he “ Patriot’ and the Senate.

Mr. Brake has, on several occasions, iven expression to some hazy views on Roel Federation, Compulsory Voting, Cumulative Voting, and Reform of the Senate. How any or all of these great measures are to be crystalized into laws, he has not yet condescended to tell the ople. e* Patriet who echoes the great Blake in everything, devotes a column of abuse to the Senate. One of the crimes laid to the charge of the Senate is that they are partizans-that the Liberals are too Liberal, and the Conservatives too Conser- vative. Admitting for argument’s sake the charge to be true, what is proposed to remedy the evil, if evil it be? Can anyone

suppose that their party feelings would not be intensified if they had to run elections |

at certain periods ?

But is it a fact that, as a body, they are the partizans the Patriot says they are? The Patriot has not, and cannot give one fact to prove its assertions. If they have hindered any useful legislation under the late or present Governments the Patriot should let the people kiow it.

The next count in the Patriot's indictment is that they have no ability or training to fit them for Legislators. This is another unfounded charge, without a tittle of evidence fn proof of it. As a Legislative body, they would be no diacredit to any country; and in almost every instance they have served in some public capacity before they were appointed.

It seems as though the editor «f ‘the Patriot has some pers: na! quarrel with Sen- | ator McKay. Indeed it icoks as if Sen- | ator McKay’s appointment was the cause of his spite againet the Senate, as a whole. He represents the Senator as a very Bap man,and on several occasions has devoted a good deal of questionable editorial matter in abuse of the Senator. He instances his appointment as a reason why something should be done with the Senate. From what is known of Senator McKay, it does not seeus that he is such a booby as the Patriot represents him. He was chesen by the Liberals of Colchester County to represent them in 1873 Owing fto some informality, he had to run ancther election in 1874, when he was again elected by a large majority. In 1878 he plainly gave his constituency to understand that he was in

favor cf a National Policy, and opposed | to the leaders of his party on the trade |

question. He was elected to support the National Policy by « large majority. Last year he resigned his seat in the Commons tu make way for Senator McLelan, who took a seat in the Cabinet. The course pursned by Senators McLelan and McKay was approved by the electors of Colches- ter, who had every means of judging the conduct of the representatives, both in the Senate and Commons. As far as the pub- lic are aware, Senator Mucksy has had the sympathy and approval of his constituents and the country since he entered public life. What better evidence does the coun- try want of hie fitness for the honourable position of Senator, than that he served his constituency faithfully in the cemmons. Perhaps it is because he did not sacrifice the interests of his country for the sake of his party in 1878 that he is now abused and called a partizan by the Patriot.

In the House of Commons, a few days ago, Sir John Macdonald said he was about to in- troduce a bill which could only be introduced by the unanimous consent of the House, as the usnal notice had not been given. It wasa bill fer the relief of the Bank of P. KE. Island. He explained that the bank had unfortun ately been oblized to scspend, and that, ac- cording to the terms of their charter. if they did vot resume payment in ninety dava the charter would be revoked. He had received a telegram from Lonis H, Davies. who was in England in the interests of the Bank, stating that he would be able to make satis- factory arrangements, but not within the 90 days, which woul i expire on the 28th instant The bill was to extend the time for an addi- tional ninety ‘days. Even if the bill was carried now in the House,owing to the Senate having adjourned until the 2%th, the time would have expired before it could be carried in the Senate; but to remedy that, the bill would be made retroaciive. The bill was then introduced, was read three times and passed.

| nines. They are much lesa elevated thar | those of St. Peter’s Road, but form very regular ridges, and look like lines of ancient earth-works. ' At the head of the North River, below | Moore’s mills, there is a huge one, running |down the left bank ef the stream, which it jshadows with its dark growth of spruce and shaggy pines. Four miles farther down the same river, in front of the Baptist Parsonage, a long semi-circular ridge sweeps round the course of the creek, and with its back-ground of shadowy spruce, and jcrimson maple, and flowering cherries, forms a picturesque feature in the land. scape. It isan ancient glacial moraine.

On the north side of the West River, about Mill Creek, there are a number of interesting ones. And if we go up into tre hil’y country about the head-waters of this river, we find numerous traces of them everywhere. They occur as masses of rolled pebbles at the feet of the longer slopes, or rise abrupt, like lines of delapidated earth works, along the bottoms of the valleys.

A couple of the ridges which diversify the scenery of the Charlottetown Park, are fermed by partly obliterated moraines. There is a series of them here running north, past the Birracks, into the property of Captain Freeland. At this last place a beantiful section of one is shown in the bank of the North River, and the great masses of rounded stones contained in its interior, exposed to view.

These are but few instancea from the many, and may be added to, almost in- definitely, by any cbservant traveller through the Island.

But when did the glaciers exist which formed these curious moraines, charged with their masses of abraided pebbles and stones ronnded like common balls? When hung their spectra! forms, like grim visions of death, on every hill-side of our now fair and fertile land! The moraines are evi dently of post-Deluvial formation, and were among the last geological formation, pre- vious to the Human Period.

The land had {sunk beneath the ice-charg- ed waters of the boulder sea, and risen again to an elevation perhaps greater than it at present possesses, when every slope was covered with glaciers, fed by fields of perennial snow. These glaciers were neces- sarily of limited extent, owing to the small elevation of cur hills; yet the yielding nature of the suiface op whicn they moved easabled them to leave very considerable monuments of their operationa,

It may see: stravgs to the general reader, to speek of atemporature existing in our own latitude sufficientiy low to form glaciers down to the sea level. But sucha t-mmperature now exists in a similar latitude at the sonthern extremity of America, where glaciers plunge their extremities into the deep Patagonian fiords on the shotes of the South Pacific. Sir Alex. Campbeil has introduced in the Senate a bill providing that firearms taken from persons convicted of carrying them contrary to law, instead of -being desiroyed as at present, shall be handed over to the corporations in whose jurisdiction the con- viction takes place for public uses,

In the Houge of Commons, Mr. Gault asked whether the new system of supplying water to locométives as adopted on the Government railways in Prnee Edward Island and the Canadian Pecitic, known as the ‘‘ Haggas Water Elevator,” is giving as god s:t'sfaction as was claimed for it at the time it was adopted on the above rail ways. Sir Charles Tupper replied that on the P. E. Isiand Railway tho system had given every satisfaction and had turm d out all it had been represented to he. With regard to the Canada Pacific Railway, the only portion on which it was used was aiill in the hands of the contractors, but they spoke favorably of it.

Any unmarried female may prose- cute as plaintiff in an action for her own seduction, and receive such fines as may be assessed in her favor.
