' Primarily, the function of higher education is --to give a sense of values and perspective to life, from contact with "th-e best that has been thought and said in the world." This implies a positive and not a negative attitude. it impiies— in the words of Dr. Steel in his admirable address to the St. Dunstan's University graduates a few days ago-—"a full acceptance of the principle of res-pect for the worth, the dignity and the liberty of the human personality." In our practical world this means seeking to make the ideas and ideals of our Christian democracy work. It means ser- vice to the community—not because "he profits most who serves best", but because service, like virtue, is its own reward and only he or she who has grasped this basic truth can be said to be iruly educated. It is with this thought in mind that we say "God speed" to today's graduates, 1s they go out to face the tremendous challenge of the wor-ld of tomorrow.

According to a Canadian Nationa-i Rail- ways press release, the sixty-five visiting mem- bers of the international Federation of Agricul- tural Producers have completed their tour of the Maritimes and Quebec and have entrained for Ottawa. They will tour Ontario before attending the international Federation conference _at Guelph on May 3i, after which they will visit Winnipeg, Regina, Vancouver "and many farm- ing communities in the Prairie Provinces."

The group, which includes members from the East indies, South Africa, Great Britain, France, Sweden, China and other of the twenty- two nations with memberships in the body, are quoted as being "well satisfied with agricultur- al conditions in the Maritimes and in Quebec." The purpose of the tour is "to acquaint delegates with Canadian farming conditions and problems" and apparently every Province in Ca-nada _has been included in their intinerary except Prince Edrward island. The delegates, of course, are not responsible for this; but some body of bur- eaucrats is and our Provincial Government should find out the why and wherefore. We have lost invaluable publicity as a banner agricultural Province by reason of this stupid blunder, for which not o word of explanation has been of- fered.

It simply doesn't make sense that we, the only farm exporting Province in the Maritimes and with a continent-wide reputation for quality production in seed potatoes, dairy cattle, bacon hogs and poultry products should be treat- ed in this manner. iif it is too late now to have the itinerary changed, at least we should ma-ke it clear that we resent the discrimination. The C. N. ii. is a Government-owned railway, and if the Government was ashamed to bring the delegates here on the old Prince Edward Island ferry it could have arranged to have them brought over by air.

Fish Anii Fertilizer

Dr. M. W. Smith, of the Fisheries Research Board biological station at St. Andrews, N. B, has found a definite relationship between trout production and water conditions in the Maritime Provinces. in his report on investigations d-iiring i948, Dr. Smith states that some success has been attained in increasing trout production in infertile lakes by the addition of commercial fertilizers. Experiments were conducted in two lakes in Charlotte County, N. B., which were selected as particularly good eA-ITIPIGS of the infertile fresh waters found in some parts of Nova Scotia and New Brunswick where lakes lie in old geological formations of hard rocks such as Devonian granites. In lakes such as these it was found that in average it took an/angler over two hours to catch a trout and the annual yield was less than one pound per acre. The yield of trout in the productive waters of Prince Edward Island is about 40 pounds per acre.

Artificial fertilization to increase produc- tivity is still in its exploratory stage, according to Dr. Smith, but it has proceeded sufficiently for to indicate well-defined problems. Since such infertile waters have a poor supply of young trout, hatchery stock is required to capitalize upon any improved productive capacity. But un- desirable species of fish such as the killifisli, white and yellow perch and sucker may become dominant and their control is necessary if the young native trout or hatchery trout are to son vlvo in sotifoctory numbers.

One of the methods of controlling unwant- erl firh is by poisoning the waters. Experience from t attempts hos shown that a complete kill of all fish in the lake is necessary to be of- ~fectivo. Even if only o very few unwanted fish nrvive otter the warm ore poisoned, they will

lethal quantities through varying water tempera- turcais claimed.

Another question involved in fertilization is whether trout angling will be improved satisfact- orily enough to warrant the cost involved and whether the improvement will be realized in a worthwhile period of time.

Dr. Smith and his associates conducted fer- tilization experiments at Crecy and Gibson lakes in Charlotte County and found that at Crecy Lake, planted fingerling trout grew rapidly en- ough to be caught by anglers the following year. This favourable growth persisted into the second year. The native trout also grew ot a faster rate. But the survival of the planting was inex- plicobly poor with the result that by the end of i948 catches by anglers fell to pro-fertiliza- tion levels. At Gibson Lake there was less ‘im- provement in the growth rate of the trout and catches remained small. Dr. Smith plans to continue his experiments this year.

One of the $64 questions of the present Federal election campaign appears to have been answered in part at least in Quebec-the question o-f what, if any, support Conservative Leader Drew can expect from the extremely ef- ficient National Union Party organization of Duplessis. On the platform with Mr. Drew was the Hon. Dr. Camille Pouiiot, Provincial Minis- ter of Game and Fisheries, who holds the pro- vincial seat of Gospe South for Premier Duplessis party. It is reported in Quebec that this marks the second appearance of a National Union Ca- binet Minister in the Federal campaign to date —with the Hon. Jean Paul Sauve, Provincial Welfare Minister, reportedly active in other sec- tions of the province. Dr. Pouliot's appearance is regarded, rightly or wrongly, as evidence that National Union ministers and M.L.A.'s have been left free to participate, should they so desire, in the Federal campaign and that most of them will follow the example already set by the two ministers.

Stir, The first. Sunday of June - June 5th this year — will mark the eight-h anniversary of the founding of Smut-inc Day, an annual observance which vies or- iginated in Gocierich, Ont... and wiricti today has grown to inter- national proportions.

Wihile confined to his bed for six months with heart trouble tn the fall of 1940, Ernest. Barker of Goderich teamed the loneliness of such confinement. He resolved that. when he was able to get. around again he would organize such an observance as Shut-tn! Day, whereby one day a year would be set. aside by people ev- erywhere to bring a little oun- stiine into the lives of the Shut- tin's and handicapped folk.

First. move to spread the idea. was in 19-411. Mr. Barker talked over the idea with Rev. Arthur J. MacKaye. In him he found rm enthusiastic backer. Together the? decided that. the first Sunday of June would be the most suitable time.

Letters were sent out to lead- ing newspapers In Canada and the USA. to spread the idea. As a result of these letters a chapter was formed in the U.S.A. in i942.

In the spring of 1942 the SID. Association of Canada was form- ed. Rrev. Ad. Mac-Kaye was the firs-t president and Emest Batik- er the secretary. ‘they had 5,000 pamphlets printed felling of smut-tare Day. They were mailed to leading IPGPBIB and radio stra-ttom in Canada and the ‘USA. and to ministers of different de- nominations on both sides of the border.
