Exhibition.

A meeting of the Provincial Exhibition Commissioners was held yesterday at the Law Courts Building. The Secretary ‘sub- mitted a statement of the receipts and ex- peuditures, showing a balance on hand of $500. After the transac'ion of business in connection with the past Exhibition, the qnestion of securing for this Province a Dominicn grant for the Exhirition of the coming year, 1884, was entertained by the meeting and the following resolotions were unanimously adopted in connection with thet impertant subject,

Winnipeg’s Money Market.

The Winnipeg (Commercial of the 27th ult,, says :—‘*The demand for money at the berks is still lichrer than it was ex- pected to beat this season of the year. Some fac's have come to light which seem in a large measare to explain the limited demand for accommodation here. Mer- who hed heretofcre done all their discounting began to get tired of the high rates they were being c! arged for discounts here, the m»jority of them having to pay well on for ten per cent. asarule. Deter- mined not to be longer oppressed with this business, many of them have made ar- rangements to get their paper discounted in the eastern provinces, where they have been able to secure all the accommodation at about seven per cent. This has led toa reduction in rates here. The extortionate ten per cent. has been abandoned, and row the banks are willing to discount geod com- mercial paper at seven or eight per cent,

Lord Carnarvon on Canada.

Lord Carnarvon, in a speech at Hizh- clere, England, spoke in glowing terms of what he saw in Canada. He said ‘‘every own, every house, every face in the Prov ince had a look of solid comfort and con- tentment,’ and closed his speech with the declaratisn that “in his belief, intending emigrants could nowhere find a healthier life, a kindlier welcome, or a better home than ia Beitiah North America.”

It may be interesting to mote, as an in- stance of the costliness of modern war, that the total ascertained expenditure of France upon the war on which she etttered with alight heart in Angust, 1870, is. now declared to be $1,705,.440,000,° As the war began in August and ended in January, this makes the cost to France of, her march to Berlin almost exactly ten millions a day, without counting the permanent loss of two of her wealthiest provinces.

The richest man in Winnipeg, accoriing to the assess ment just completed, is. the Hon. Senator Schultz, he beivg assessed at $502,300. The highest on the roll is the great firm of the Hudson Bay Co., for $1,- 057,000. There are in all in the city forty- seve persous or firms assessed at more than $100,000 each. An idea of the Sena- tor’s wealth may be gleaned froin the fact that only about ane-seventeenth of his es- tate is ia the city.

Tn Belgium there is one public house to every forty-four inhabitants, and the money annually expended in these drinking shops amounts to $95,000.000. Daring the last forty years there hes been an enormous ine crease of crime throughout the country~—ap increase altogether out of proportion to the augmentation of the population. Forty years ago caimes of violence averaged 11,000 a year; vow they have reached 36,000. In 1846 there were 204 suicides, and in 1880 there were 533.

A genilewan in Brussels claims to have contrived a perpetual clock. It was started in the latter city about one year ago, and up to a recent date is said to have been running perfectly. An up draught is ob- tained in a tube or shaft by exposing it to the sun. This draught turns a fan, which winds up the weight of the clock until it reaches the top, when it actuates a brake that stovs the fan, but leaves it free to start again after the weight has gone down a little, and thus the power ia stored for keepiag the clock in motion.

At the next session of the South Caro- lina Legislature two petitions will be pre- sented, the first asking that a law be passed prohibiting distilling in the State, and the other that some officer or officers be specially charged with the enforcement of the no-license law; and that a penalty be fixed for negl- ct of duty in thigregard, It is not probable that prohibition will be an tasue in the next State campaign, but the temperance party is growing stronger every year, and itis the only question of time when it will become a power in the politics of the State.

So great has been the success of the’

telephone system in London, Eng., that a preposal has now been made to make its emp'oyment etill more general by introduc- ing the system of penny telepbone megsages, It is urged that the ‘sixpenny message hitherto in vogue is not in accord with the wants of the age, and that if a penny were the price the ultimate results would be largely increased. The daily postal tele- grams of the London area of 453 square miles rose from 30.620 in 1881 to 33,996 in 1883. The telephone messages, on the other hand, in the seventy-nine equare wiks, wbich are the limit of the telephone company’s license, rose in the same period from nil to 41,261.

The Danish Govornment has laid before the Legislature of that country a remark- able bill, which provides for the wants and requirements of the poor when they reach oid age. It proposes the abolition of poor- houses and poor rates, by offering money enough for modest people to lice on when they can no longer work. It proposes to do this by establishing a company c-n- ducted by the Government and supported in the main by taxes. This company is to give gratuities, premiums, and Ilfe rents, but only to those who have contributed, however little, toward the fund of the com- panr. Any Danish subject may so con- tribute, and receive in return at least all the capital paid, with compound interest at four per cent., all the expenses of the com- pony, &c , being borne by taxes,

The gallant and time-honored feather bonnet is to be superseded by a hybrid helmet, heavy and cumbersome, to be covered with dark blue cloth and swathed in ells of tartan, green, red, or yellow, according to the corps. Disastrous Fires.

The entire business portion of Williams- town, Marine County, was burned last vight. The fire destroyed the Post Office and telegraph office, and the 8. 8. ‘*Com- merce,’’ with two hundred bales of cotton and a miscellaneous freight. The cotton in store and on the wharves was also de- stroyed,

The Paris correspondent of the Times forwards -a letter written in blood by a Nihilist confined in the terrible prison at St, Petersburg. He appeals to civilization in behalf of the women in the prison, and his description of the treatment of the prisoners is terrible in the extreme. The Times says there is no doubt but that the allegations demand serious investigation.

Revolutionists Shot.

The trial of members of the Radical Committee arrested during the recent in- surrection procee‘lings, has concluded, and up to the present time sizteen of the lead- ing rebels have been shot, and a large num. ber of others sentenced to various terms of imprisonment for taking part in the revolt.
