The

Waterworks Contract.

A contract between the Charlotte-'

town Waterworks Company and the Corporation , was signed yesterday. It covers a period of twenty years. The chief provisions of the contract are: The Ci'y Council is to pay the company $3,000 per year, on condition that all the terms of the agreement are **kept, done and performed.” The Company are to previde sixty frost-proot hydrants for fire purposes, each to throw, if required, two streams of water through a one- inch nozzle to a height of sixty feet. In case of fire, eight streams may be turned on at the same time. Ten of the hydrants may be used when required for the purpose of watering the streets. The quality ofthe water supplied isto be at all times such as is fit for manufacturing purposes and family use.

Nearly every full block in the city will be supplied with four hydrants—one at each corner; sO that at any time eight powerful streams may be brought to bear upon any building in any block. Hydrants will be placed on the Malpeque Road, as far out as the resid- dence of the Hon. David Laird; on Upper Prince Street, as far as the resi- deuce of Judge Hensley, and there will be one each on DesBrisay’s and Oriebar Streets. On St. Peter’s Road there will be one at the junction with Weymouth St. and ove at the junction with Pieasant Street, opposite the residence of the late Hon. John Longworth. Hydrants have not yet been located on Brightou, Road, but there is to be one on Upper (Queen Street, at the corner of Long Street and one on Spring Park Road, at the corner of Bayfield Street.

Senator Howlan’s Speech.

We begin to-day the publication of Senator Howlan’s latest speech on the important subject of communication between this Province and the Mainland —with particular reference to the Subway Scheme. Respecting the merits of this speech we need do nothing more than quote the opinion of Sir Alexander Campbell, who said :—

“I do not think a speech has ever been delivered by him in this House more interesting than the one to which we have listened on this occasion. It is full of information, full of assuring know- 1 e, showing great research into various points which, up to this time, had seemed to members of this House to throw considerable doubt on his project and to putit in the category of things which appear to be almost impossible of execu- tion. I think the hon. gentleman has by his speech and by the information he has brought before the House, removed his measure from the category and placed it in the list of things which are certainly possible, leavi the question of expense to be yet considered. I congratulate m hon. friend on the result he has already attained, and which is owing largely to his resolute in- dustry and persistence of purpose.”

Sir Alexander went on to say that that the Bill to incoporate the Subway Company would require great attention on the part of the Committee of Rail- ways and Canals. The enterprise, be said, was of “an entirely novel nature, involving works of an _ unusual character.”” Care should, in his opinion, be taken that “the connection of the tunoel with the railways on the Island and the Mainland should be subject to the approbation of the Governor ion Council—the same as the Subway itself is—becanse the Govern- ment has made a connection between the Island Railway and the Strait on one side, and a private company has made a similar connection between the Inter- colonial Railway and the Strait on the other side” To this, Senator Howlan said, there would be no objection; and Sir Alexander added that “the measure before the House does not involve any subsidy.” On this point Sir Alexander Campbell said: —

“The Bill is a measure of its own merits, for the creation Of a private company for the purpose of constructing this subway, and does not involve any undertaking, direct or implied, on the rt of the Government. I felt that if sat still and allowed the hon. gentleman (Senator Haythorne) to assume that it did I should not be discharging my duty tothe House. We do not assent to it in that spirit; we do not look upon it as involving any question of that kind. We believe faith has oeeey been kept with Prince Edward Island, so far as faith could be kept with them. We. have done our utmost in every way to accomplish that object, but it does not follow from our assenting to the second reading of this Bill that there is ony

implication that we are going to jsubsidiz subway.**

In view of the fact that there has not yet been an official survey and report ou the Subway scheme, the Govern- ment could hardly—responsible as they are to the whole of Canada—be expected to guarantee a subsidy to theSubwayCom- pany just now; but we trust that when the matter is fully enquired into, and the savings and advavtages to the Dominion Government, as well as to this Province, are fully apprehended, and above all when the nature of the bargain to pro- vide “efficient steam service for the con- veyance of mails and passengers,” “thus placiog the Island in continuous com- munication with the Iptercolonial Rail- way and the reilway system of the Dominion,” is thoroughly appreciated by the Canadiac representatives, there will be nodifficulty on that score.

The House waited upon His Honor and presented their address.

The bill entitled ‘‘ An Act to expedite the trial of cases in the Supreme Court and Court of Cnancery,’ was read a second time, and

Hon. Mr. SuttivaN explained that at present very great delay arises—injurious to both creditor and debtor—in carrying cases through our courts. The plaintiff is often kept out of his money a long time, and very often gets a judgment which is rendered valueless by the fact that the de- fendant hes in the meantime placed his property beyond the reach of the court. Oa the other hand, the costs which the debtor has to pay seem two or three times as large as they shouid be. The delay is largely owing to the fact that the parties are now allowed to make all sorts of irrelev- ant pleas, which render necessary the issuing of expensive commissions. Under the Bill the debtor is required to fyle an aftidavit and obtain power from the court; to fyle a plea of that kind he must make out a reasonable prima facia case, showing that the plea is made in good faith.

n. Yeo said he thought the bill one that is called for, and expressed the hope that the legal gentlemen in the House would give it close attention.

Me. D. C. Marty said the bill was like one of last session—except that an object- ionable clause had been struck out. In his opinion care should be taken that the onus of proof did not fall upon the debtor.

A Deserving O ficer.

Many of the citizens of Charlottetown, we doubt not, will agree with the writer of the following, which we clip from the Washington, D. C., Capital. During his twelve years Consular service in this city Col. Dunn made many and warm friends.

‘“‘A great deal of regret is expressed by naval officers on the west coast coast of South America and by merchants who have business there at the removal of David M. Dunn, United States Consul at Valparaiso. Mr. Dunnisa brother of General Wm. McKee Dunn, ofthe Army (retired), and has been in the consular service for many years, proving to be a useful and influential representa- tive wherever he has been located. Whena man of Mr. Dunn’s ability and usefulness can be in- duced to stay in the consular service he ought to retained, and I have understood that such was to be Mr. Bayard’s policy, but I suppose the pressure for places is so great that the better judgment of the administration must sometimes waver and yield, as it has done in this case. to the dis- advantage of commerce. Valparaiso is one of the most important consulates in the worid—the com- mercial metropolis of the South Pacific, and the trade of the city is greater than that of any other place in South America, exvept Rio de Janeiro and Buenos Ayres. The sentiment of the people is scarcely friendly to the United States, and it is important that we have there a mao who can command respect and exercise an influence in our faycr. Mr. Dunn's experience, leaving ovt of the question his other qualifications, would cer- tainly make him of greater value to this Govern- ment atsuch a post than a green man like Mr. Romayne, of Michigan, who has been appointed to succeed him. From what I have heard of Mr, Romayne I do not think the change of consuls at Valparaiso will be to the advantage of any one.”

DOMINION PARLIAMENT The Scott Act!

Orrawa, April 15.

House met at 3 p. m. After prelimin- aries Orton introduced a bill to amend the Temperance Act of 1878, providing for the exemption of wines and cider from the operation of the Act, and to provide that in counties where the act is in force, electors may vote whether the exemption is to be adopted or not.

In answer to a question Thompson said it was not intended to amend the Naturaliza- tion Act so as to give a different plan of naturalization from that already existing.

The bill to amend the post office act of 1875, passed its third reading.

A bill was introduced, founded on the resolution, respecting the Chignecto Marine Railway.

The House went into Committee on the Senate bill to make further provision respecting summary proceedings before Justices and Magistrates, and, after di«- cussion, some difficulties having been raised Hon. Mr. Thompson moved that the com- mittee report progress and ask leave to sit again. Carried.

BRITISH PARLIAMENT, THE BUDGET.

Lonpon, April 15.

Sir William Harcourt, Chancellor of the Exchequer, introduced the Budget in the House of Commons this evening. He stated that the expenditures for 1885-6 were £1393 327 less, and the receipts £1,208 699 less than the estimates made by Childere a year ago, making av actual deficit of £2,642,943 instead of £2,827 571 as estimated. The diminution in the revenue was most marked in the case of alcohol. Within the decade there has been a decrease in the revenue from alcu- hol of £4 500,000. For the fiscal year of 1886 87 the expenditure is estimated at £90 428,599, and the revenue at £89,885.,. 000 No further changes are proposed in taxation, which the Government regrets its inability to reduce. The House adopted the Budget.

Disheartened Politicians. Lonpon, April 15.

The absence of modifications of the Home Rule Bill has disheartened the Liberals and a movement is on foot to obtain Gladstone’s assent to the introduc- tion of a motion asking the Honse of Com- mons, before the second reading of the Bill, to adopt a resolution simply affirming the necessity of establishing a legislature at Dublin.

Death While Boating.

A melancholy accident occurred here this afternoon. A boat containing three young ladies and a gentleman was being roWed down the river when it capsized. Maggie Clagg and Henry Bain were drowned, the other two ladies escaping by clinging the boat -

Effects of the Cyclone. Sr. Pavur, Minn., April 15.

St. Cloud and Sauk Rapids were swept by a terribly destructive cyclone last even- ing. The killed and wounded foot up as follows :—St. Cloud, 15 killed and 40 in jured; Sauk Rapids, 39 killed and 100 in jured; Rice Station, 22 killed, the number injured is unknown.

Robbery by Daylight.

Toronto, April 15.

A cool robbery was perpetrated here to- day, about noon. Two young men entered Aaron’s jewelry store, King Street West, by the rear and walked off with twelve silver watches, six gold watches and other jewelry valued at $700.
