They were met by Gen. Tora! and his chief of staif under a spread- ing mango tree at the bottom of the valley about halfway between the lines. The interview that followed lasted almost an hour. The situation was placed frankly before General Toral and he was offered the alternative of being seot home witu his garrison or leaving Santiago province; the énly condition imposed bemg that he should not destroy the existing foriifica~ tions and should leave his arm~ behind.*

Upon the return of the commanders to the American line an important consulta- tion was held at Gen. Wheeler’s head- quarters.

On tbe right of Gen, Miles sat Gen. Shafter, aud /n his left was Gen. Garcia, in mad-spotted white uniferm, with heavy riding boots and jingling spurs. The Cuban general weare a large weather-worn Panama hat, and at bis side wae a ailver mounted machete. Gen Garcia has a strong, swarthy face, with a deep, bullet sear in the forehead. Ina general way he is not unlike @ Cuban edition of General Miles.
Gen. Wheeler, with grizzled beard, small of stature and in a brown campaign uniform, taced the three officers mention- ed, » hile about them sat the aides-de-camp of the four generals.
Assistant Naval Constructor Hobson, the hero of the Merrimac, who bad come to headquarters with messages from Rear Adwiral Sampson, was also present.
The situation wae discussed with the aid of a profu+ion of maps and at the con~ clusion of the conference lurchecn was served. It consisted of beans, bard-tack and coffee. Afterthis meal, Gen. Miles, Gen. Shafter and Gen. Garcia, with their stalf-, rode off to inspect the position of the right flank. They all agreed that Gen. Toral was securely wedged in and that escape was impussible. But, owi-g to the delays and the possibly incidental loss of life which was certain to result from an attempt to carry the town by assault, the danger to our troops from fever and disease and above all the fact that the Spanish fieet was destroyed, which has been the real object of the cam-~ paigo, it seemed to be the general dispc~ sition to allow Gen Toral to evacuate San- tiago. Maprip, Jvly 16.— The news of the capitulation of Santiago de Cuba by the Spanish troops caused much disappoint- ment bere when it became known.
It had been hoped by the people that the spread of yellow fever would have operat- ed infavorof Spain*and have compelled the Americans to raise the seige.

The general expressed himself as being exceed. ingly gratified at the strength of the posi- tion and character of the works thrown up. He complimented many of the com- manding officers personally on the work accomplished.

The number of Spanish soldiers to be sent to Spain is estimated at ten thousand. The extreme length of the track surrend- ered by Gen. Toral is stated hereto be about one hundred and ten miles, and the extreme width fifty miles, tapering toa less width aud making in all about five thousand square miles It isa rugged, mountainous country with very few towns of any size.
H. J. Allan, of Kansas City, who had just come from Santiago was with Secretary Alger this afternoon. Hesaid the sur- rendered country wae so wild and rocky that itafforded ‘practically no camping ground for a considerable body of troops and there was not a point in it suitable as a basis of operations for aunarmy. Except the Spanish force at Santiago, numbering about ten thousand, Mr. Allan stated that there were no Spanish troops within the surrendered zone, as it had been overrun by Garcia’s forces. The Spanish garrisons were at Manzanilla and Holguin, to tbe west of the surrendered zone, Those garrisous did not exceed six thousand.

Wacnincton, July 16.—The following bulletin has been posted at from General Shafter.
Isent you several telegrams yesterday as did General Miles, in regard to the sur-
render. Genera] Toral agreed yesterday
positively to surrender all the forces under
his command in Eastern Cuba, upon the
distinct understanding that be sent to Spaia by the United States.
This surrender was authorized by Gen. Blanco, and its submission to morrow wil] be merelg formal.
The commissioners to arrange details were appointed. They are Generals Wheel- er, Lawton and Miles on the part of the United States.
Points were immediately raised by the Spanis!, commissioners and the discussion lasted until 10 o’clock last night.
My commissioners think the matter will be settled to day.

A STRANGE FISH.
Capture of an Abicore at Annandale.
On Thursday, July 14th, while Mr, Hirman Robertson was going to haul hia lobster traps, he noticed a large fish on the shoals out~side of Morrison’s Beach. He started in pursnit, but being uuprepared had togive up the chase. He lett the fish in agully and went to haul his traps, in- tending to capture it on his returo. But Mr. Andrew Tapeise, on his way home from Cape Spry factory, noticed it, and going to Annandale, got Mr. Geo Howlett,and Mr Blackett’ to go with him to try and get it. They took the ferry boat and a common filat-fish spear for a weapon, and after a fightot over half an hour’s duration in which the huge fish lasbed the water into foam, and once ran of with the epear sticking in it they succeed- ed in killing it, and towing it to Aunan- dale wharf, when a large crowd of men and boys were collected to receive the party amidst ehoute that would make Buftalo Bill, if he were around, think be had struck an Indian ambuscade. The large denizen of the deep was hauled on the wharf where its stomach was taken out to see how many mackerel it contain~ ed. But there was nothing in it bat some sea weed. He was then progyp d up and is now the most admired aud most talked-about object in o ur vil- lage. The query is, what brought the albicore here? Dd the noise of the battle in Cuban waters frigbten it ncrth, where it thought it would find peace and quiet- tude? It was 9ft2in long, and 6ft 3in in circumferance.
