A Great Pleasure ' Charlottetown will start to be a mecca for the arts this weekend. with the Maritime Art Society al- ready in session, with drama en- thusiasts meeting for the first theatre conference to be convened here. and tho opening, on Monday. of tho Dominion Drama Festival Finals which will be the first attrac- tion to appear in the new Confeder- ation Centre Theatre. As noted in a press release from the Centen- nial Committee, these amateur fin- alists will come from as far as Brit- ish Columbia and as near as New Brunswick to perform in the theatre of (‘anada's historical shrine.

It is a great pleasure to welcome the participants in these activities to our city and province at this time. We take some pride in the fact that. despite our small popu- lation. we have played our part in upholding the cultural value of drama and music. festivals and have scored some noteworthy successes in regional contests of this kind. Now we are looking forward to a Wonderful increase in public inter- est. with the magnificent prospects which the Confederation Centre Theatre will open up, and which, we are assured. will be one of the finest multipurpose theatres on the continent.

Each night next. week the Green Room of the theatre will be given over to entertainment of a high order, climaxed by the Beaux Arts Ball to be held in the theatre itself. After that, a season crowded with brilliant attractions. suited to every taste. and with experiences that should be. rich and rewarding for all of its.

Another Whelan Story

Our visiting colleagues in the newspaper game are all good fel- lows. and they are not. likely to treat us—after their conference here—in the supercilious manner we claim to have been treated a century ago by members of our profession, when they descended upon us to cover the widely publicized visit. of the Prince of Wales, afterwards Edward VII. It's quite a story. and our refer- ence yesterday to the Hon. Ed- ward Whelan really wouldn't be complete without. recalling the part this fiery island editor took in it.

Back in I860, it was; and Mr. Whelan, after the visit was over. was reading the accounts by the peregrinatiiig scribes in his editor- ial sanctum in The Examiner of fice. The more he thumbed through the exchanges. the madder he got. He didn't wait to go through them all. but taking pen in hand wrote a blistering rejoinder for his paper. It opened in this manner:

“We were disposed to censure the banqueting committee and the government of this Island for want of court may to the representatives of the British and Foreign Press on the occasion of the recent Royal visit; but when we find that some of those persons—representing the most influential journals on both sides of the Atlantic—are the veri- est scapegraces and the moat ignor- ant hiockheads that ever went un- tvhipped. we are not. at. all sorry that they were treated with the full- est measure of contemp ."

Scored for having given “utter- iy false testimony" against this fair Island and its people were. among others, the correspondent of the New York Tribune and "the trav- elling artist of Frank Leslie's Il- Iuatnded Tima"——naula both of them, in M2. M's view.

"But it was reserved." he wrote.

“for the correspondent of the Lon- don Times—who, one would suppose, ought to be a well-informed gentle- man—to give auch proofs of intense ignorance, incorrigible stupidity and mendacity. as to eclipse all Yankee penny-a-liners. We believe this fel- low was in Charlottetown. but we have not yet seen his account of this place. It is likely. however, that it will show as much intelli- gence and capacity as the lying scribbier displayed in his account of Halifax."

That settled the controversy. so far as Charlottetown was concern- ed. Whelan had spoken. Truth had prevailed. The score was settled, and the incident closed.

A Time For Caution

A release from the Dominion Automobile Association notes that Victoria Day—or as it has been more or less unsuccessfully renamed Em- pire Day and Commonnwealth Day —falling this year on the weekend of May 15-18 is a. uniquely Cana- dian holiday. ostensibly celebrating the birth of a British monarch dead these 65 years. Actually in this late 20th century, it offers a prime opportunity for Canadians to take to the roads in six million motor cars and kill and maim themselves and others at the rate of three or four times normal.

Is this grim story of reckless- ness and tragedy to be repeated on this occasion? It has been going on with a steady, unrelenting rise each year in death tolls, and Association officials confess that, they are look- ing forward to the 1964 results with understandable apprehension.

Federal statistical researchers have computed the average risk on Victoria Day weekends to mount three-fold, and two out of the three of these mishaps can generally be accounted for by the urge to travel too far. too fast, in the short. time available. Long stretches of high speed driving on congested thor- oughfares create a state of mind which engenders impatience with momentary traffic tie-ups and which cause the drivers to attempt pass- ing in potentially dangerous situ- ations.

Keeping these facts in mind would help to reduce traffic haz- ards this weekend to normal, which in itself would be quite an achieve- merit.

NATO Problems Today

The foreign ministers of the North Atlantic Treaty Organization have concluded their spring confer- ence at The. Hague, without much to show for it except the obtaining of a pledge from Greece and Turkey on UN pacification efforts in Cyprus. Our representative at the confer- ence, External Affairs Minister Paul Martin, spearheaded the Cyprus de- bate as a matter of immediate urg- ency. and he is quoted as being sat- isfied with the communique issued, although it was couched—as such documents usually are—in vague terms.

Otherwise. the conference results appear to be negligible. The United States wanted NATO to support American policy against Cuba, which the rest of the alliance declined to do. Britain wanted NATO support for British policy in the Middle East, and failed to obtain it. France showed no change in its policy of systematically withdrawing from NATO activities even though its territory is the organization's base. Western Europe remains split be- tween the Common Market Six, who revolve around France. and the Out.- er Seven of the European Free Trade Arena, who revolve around Britain.

But there is a different per- spective which can be obtained on all this, by recalling the situation which prevailed when the organiz- ation was formed in 1949.

The very au-rVival of the West. was in question at that time. Many a pessimist doubted that it could regain its economic health. Other: assumed that the world was in the twilight of freedom. Most Commun- ists with much reason assumed that with another push or two the final triumph of their faith would be achieved.

NATO has its problems today. and there is no doubt they will continue to be both difficult and complex. But. by comparison they are, in truth. luxuries which the West can afford only because it. but so successfully survived the greater problems attending its birth.

One astronomer described the , mysterious light as the color of ‘ a gem ruby. The glow was seen i on October 29 in two small ar- 1 eaa near the brightest place on , the moon's surface -- the cra- ‘ ter Aristarchus. Al the sa me time. a third light of a pinkish hue appeared on the rim of the 27 - mile - wide crater itself. Again. on November 27, a red- dish glow illuminated a larger area in the same vicinity.

Those sightings were made , shortly after the Aristarchus area oiiierged into sunlight from the two-week lunar night. Some scientists believe the hot sun- light activated gases that emer- ged from the moon‘s interior through crack-s on its surface and began to glow.

This point has been made by Mr. J. Alex Edmlson. 0C. a member of the National Parol Board. Mr. Edmison says: "I predict that sometime in the future there will be not only a parole as we now know it but also a form of statutory parole. The latter would be for those not rating ordinary par- ole. who on completion of their sentence would ave a manda- tory parole period under super- vision on the outside."
