‘* The railway ought not to be allowed to} revert to the Government until every | means of completing and efticiently oper- | ating it, without further burden upon the country, has been exhausted. Reversion means an immediate expenditure in pay- ment of the floating liabilities of the com- pany, the speedy completion of the railway, | aul its subsequent adequate equipment and | operation at an expense which all experience teaches must inevitably be greater than that at which the company can obtain the same service. Now, as to the company, the position appears plain. If the shareholders have contidence ia the enterprise, ard upon that point the testi- mony is of an affirmative character, they should be prepared to make a further in- vestment in the road of say fifteen mil- lions, allowing the land grant and fifteen millions of bonds to be retained by govern- ment against the loan of last session as security for the repayment thereof. The advantages of such a plan are :—

That it requires no further advances of money on the part of the government.

That it gives the shareholders of the company an opportunity of practically manifesting their faith in the enterprise | by making an additional investment | therein.

That it ensures not merely the comple- tion of the railway this year—that is al- ready certain-——but ils equipment and the provision of a service indispensable to the | proper and efficient operation of a road of | the magnitude and importance of the Canadiau Pacific.”

The Bffect of the Anglo-Rassian | Dispute on Exports

lur difficulties between Eagland and | Russia are naturally watched with great | interest ia financial and business circles in America. A rumor that war would be declared caused a boom in wheat a few days ago in the New York produce exchange, but the market has setiled. However, it is universally admitted that io event of war, Eogland, being cut off from Russia’s wheat supply, would have to buy more grain from America. A prominent New York merchant, speakiog of the outlook, said:

‘‘In the event of a war between England aud Russia this country would certainly be benefitted. The Kansas wheat grower now merely makes expenses. Such a war would help him by entting off Russian exports. Then, England exports cotton goods in large quantities to all parts of the world. We may be able to get some of this trade, as a great war might cripple her manufac- tures. From a purely business standpoint this country has nothing to lose from such a war, aod if Russ‘a desires to change her tactics and England is determined to retain what she considers her rights there is stropg probability of war. That is, of course, if our despatches tell the truth.”

A leading petroleum exporter said :—

‘At this moment it doesn't appear to me that such a war would have much effect upon the petroleum trade of this country. The Russian oil trade is a good deal of a bugbear Statistics show that she exported jess oillast year than in 1883. She does little more than supply her own wants, I scarcely think that such a war would have any appreciable effect on the price of petro- leum here.”

Stanley on the Soudan.

Mr. Henry M. Stanley has written a ietter to the London Zimes, for the pur- pose of explaining the apparent incon- aisteucy in General Gordon's statements about the Soudan. Mr. Stanley thinks that when Gen Gordon said that the ‘Soudan was a useless possession,” and shat ‘for anybody to reconquer it and hand it over to Egypt, would be an iniquity,” he meant to refer to the present condition of that country. General Gordon’s real opinion, Mr. Stanley says, which was often expressed, was that attempts at permanent occupation would be useless uotil a railway had been con- structed connecting Suakin with the Nile. The government of the Soudan would then become much easier. Mr. Stanley expressess his belief in the sound- uess of this opinion, and says :—“If you want to make something of the Soudan, give the peopie of that country a chance ‘o rest. Stop taxation, stop the cour- bash. Garrison Suakio, Berber and Khartoum with a few Sikhs. Assist the principal Sheiks with morey for trading purposes, aod take all other measures practicable to foster the growth of trade. ‘Tax exports at Suakin and at vo other point. Give a trial of five years to this policy, and then if no English genuis rises to rule the Soudan withthe white wand of peace, remove the railway and begone out of the couatry, retaining posses- sion only of Suakin and Assouan.” Mr. Stanley thinks that Gen. Gordon’s latest complaints were the natural result of brooding over the vastness of the task before him and of his utter isolation and ill health.

The Grits Calla Party Meeting.

AccorpING to advertisement which appeared in the Patriot a gathering of the “Liberals” of the First District of King’s County was to have taken place at Souris, on the 10th inst. The meeting was called by no one iv particular, but ‘By Order of the Committee.” This duly signed to the document gave it, vo doubt, a semi-official appearance in the eyes of those who were expected to

meet. ‘The object in view iv ‘calling the meeting was not set forth, It could not surely have

been for the purpose of organizing the Grits, although, we notice, a fraternal

| invitation was given to avy of the same

political stripe who might find it con- venient to attend from ether parts of the county. They would not, itis hoped, thiak of such a thing as party organiza- tion just now, while the much-to-be- regretted disability of their Dominion representative coutinues. Practical, earthly-miuded Conservatives might feel disposed to organize, but the great Grit

faithful never—unless, indeed, there should be more call for their party activity than fortunately exists at present.

Under existing circumstanees, we may charitably assume that the meeting was oot called to * organ- ize the party. What, then, was it called for? We are anxious to hear

The meeting of the Liberal-Ccuservatives of the County at Georgetowv last month, was a success in every respect We should like to know whether the Grits of the County succeeded as well in their Souris meeting?

The Budget Debate.

The opposition are evidently again bent this year to devote all their energy and talent aud opportunity to depreciating the country, its position and prospecis, to creating abroad the impression that its people are oppressed with grievous taxation, that its population is declining, that the avenues to an honest living are few and mostly overcrowded, that the European emigrant who contemplates pursuing his

fortunes in this Dominion, is little better than afeol. The debt of Canada is repre- sented as increasing at an alarming rate aud as having assumed ay pilliog

proporticns a'ready, but all references to the causes of that debt, to the important public works which it represents, to the assumption of the liabilities of the pro- vinces, by which it was in part created, are studiously omitied; the fact that the capital expenditure upon railways, cauals and other public works of public utility has in the past six years exceeded the increase of the debt by over forty million doliars; that the interest charge on the debt in the same period has increased only 25 per cent. as against an increase in the debt of some 47 per cent. ; that the whole of that increased interest charge is returned to the peop'e in the shape of eubsidies to the provinces are altogether ignored by the men who, professing to deal with facts, deliberately and wilfully exaggerate all that may tell ayainst aud conceal everything that may tell for the country. The test of the credit of Canada after all is the price of our securities in the money markets, and judged by that st ndard it certainly does net appear that the country is being ruined

or being entangled in difticulties from which extrication may not be easy. The

price of our four per cent. bonds is 17 per cent. higher than whea Sir Richard Cart-

wright was in office, and we are abje to place our Londs to-day at 3} per cent. at as

high a rate as the gentleman was able to

Father McGillivray’s Monument.

THE monument to be erected in the new Catholic Cemetery by the Catholics of Char- ‘ottetown to the memory of the late Father McGillivray is now almost completed Mr Hunter will, so far as can be judged from an upfinished piece of work, make an excellent aud substantial monument. When completed and in position in the cemetery, it will not only reflect credit on him, but ou those who raised it to the memory of their beloved pastor. The monument is of white marble with freestone base. It will stand sixteen feet high. Its design is very neat, and most appropriate for a clergyman of the Roman Catholic Charch. In front or the pillar above the inscrip- tion block, is a well executed bust of the late pastor of St. Dunstan’s. Above this, on four sides, are handsome dormers, and the monument’ is continued about four feet above these by a round pillar, and surmounted by a cross

COMMERCIAL IMPORTANCE OF HERAT AND THE VALLEY OF THE MURGHAB,

Napoleon's maxim that ‘‘ war should pay its own cost” has not been forgotten by Russia. Her Central Asian conquests have worked steadily toward the rich gold fields of the Tien Shan Mountains and the mines of rubies and lapis lazuli in Upper Badak- shan. Her recent attack en Turkey has regained the ampie slice of Bessarabia cut from her border in 1856. Her present movements in Afghanistan are no wild crusade after empty glory, but a deliberate grasp at the rich valley cf the Murghab (the Nile of the Turcoman Desert’ and its Khartoum, Herat, the great centre of Afghan trade. One atroll through the vaulted bazaar that stretches 350 yards into the town from the Cabul Gate, one glance at the heaps of Persian carpets and Candahar fruits, tea chests from China and embossed sabres from Bengal, will convince any irayeller of the paramount commercial importange derived by the “bill-throned city” from ita position be- tween Balkh and Merv on the north and Candahar on the south, barely 360 miles west of Cabul, and only 190 miles east of the Perian mart of Meshid. Moreover, its possession, in addition to giving Russia a flourishing seat of trade, would enable her to check a long-continued and successful competition. Herat has for years past been the gate through which Manchester cottons and calicoes, Sheftield cutlery and Bir- mingham hardware have poured into Cen- tral Asia tg crowd out Russian goods ; $50,000 660 worth of sych wares passing yearly through Bokhara aloue.

the solicitors for the crown. was an expressicn of the attitude proper to be observed by the National League toward the Prince of Wales during his coming visit to Ireland. it advised Natiqnalists to maintain an attitude of reserve, to make no hostile demonstrations and no expressions of welcome, and declared that the visits of the Prince and Princess of Wales to Ireland was inopportune, while an unspeakably indecent coterie remained in possession of Dublin Castle. On Saturday Parnell admitted the authorship and ex- plained that the document was prepared for Clancy’s persona} direction and use and not for publication at the time ag a mani- feato. On Friday the national league issued the document read by Clancy, and of which the latter was apparently the draft. The crown solicitors have to day rendered the opinion that the manifesto of Thursday is a treasonable document. It is believed the government will base some severe action upon the opinion of the solicitors, and its action is awaited with jnterest.

Mr. McLeov moved the order of the day for the second reading of the Char- lottetown Mutual Fire Insurance Company, and explained that at present there is not a local Fire Insurance Company in this Province;and that the insurance business is wholly in the hands of foreign companies, who have combined to put up the rates. He said that a local insurance company do- ing business on conservative principles would in all probability make money, and at the same time take risks at lower rates than those which now prevail.

On making the land- ing he was received with a perfect ovation, and presented with a handsome and costly silver pitcher and salver, ac- companied by an address from the Mayor and citizens. E. Islander, who has risen to distinction abroad without influence or friends, ana to-day occupies a lucrative position through his own exer- tions.

THE current number of the British Medical Journal denies the possibility of smoking hav- ing caused the cancer with which Gen. Grant is afflicted. The /ourng/ says that the risk of cancer in the throat incurred by smokers is infinitessimal, and it denounces the anti- tobacconists for seeking to make capital for their particular fad out of the sutlerings of a great man.
