According to the Daily Mail’s Shanghai correspondent Li Hung Chang’ has re- ceived an imperial decree ordering his immediate departure for Pekin, pre- sumably to break the news of the Pekin

tragedy to the Buropean powers and in his usual role of negotiator with Europe iy difficult matters, to endeavor to act as mediator and to avert the vengeance of the powers.

To add to the grimness of this sug- gestion, all advices from Tien Tain tend te confirm the reports of the perilous condi- tion of thealii#d forces and belie the opi~ timietic Chinese rumors.

Unless reinforcements speedily reach Tien Tsin, auother disaster may be ex~ pected.

Lonpoy, July 11,5.35 p. m.—It was rumored in the Service and Parliament» ary clubs this afternoon that th> British Government was preparing to send 160,000 Indian troops to China in the autuma. A Foreign Office officer eaid to a representa - tive of the Assoclated Press that no such number of men could possibly be spared from India, nor was it possible for Great Britain to add to her present responsibility by sending out such a force. Reciprocity.

Wasuixetom, July 11.—The long ex- peeted reciprocity arrangement between the United States and Germany has been effected. Secretary Hay and the German ambassador have eubscribed io the con- vention, and the president will issue hie prociamation putting the new duties in force in the course of a few days. The arrangement is generally similar in terms to the first arrangement made with Franoe, and abates duties on still wines, paintings and statuary from Germany entering the United States. It does not require the approval of the senate, being drawn under section 4 of the Dingley act.

Farusr Point, July 11,—Capt Still of the steamer Alcides of the Donaldson line, from Glasgow to Montreal, reports: “Came via Straits of Belle Isle; passed several icebergs, and from Belle Isle right through the Straits to four miles eaet of Point Amour was full of field ice, ice floes and berge; only as narrow passage ) along the north shore four miles east of Point Amour. On July 7, at10 p m, the Biraite were biccked right across.
