Editorial Notes.

Mr Goschen has proposed a scheme by which he hopes to save for Great Britain from April, in this year, £1,400,- 000, and after fourteen years $2,800,000 annually. The scheme has been adopted by Parliament

The Pioneer is still denouncing the Government because they supported the Bill respecting the proposed Subway across the Hillsborough for the benefit of the people of the Belfast District. The Grits hope to capture Tignish on thisery. What say the people of Belfast /

- The impression in London is that Mr. Chamberlain has won very considerable diplomatic triumphs, an lupression certain- ly not weakened by< the eloquent cordial- ities he Javishes on America. His letters home are, it is said, tilled with expressions of his delight with the country, the people, the reception given him and the result of his mission.

The Montreal Witness says: ‘* No one knows better that Mr. Foster the mischievous defects of the Scott Act, and no one knows better than he that they are due not to any want of purpose to make the law effective but to circumstances, the bearing of which the constructors of the law did not sufliciently foresee until it came to be applied to a great variety of con- ditions in the different Provinces.”

- Referring te the burden of the public debt the Montreal (Gazette says : *‘ The in- terest on the public debt next year will be, it is true, $10,065,000, but the net per capita rate is scarcely higher than when the present Government came into office owing to the higher credit of the country and the growth ot population. The truth is that no material addition has been made to the public debt of Canada since 1578, except that arising cut of the construction of the Pacific railway and the allowance of debts to the previnces.

We publish, with great pleasure, the letter of His Worship the Mayor in refuta- tion of the slander on the character of Hon. Mr. Turner, of British Columbia, uttered by some one in the Legislature named Humphreys, and reported in the Weekly Colonist, of Victoria. Hon. Mr. Haviland had special means of knowing that Mr. Turner left behind him in this Province an absolutely clean sheet; and therefore speaks as one who knows. We may add that Mr. Turner bears an excellent reputation in Prince Edward remembered and respected by many of those whom he left in Charlottetown.

~The Cape Ann Advertiser, which speaks for the Gloucester fishermen, says :—

“That ‘free fish’ will not hamper the American fisheries the present year, and from present indications for many years to come.

That it woall be the height uf foliy to spoil a productive industry just to please a few ambitious politicians.

That fish are far better than politics, and the less the industry is meddied with by politicians the better.

That all the fishermen ask for is a fair chance to catch fish and the home market to dispose of the same.

That the public are beginning to under- stand this, and it means a productive industry replete with benefit to a large army of work- ers.

That the Gloucester fishermen are pretty well satisfied and don’t care about changing localities, especially on uncertainties.”

We may add that if the United States fishermen will fish only outside the three mile limit, the fishermen and fish dealers of Canada will be well pleased to let those of the United States have all the advantage they can get out of the fish dealers.

—~ The Dominion Alliance which met at Ottawa a few days ago adopted the fullow- ing resolution :— :

** That it is the duty of Prohibitionists in every constituency to see that at every elec- tion, parliamentary or municipal, there is in the tield a known and outspoken Prohibition- ist candidate, having othr necessary ‘ qualifi- cations. If there be one and one such candi- date in the field it is the duty of Prohibition- ists to vote for such candidate, and if they cannot do so at least to withho'd their votes. If there is no such candidate in the field then sha!] the Prohibitionists put forward one and vote for him. That it is the immediate duty of Prohibitionists to organize and league themselves together for the purpose of bring- ing the whole strength of the prohibition vote into active force in favor of immediate prohi- bition.”

The principle contained in the resolution of the Toronto convention providing for the organization of electoral associations and for securing the election of prohibition can- didates was also adopted. With reference to the proposed prohibition party the com- mittee reported as follows :

** That as many staunch friends of temper- ance and of the alliance are known to be in favor of independent political action as was shown by the resolution adopted at the con- vention of Prohibitionists held iu Toronto in September last, while others think it would be wiser to work together through existing parliamentary parties, this council deems it inadvisabie to formulate a deliverance on the subject at the present time.”

A London G. B., despatch says: There seems to be every reason to anticipate an early decision by the War Secretary in regard to the annual purchases of Canadian army remounts. The latest enquiries quite confirm the first impression that sufficient horses can be found in Canada eminently suitable at the prices much be- low Zaglish prices. City Council Meeting.

Tue City Council met last evening, His Worship Mayor Haviland presiding. Coun cillor McLean was the only absentee. After the transaction of some routine busi- ness the following letter was submitted and read

Sitr,—I am desired by the Water Commis sioners to request the City Council by resolu- tion to authorize His Wership the Mayor and the City Clerk. on behalf of the City Council, to join the Water Commissioners in a memo- rial to His Excellency the Governor-General, praying that the cast iron water pipe required by the Charlottetown Water Works be ad- mitted at the rate of duty on such pipe prior to the advance thereon during the Parliament ary session of 1887, such advance on the quan- tity which must be imported being about $13,000.

[use the words “‘must be imported” ad visedl;, as the Commissioners made special application tothe only foundry in Canada capable of casting water pipe this year, and they positively refused the contract.

Some members of the Board having ex- pressed a desire for further information on the subject, the Mayor sent for Mr. Laird, and on that gentleman's arrival he briefly addressed the meeting. He explained that after making several unsuccessful attempts to obtain the pipe in Canada, the Commis- sioners had found it necessary to give the contract to a Glasgow firm, and that under this contract the Commissioners were to pay the duty. It was not the ad valorem duty of 25 per cent. previously imposed which the Commissioners desired to have temporarily removed, but the specific duty of $12 per ton on straight pipe imposed dur- ing the session of 1887. If the memorial- ists succeeded in having this duty removed it meant a saving of between $12,000 and $13,000—a very important item—to our citizens.

Councillor Crabbe moved that the Mayor be authorized to join the Commissioners in the memorial.

Councillor Horne seconded the which was carried unanimously.

The Mayor read a letter from Bernard MeWuillan, Park Keeper, calling the atten- tion of the Council to his petition, preseut- ed some time ago, asking for an increase Of salary. Both letter and petition were re- ferred tothe Public Property Committee.

Councillor Byrne, from the Lights Com- mittee, reported that he had waited on the Managers of the Gas and Electric Co’s., in reference to the proposed new street lights. He did not have any report from the Gas Co., but had received the following letter from the Electric Co :—

Dear Str,—At a meeting of the Board of Directors held to-day, it was decided to accept the offer of the City Council to supply four (4) additional lights at a cost of $75 each per an- num, with an extra $10 for first year for the lamp at or nearthe Woolen Factory, to de- fray expenses of putting up.

He moved that the offer of the Electric Light Co., as set forth in their letter of the 6th March, be accepted.

Councillor Horne seconded the motion, which, after some discussion, passed, Couns. Moriis and McRae voting against it.

Councillor Davison asked what action the Council intended taking in the case of the man Reid, who was injured by falling into a cellar on Great George Street some months ago.

Councillor Crabbe, from the committee appointed to inquire into the matter, said that the committee had met in the Record- er's office and talked the matter over, but as they could not obtain any definite in- formation on the subject, no decisive action was taken. The committee, however, did not recognize the city’s liability in the mat- ter at all; they thought the owner of the property was the responsible party. Since this conference he had heard that Messrs. Peters & Peters, Reid’s counsel, had served a writ on the City Clerk claiming $1,500 damages.

Councillor Byrne called the attention of the Marshal and Council to the fact that the boys were breaking down the wire fences around the flower beds, and commit- ting other acts of vandalism on Queen Square. He thought a stop should be put to such conduct at once.

Councillor McCarron said he had heard many complaints from poor people relative to the issuing of poll tax executions. He thought they should not be issued till July, when the poor people would be in a better position to pay up,

Scott Act Notes.

Quite a lot of Seutt Act summonses and subpoenas are said to be in circulation,

Seott Act repeal elections will be held on the 19th April, in Simcoe, Stormout, Dun das and Glengarry, Ont.

Mrs. Leader and A. Krausman, hotel keepers at Elora, Ont., were a few days ago tined $100 and costs for yivlation of the Scott Act.

A man named Lambert, who has been a witness for the prosecution in two or three Scott Act suits, at Yarmouth, was arrested on Saturday, on a charge of perjury.

Four Scott Act summonses, second offences, were executed on a Dorchester Street mana few days ago. They were passed over the yard fence by a neighbor who, it is alleged, is ambitious to become a policeman.

Judgment was given in Turonto a few days ago before the Queen’s bench on an application in the Scott Act case of the Queen vs. Bush, to quash the conviction of defendant on the ground that the local legislature has no right, under the British North America Act, to appoint a police magistrate. The application was dismissed with costs, thus confirming the authority of

Tux medical officer for St. Thomas, at Barbadoes (Dr. C. J. Manning) writes to the Agriculturist that “ from various causes generally, and by slow degrees, the supply of horses for Barbadoes bas drifted into the hands of one firm, and the result is that in the enjoyment of a monopoly, the price paid for a horse is no guarantee of the | quality, a large sum of money being often wasted on a very inferior animal. ladeed, the farce has been enacted so long, that the public 1s heartily tired of the performance, and it is full time that some movement be set on foot to restore the balance between demand and supply.

The difficulty and uncertainty, if not im- possibility of obtaining a fairly serviceable animal, are now so great, that many per- sons have been compelled to abandon altogether the purchase of horses, and take to ponies, which are now imported annually by hundreds froin the Leeward Islands.

Oveasionally it happens that a few Prince Edward Island horses are brought here, and our only regret is that we do not get more of them, because those that have reached us, although neither large nor handsome, have nevertheless been strong and plucky, with great endurance, and lots of work left inthem. They often suffer terribly on the voyage, being badly galled and bruised, and this of course detracts from their present value. Tut these evils could be easily remedied, and a better sale be obtained if certain precautions were taken, and if they arrived here not in November, but between the months of March and July, when sugar making is in full activity, when the demand for horses is at its height, and when there is a little ready money at hand to purchase them. In order to land them as free from ship galls as possible, attention should be paid to the foliowing points ;

Ist. The shoes from the hind feet should be removed before putting them on ship board, so us to lessen the chances of their injuring each other by kicking.

2nd. The front shves should be turned up at the heels to prevent slipping on decks when the ship is at sea.

3rd. They should be brought here in fair numbers, say from twelve to twenty-four.

4th. They should be packed as closely as possible without actual squeezing, so that they might become buffers, and mutual supports one to the other in the rolling and pitching of the vessel. It is not necessary to have bars between each animal. Indeed they travel much better without them.”

Dr. Manning says in conclusion :--‘** No other motive has prompted my writing this letter than a desire to see more Prince Edward Island horses sold in Barbadves, because | believe them to be admirably adapted to the requirements of the colony.”

Letter from His Worship the Mayor.

Srr,—I, in common with other frifids of the Hen. J. H. Turner, who carried on business in Charlottetown for several years previous to 1862, asadry goods merchant and general importer, was pleased to hear of his successful ¢eareer in British Columbia, and to learn that he is now a member of the Legislature of British Columbia, and holds the responsible office of Finance Minister in the Cabinet of that Province:

It appears that party politics run as high on the Pacific Coast as on the Atlantic, and that members of the House of Assembly are not more scrupulous in the language they give utterance to in debate there than in other places [ could name. In a recent debate in the House of Assembly which is now in session at Victoria, the Hon. T. B. Humphreys, a member of the Opposition, accused Mr. Turner of having made a most outrageous and disgraceful failure in Prince Edward Island before he left it for British Columbia. There is not a shadow of foundation for the accusation as from my personal knowledge of Mr. Turner's busi- ness in Charlottetown at the time he closed it before leaving for British Columbia, I am aware that he paid all his debts, and that he deposited a number of accounts owing to him in the hands of a legal firm here for collection, and the moneys realized therefrom were remitted to Mr. Turner through his London partner.

Thanking you for the space granted to me to defead the heaesty of a former Charlottetown citizen, I will eoaclude with the following quotation: ‘ Verita visu et mora false festinatione et incerta valescunt,”

We shall sail on the 9th of March, with boys and girls of ages varying from eight to sixteen years, who will be found very helpful in the homes to which they may go. I have also still a good many little children for whom I would be glad to find suitable homes, thouzh several have been very weli placed in consequence of your giving space to my former letter.
