Iu ing the three years of Liberal rule these taxes have tc tuled $94,477,179, or an increase of $12 978,227, instead of the promised reduction. An at- tempt has been made to explain this increase away by saying that the pop- ulation has increased in the mean- tme, aud that the increased total r-ceipts *from customs and excise is due to this. Unfcrtunately for thii excuse, it is not borne out by the Gov. ecnment’s own official returns. In the trade and navigationreturns the per- centage of taxation per head has in- c e sed since the present Government came into power. More than that, th: figures show that, while under Conser~ vative rule, betwee1 1892 and 18096, the taxatiou in proportion to popula- tion had decreased by $1 12 per head since the advent of the present G-v- e-nment instead of the promised reduc- tion there has actually been an in- crease of $.16 per head, or $5.20 per amily.”

Mr. Coo ctes repeated utterances of several cf the Liberal leaders in condemnation of protection and in favor of free trade. He quotes from the tariff plank in the platform of the Liberal conventiin of 1893 these words;—‘ We denounce tke principle of protection as radica ly unsound and unjust to the masses of the people.’

The convention, however, took he view that the with of the people should be ascertained by means of a pieb scite, and the following resotution wis passed: —

‘* Whereas, public attention is at present much directed to a considera- tion of the admittedly great evils of in- temperance, it is desirable that the mind of the people should be clear y ascertained on the question of prohi- bition by means of a Dominion plebis- cke.”
