Welcome Happy Morning," “Christ the Lord is Risen Today," "Faith of our Fathers," “The Church‘s One Foundation," “0 Jesus I Have Promised," and “Tell Me the Story of Jesus." This last one was sung by little girls, Jessie Clark. Mildred Clark, Georgie Proifitt, Glen MacKay, Jean Moase, Ione MacDonald and Jean MacDonald.

The special solos given, "In the Garden," by Mrs. Preston Kennedy, “Master 'Tis Thyself” by Miss Dorothy Maclienzie, “The Beauti- ful Garden of Prayer" by Mr. Har- old Laird, “Angel of the Garden" by Mr. Roscoe Walker, “When I Survey the Wondrous Cross" by Mr. Arnold Taylor, were all rendered with sweetness and effect.

The principal characters were well represented. The chief char- acter, “The spirit of Easter Joy," was impersonated by Miss Ruth Mouse, and is deserving of special mention for the fine manner in

which she sustained the leading part throughout. Other characters taken depicting “The Spirit of Service“ by Miss Jennie Payniez‘, “The Angel of the Garden" by Miss Ethel Stewart, “The Church" by Miss Dorothy MacKenzie_ “Mary, the Mother of James" by Mrs. James McKinnon, "Salome" by Miss Hattie Clark, “Joanna" by Miss Nora, Taylor, “Mary Magdal- ene" by Miss Norma. Clark and “Youth" by Miss Rita Clark, were all vividly portrayed.

Other group characters were “The Three Captives," Misses Laura Hamilton, Mary Forbes and Margaret Cousins: “The Early Christians." David Murphy, Arnold Taylor, Glen Cotton. Gerald Mne- Kenzie, Keir Duggan and Lcaman Caseley; “The Crusaders," Laird MacDonald, Elmer Champion, Ath- ol Cotton. Herman Mayne, Keith Kennedy, Keith Mayne, Oliver Burns and Keith Hardy.

There were also pretty groups of "Blossom Bearers" by the junior children and the “Easter Chorist- ers.” The choir of the church as- sisted ill the singing of the chor- uses. with Mrs. John Walker at the organ. The church was beautifully decorated with flowers and plants and the scenery at the back of the platform, depicting the open tomb, was painted for the occasion by .\lr. Evan Inglis. B.

STALLION ENROLLMENT ACT

On motion of Hon. Mr. Dennis the House went into committee with Mr. Stewart in the chair on an Act to provide for the inspection and enrollment of stallions.

The bill provides for the keeping of a register by the Agricultural Department for the inspection and enrollment of stallions, the fee for certificate of such enrollment being $2. No person shall “stand, travel, ndvertise, either by poster or in a newspaper or otherwise by printing, or offer for service, or use for ser- vice any stallion unless and until such stallion has been duly enrolled in the register for the coming year.”

Hon. J. A, Campbell asked if Starlight Luget or “Black Horse,” would be so enrolled. (Laughter).

Hon. Mr. Dennis replied in the affirmative.

Mr. Jones said the breeders as- sociation as a rule carry on their own inspection and they find it very difficult to obtain inspectors who are qualified for the task. There is nothing in this Act to say how the inspector of stallions is to be appointed. Who is going to sel- ect him? There are perhaps five or six qualified inspectors in Can- ada. “Is there anyone qualified in this Province? I doubt it. And if a. qualified man comes down here as inspector, and his inspection is appealed from. where are you going to go for another inspector?"

After some discussion on this point. Mr. Jones asked if it was the intention to bring in similar leg- islation respecting compulsory bull inspection.

Hon, Mr. Dennis: “We would like to."

Mr. Jones: “The bovine species is more important than horses."

Hon. Mr. Dennis: “We haven't Just started on cattle yet."

RE-ESTABLISHJWENT OF NEEDY FARMERS AND FISHERMEN

On motion of the Premier the House went into committee with Mr. Wright in the chair on “an Act to regulate assistance for the re- establishment of Needy Farmers and Fishermen.“

The bill provides that (1) the Lieutenant Governor in Council may from time to time make reg- ulations for the administration of any fund which may be appropri- ated or provided to assist in the re-establishment of needy farmers and fishermen. (2) Such regulations may govern the manner in which such funds may be distributed or expended, the form of security. if any, to be taken for adv:mcr- of cash or goods, the title of goods or chattels furnished or supplied to farmers or fishermen, and all other matters concerning the administra- tion of such funds. (3) Such regu- lations shall come into effect upon being published in the Royal Gaz- ette. and thereupon shall have the same force and effect as if they formed a part of this Act.
