Colombo P-Icin—SeIf Help With Outside Assistance

At the request of a number of teachers the following article has been prepared by Mr. J.A.S. Wil- liams, vice-principal, Queen Char- lotte High School, on the Colombo Plan.

The Colombo Plan had its or- igin at a meeting of foreign min- isters of the Commonwealth at Colombo, Ceylon, cm January 9. 1950. ’

The fundamental purposes of the conference were:

1. To decide upon measures t0 prevent communism from spread- lng across the borders of Mal- aya, Indo-China, Burma, and In- dia, and

2. To find means of expanding agriculture and industry to feed. clothe, and shelter upwards of 500,000,000 people swelling the population of Southern Asia.

The program would .g1V€_ tech‘ nical as well as financial aid. On the other hand, the possibility of any sort of military pact was de- finietely out. It was to prevent communism by giving the Asian people all t-he technical and fin- ancial help they need to escape from the poverty, disease, and il- literacy that afflict them.’ .

In May, 1950, at a meeting in Sydney, Australia, seven count- ries of the Commonwealth, Bri- tain, Canada, Australia, New Zealand, India, Pakistan, and Ceylon, agreed to set up a fund from which loans or gifts would be made. The Asian countries were asked to submit schemes for improving their farming me- thod-s, developing hydroelectric power, irrigating land, building roads and railways, utilizing min- eral deposits, etc.

TECHNICAL BUREAU Even before the whole scheme had been launched, there was set up in Colombo an 8,000,000 pounds of sterling technical assistance bureau. This bureau was open to _ any nation wishing to join, and it trains personnel from all parts of the area in modern techniq- ues, pnovides expert instruction and advisory missions to assist under-developed countries in their development work, supplies equip- ment, and seeks out new tech- niques.

‘it was not, however, until July 1,-1951, that fifteen countries of- fclally started the plan which was originally outlined as a Common- wealth scheme, but which later grew in scope to include the fol- Iowing:'Australia, Canada, Cey- Iong, India, Pakistan, New Zea- Iand, Vietnam, Laos, Cambodia, Malaya, Singapore, North Borneo, Sarawak, Britain, and the United States.

JAPAN JOINS In October, 1954, at a meeting ’ of the consultative committee in Ottawa, Japan was admitted as

a donor; and Thailand, as a re- cipient. At this time, Canada was contributing slightly over $25,000-

the Catholic Women’s League held its regular monthly meet- ing followed by the annual meet- ing on Monday, April 14th in the chapel room. Rev. Father J. MacGillivray, spiritual director, was present and Mrs. C.‘ A. Vivian presided. Twenty-six members a-.nswer,ed roll call. Business proceeded with the minutes of the last meeting and of an executive meeting, read by Mrs. J. Forestell, recording secretary. Correspondence was read by. Mrs. C.‘ Monty and included letters from Scarboro foreign missions remite box donations and from the P.E.I. T.B. Lea- gue re -their annual meeting in Charlottetown. Mrs. J. Samp- son, treasurer, reported a bank balance of $174.04.

Conveners reports were heard from the following; for social welfare Mrs. G. Conway Brown, Library, Mrs. J. Roy, Radio T.V. films, Mrs. J. Drawandy, press Mrs. K. Doucette.

Members were reminded that Saturday, April 26th, is the feast of our Lady of Good, Counsel. and that mass and a special blessing of the children will take place at 4:00 p.m.

A motion was made to don- ate $15.00 towards the purchase of a flag for the Girl Guides and Brownies for their church parades.

Mrs. J. Rocheleau agreed to convene an open house to be held for Rev. Fr. Costello when

he visits here April 22. It was voted to give donations of $5.00 to the usual organizations to which this sub-division contri- butes yearly. ANNUAL MEETING

For each year, 1956 and 1957, Canada spent $34,400,000. $5,000.- 000 of this was used to’ meet Canada’s share of the cost of building an atomic research re- actor in India.

CANADA’S SHARE

By March 31, 1958, Canada had contributed $198,800,000 to the plan, her payment going to In- dia, Pakistan, and Ceylon.

Its biggest Indian project has been the Kundah hydro-electric installation, costing $20,000,000. Other contributions have included the Mayurakshi power and irri- gation project, a diesel genera- tor for rural electrification, Bea- ver aircraft and spraying equip- ment, trucks and buses, 120 loco- motives, and 50 locomotive boil- ers.

Pakistan's chief benefit has been the Warsaw hydro-electric project, costing $29,400,000. Oth- er items have included a second hrdrro-electric project, a power plant, a cement plant, a high- tension transmission line, an aer- ialresources survey, railway ties, and Beaver aircraft.

Ceylon has received, among other things, a fisheries develop- ment project and fisheries har- bour, an electrical development, rural road development, diesel lomomiotives an aerial resource-s survey, and telecommunications and electrical equipment for Col- ombo airport and pant. SCHOLARS In addition, 492 fellows and scholars from the three countries have been trained or are under training in Canada so they may return home and give technical assistance in various fields of de- velopment.

Also 74 Canadian experts have been sent to the three countries. Besides the: $34,400.00 grant, the plan costs Canada $190,000 a year in adrninistration costs. Thus, for over eight years has the Colombo Plan been waging its struggle against the spread of communism in Southern Asia. And as a participant in this struggle, Canada may feel a. jus- tifiable pride in realizing that during these years she has been playing no insignificant vi-ole by helping democracy in its fight against the infiltration of com- munism within another impou- ant- area of our Commonwealth of Nations.

A holy hour was held on the first Friday of each month cleaning and decorating of the altar, and mending of the altar linens was taken care of by _the committee.

Library - Mrs. John Roy said catechism gifts were proveded for the CIIl.llId'l‘eIl. Regilious Christmas cards, nativity sets and church calendars were made available to the parish. A good turn over was realized on religious articles.

Social welfare - Mrs. G. Con- way Brown. Patients confined to hospitals were visited. New babies were given medals. great deal of used clothing was collected for the Prince County Social Welfare Bureau‘. ‘

Membership—-Mrs. A. Sawyer. There was a paid membership of over 50 members.

Radio TV and Films — Mrs. .l. Ka.-rwandy. Three letters were sent out during the year.

Press - Mrs. K. Doucette. All meetings but one were adver-- iised in the three local papers and at least one was carried in the Antigonish Casket. A total of 32 newspaper articles were published and five radio an- nouncements made. Approxi- mate advertising 'for the year was 171 1-2 inches.

Following adjournment there was a social hour during which refreshments were served by the entertainment committee.
