the steamer Stanley has taken the place of the St. Lawrence on the Charlottetown- Pictou route. Consequently, passengers compelled to travel by that route ere com- pelled to pay the outregeous charges applicable to mid-winter. The freight rates, too, are prohibitive of export trade by that route. Ii seems ww be taken for granted that winter is here and that we ought to bo placed under conditions as bad as those which exist when our coasts are blockaded by ice. ‘The Northumberland is daily carrying away cargoes from Summer- side, though in diminished quantity. A few merchants in Charlottetown continue to buy oats at 30 cents per bushel and potatoes at 20 centa—and some pork is still moving. But, over the Province as 4 whole, the marketing of produce this fall has almost ceased.

Taken for all in all, the season has been a fairly good one. Hundreds of thousands of bushels of potatoes have been sold for twenty-five cents a bushel. This has been considered by our farmers to be a good price—even in the years before the McKinley tariff came into operation Thirty-four cents per bushel have been paid for the most of our oats A great deal of pork, too, has been sold at fairly good prices. Hay has been high, and quantities of it have been shipped. All things con- sidered, it is not surprising that our farm ers, as a whole, find themeelves ina better financial position than they were last year. Baquiry at the banks has drawn forth the gratifying fact that notes of hand and for. eign bills have, generally, been taken up promptly and fully. Of course there al- ways will be laggards. But the number of these on our Sfarms and in business seem, to be reduced. A bank manager informs us that out of fifty foreign bills payable at his bank on the Sth inst., only two were sent back, and that agricultural ‘* machine notes” —of which many hundreds have been afloat—have, for the most part, been paid with unexpected promptitude. The testi- mony of other bank managers is to the same effect. It is, indeed, said that the amounts of the foreign bills were not so large as those of other years. But this goes to prove that our merchanis and dealers are becom- ing wore careful and conservative in re- spect to their importations. Though local business has been dull and some traders have lost money in the endeavor to com pete with Boston agents for the purchase of potstoes, while some merchants have lost

money in slaughter sales,” there seems to be no good cause for despondency concerning ** the situation.”” That which has caused the merchants and traders loss, has put money into the pockets of our far- mers.

The mainstay of the Province is certainly becoming stronger. A solicitor in the town informs us that « loan of $1,800- made by bim in 1885, to a young farmer who was buying a farm—was all paid off a few days ago, out of the producis of the farm in four years. Another farmer who obtained a loan from him in 1891 brought in towards its payment, in June last, $460— made out of the sale of his previous year's products Instances such as these go to prove that land here which falls into the right hands will yield a profit as well as land in the Northwest or anywhere else. The exodus of farmers addicted to drinking whiskey, swapping horses and general thriftlessness is really a gain to the Province; for the places of such farmers are being filled by good men. While we have,ia recent years,undoudied y lost excellent iarmers, the fact that the bad farmers are those who, as a rule, get into financial difficulties, points to the con- clusion that the bulk of these who leave are of the latter class, and the Province is, after all, the better for their departure. There are few vacant farms; most of our farmers are paying their way, and either making money or adding to their property in land or buildings, or farm machinery’ But for the fact that too many persons—ig- norant or reckless concerning the risk ard responsibilities they have incurred, and anxious only to have an easy time and make money—have left the country and gone into business in the towns, there would not be the slightest csuse for ** croaking ” about the state of trade in the Province.

During November the Canadian Pacific land sales to actual settlers in Manitoba wee 40,000 acres and the sum realized $125,000.

Sweden has increased her duties upon Brit- ish goods Hence a considerable decrease in British exports of cutler. and iron and ateel manufactures to that country.

A Yankee firm is now said to have received ® contract for 17 miles of the Panama Canal and to have got $20,000,000 out of the com= pany. Henry B. Slaven, the chief partner, made $5,000,000 out of the speculation, and bis co-workers a similar sum. Tue regular monthly sitting of the City Court was held this morning. On the opening of the court, Mr. Fitzgerald made the following announcement :

**The jurisdiction of a court is not a matter which should remain in doubt, nor one upon which individual suitors should be re- quired by expensive litigation to settle. I refer of course only to the point whether my appointment as regards this court should come from the Fedral or Provincial Governments, our Island statute when anderstood aright presenting no difficulty in the matter. On a former occasion when my position as Stipendiary Magistrate was sublect toa similar doubt, I continued to act, as sevious consequences might have ensued in the absence of any criminal court in the city. As regards my position os Judge of the City Court, however, my not acting to- day will only cause delay to the suitors pre- sent

*I therefore adjourn the Court until Wed- neaday, the fourth of January, next, (being the next monthly setting), before which time { have good reason to believe there will no longer be any doubt as to its legal constitu tion.”

No Annexation Sentiment.

Tue Boston Herald recently published interviews with a number of Canadians or ex-Canadians upon the question of annexation. Mr. Arthur Mellish, president of the Canadian Club, of Harvard Uni- versity, was among those interviewed. He said : —

“There is not a member of the club ino favor of political union. In fact, there is very little annexation sentiment anywhere except in the speeches of a few politicians in Carnada. The feeling of Canada herself on the subject was plainly shown at the last elections, when the conservatives carried the country against the liberals on the representa. tion that the latter party’s platform of unrestricted reciprocity would lead to political union,

“I can speak for the sentiment of the Canadian Club, and I think also for the en tire educated and thinking portion of the Canadian community, particularly in Ontario and the Maritime Provinces, when I say that the present government of Canada is preferable for her to the system prevailing in the United Statea. The Canadian fortn of go. ernment is more centralized. The criminal aw, marriage and divorce laws are uniform throughout the Dominion, whereas in the United States they differ in every State.

“I think the economic aud industrial troubles of Canada have been greatly exagger ated to create an annexation sentiment. W hat- soever troubles exist there will right them selves there in time.

“Canada is a younger country than the United States. Her resources will develop with time.

“The emigrante from that country, par- ticularly from Prince Edward Island, consist of the surplus pepulation. By and by this exodus from Canada will cease, and then her day of improvement and prosperity will be-

Canadian Cattle. A POSSIBILITY THAT THE RECENT ENGLISH RESTRICTION MAY BE RESCINDED.

The Montreal Star's London cable says : Mr. Gardner, Chairman of the Board of Agriculture has givena pledge on behalf of the Guvernment that the restriction re- cently imposed upon Canadian cattle im- ported into Great Britain and Ireland will be removed as soon as Canada has proved beyond a doubt that the Dominion is free from pleuro-pneumonia’ The High Com- missioner has communicated with the Dom- inion authorities to have the necessary in- spection made and a proof of the country’s immunity from the disease forwarded to London. Meanwhile, those interested in the Canadian cattle trade, particularly in Scotland, are keeping up the agitation to have the schedule against Canadian cattle at once removed, maintaining that no cases of pleuro-pneumonia were found te have existed in any imported Canadian cattle, The opponents of theexport cattle trade are not, however, idle. The farming clubs are now meeting, and are urging the Board of Agriculture to secure the passage of an act requiring that all foreign stock be siaughtered at the port of landing, whether a contagious disease is reported to exist in the country from which they are exported or not. The Scotch Breeder's Association, the Smithfield Club, and other leading ag- ricultural bodies are sharing in the move- ment.

A Strong Cabinet !

But Sir John Abbott Is Not “In it.”

Orrawa, Dec. 7.

The official list of the new cabinet has been issued. It differs in one respect only from that telegraphed yesterday. Sir John Abbott's name does not appear in it. There were strong hopes that the ex Premier could accept a position in the new cabinet without portfolio, But ashe had not ex- pressed any wish upon the matter,and there was great difficulty of communicating to him, the cabinet bas been completed.

As it now stands, taking the administra- tion throughout, it will be recognized as an exceptionally strong and able one.

The Ministers will be sworn in to day:

Hon. Mr. Bowell is the leader of the Senate.

Chapleau is appointed Lieut.-Governor of Quebec.

Returns from Kent county, with two places to hear from, give Mr. McInerney, conservative, 855; Johnson, the Acadian, conservative, 611; and LeBlanc, liberal, 332. McInerney is elected by some 400 majority over his nearest competitor, and by some 600 over the opposition candidate who will probabiy lose his deposit.

The last-named, with his leader, spoke at the nomination.

Forgery in Winnipeg.

Wiynirec, Dec, 7. A genuine sensation has been created here by the arrest of Andrew McNabb, a well-known Scotch citizen, who is charged with forgery, There are said to be several! other charges against him.

SPRINGFIELD, Ohio, Dex 5.—Henry Landstager, 40, gave himself up at the police headquarters yesterday, declaring be was the murderer of five persons, all of whom he had patsoned. The victims are Nora O'Neili, of McVeytown, Penn., and Barbara Killcrest, Mapleton, Penu., in 1867; S. Murray, of Newmoorfield, Ohio, 1872; John Landstager, his father, and Mra. Fox, colored, 1876. He refused to teil why he poisoned the persons. The police think it is a case of religious insan- ity.

New Haven, Conn., Dac. 5 —This fore- nvon, while Mra. Levi Berkofski, wh lives at 32 Madison avenue was out in the yard, her twce-year-old daughter, having seen her mother clean out the stove a mo- ment before, took a shovel fulluf red hot coals from the firs, and then, hearing her mother opsn the door, dumped the embers into a baby carriage in which was Mrs. Berkofski’s six months old child sleeping. The clothing in the carriage took fire at once, as did the little girl's garments, and in a moment all was ablaze. The mother rushed to the chiliren’s aid, but she was coo late. Trickey. the Boston Globe report- er. who wrote the sensational story about the Lizzie Borden murder case, aod was under indictnient, met with a tragic death at Hamil- ton, Ont, on Monday. la attemptsng to catch a moving train at the Grand Trunk station he slipped and was swung under the cars and his life was crushed out. Trickey has been on thestaff of the Boston Globo fr some eight years past. At the time of his tragic death he was in Canada on business for the Globe. The indictment against Trick-y in the Borden case was found un the strength of stories on the street that he attempted through Mrs. McHenry to secure the depart- ure of Bridget Sulivan from the state by the payment cf a sum of money.
