Canadian Independence Sir RicaarpD Cartwricut, it would appear, is in favor of separation from the British Empire. He has publicly de

clared himself to be ready at any moment to assist in severiog the tie which binds Canada to the Mother

Country. As one of the half dozen or more leaders of the Grit party, his dis- loyal expressions are receiving more or less attention. Whether his views meet with the approval of other Grit leaders does not yet appear. Mr. Blake, the great talker and medicine man of the party, has spoken lately at great length at several picnic gatherings ; and some of the Grit organs give him great credit for having carefully avoided the subject altogether. We imagine, however, that it would be much more to his credit if he would throw aside the verbosity and ambiguity which characterize so many of his public utterances and speak out plainly on this question. If the indepead euce of Canada is to form a principal plank in the Grit platform from this time forward, the sooner people are made aware of the fact the better.

We are of opinion that the idea of in- dependence is as distasteful to true Canadians as that of annexation. Here in Canada we have all the freedom we want. Weare free to make our own laws, and to carry out the principle of home rule ino its fullest and highest meaning ; and at the same time we have the strong arm of the greatest country the world ever saw to protect our rights against insult or injury from any and every foreign foe.

Besides, whatever the futare may have in store for us, at present we cannot afford it. Independence necessarily im- plies ships of war, a standing army, ministers at foreign courts, and a thou- sand and one national obligations, all of which mean increased national expendi- ture, and consequent increased burdens for the taxpayers.

Under preseat circumstances, there- fore, we may safely venture the predic- tion that even the erratic Sir Richard will yet discover that the subject of “in- dependence” is by no means a popular oue in this Dominion ; and he will also discover that his noisy declarations in favour of it will never place him back again in his old position—much less make him King Richard of Canada.

—The Opposition are already organ- izing for an attempt to capture the seat now occupied by Mr. Brecken. The seat is, however, not yet vacant; and decency, not to speak of dignity, suggests delay until it is.

The changes made in the political com- plexion of the House as the result of the above elections were: Gains, for the Government,two—Lunenburg and York ; gain for the opposition, one— Lennox. This does not look like a reaction against the Government; it is in fact a record unprecedented in the history of party politics.

The Toronto Telegram says:—It is absurd for the Glebe to repeat the silly charge that Sir John Macdonald has ‘‘well-known in- clinations towards annexation.”” His in- clinations are not well-known to be towards anything of the kind. There is probably no man in Canada who is more attached to the motherland than Sir John Macdonald. He would be among the last to agree to @ severance of the golden chain. What he said about annexation was simply that if it were to come to be a question as between independence on the one hand and annexatien on the other he would prefer annexation. This is the remark which the Grit organ, with its characteristic love of fair play to its political opponents, pretends to believe proves that Sir John Macdonald

has ‘“‘well-known inclinations towards annexation.” What excuseisthere for de- ception such as this ?

———< OP $$ —________ The Regina Leader says:—‘‘An agitating spirit has taken hold in some parts of Mani- toba, a spirit with which the farmers of the Northwest have no sympathy. Agitation in an old feudal land where there are grievances and class rulers unwilling to redress them, is at best a necessary evil, but in a new country like the Northwest or Manitoba, agitation is an un- mitigated curse. Immigration is deterred and the inflow of capital stopped. Such agitation as that of the Farmer's Union in Manitoba can have no practical end which woulg not be accomplished soon and safely by friendly chat with one of the members of the present Government.”

decreased by $3,300,000. The total receipts for the year were $348,000,000,

Moody & Sankey, Bradbury, Emerson and such kindred trash did not appear to any extent on the pro- gremme. Such rubbish, which ought to be prehibited by law from being imported, is, thanks to Professors,Earle and Vinuicombe,

the ladies of the convent and a few more interpretors and appriciators of MUSIC, dying a natural death, but dy- ing hard, for the sole ambition

of the majority of musical aspirants here appears to mediocrity. Iam glad to hear that Prof. Earle intends to give another recital shortly to everyone who wishes to hear him. Uttawa last winter. This is surely very enterprising on the part of the organ, and will, no doubt, be duly appreciated by its readers during the present summer weather. The debate on the refund of duty on fish is the latest that has made its appearance. It is taken from Hansard, of course. In that debate the senior member fer King’s—Dr. MclIntyre—distinguished himself in a very special manner, it seems; for he told the House that:—‘‘I am aware that this list does not cover a third or a fourth the number of actual claims against this refund. I am aware of one man living in my own town who has aclaim of $2,000 against his refund. He died last winter; but,” etc. How a man can have a claim of 2,000 and be both living and dead at the same time, the Doctor did not attempt to explain. Doubtless, the Patriot knows all about it; for it has been compelled to give special attention to the refund question ever since Mr, Davies’ ungenerous con- duct caused the item to be struck out of the Supplementary Estimates for 1883. King’s County Exhibition, 1884.

The general meeting of the Commission- ers for managing the Exhibition of Agriculture and Local Industry for King’s County, will be heldin the Court House, Georgetown, Monday the 14th July inst., at the hour of 11 o’clock, a. m.

Through the courtesy of the Superinten- dent of the P. E. I. R., Commissioners will obtain return tickets on the railway, at one first-class fare, provided they supply them- selves with certificates from the Secretary of the Commissioners that they have attended the meeting.

The Cholera Outbreak in France.

The cholera outbreak in France produces effects as tragic and sometimes as comical as were ever described in many accounts in history or fiction of plague-stricken cities. The panic in Tovfon 1s almost disgusting. Out of 69,000 taxpayers, 40,000 have fled, as many as {8,000 going in a single day. Terror has spread even to the marines, for when the admiral allowed them to leave on a good cause it was shown that every marine produced a letter with such cause. Labor is suspended, commercial acceptances cannot be paid, and numerous failures occur daily, and the supply of provisions has almost stopped, the laboring people having no money to buy. All this tends to enormous- ly increase the plague. Refugees usually occupy houses in the suburbs utterly unfit for habitation by large masses of people. Laundresses having refused to wash the linen of hospital patients, the work is done by prisoners with promises of pardon. Some families left in the flight their vaiu- ables and securities behind, and one of the difficulties of the civic rulers is to keep off thieves from the plentiful harvest around. Two thousand Italians, who have been sent outside to work, are prevented from moving there from either on French territory or toward Italian territory, by Italian car- bineers on one side and French gend’armes on the other. They are encamped in open air. The panic has spread to towns out- side. Thus in Alassio, a small place on the Italian coast, near Genos, it is reported that an Italian family which was sent from Toulon had been lodged in a disused con- vent preduced an emente. Church doors were broken open, bells were rung and then a mass of peasants, armed with guns, knives and sticks, ran toward the convent to burn it, and were with difficulty dis- persed by thé carbineers.

A conference of Conservatives of the Eng- lish Midland District has adopted resolu- tions approving of the Franchise Bill, but declaring that a Re-distribution Bill should be coupled with it.

A plan for lessening the violence of storms has been submitted to the French Academy of Sciences by Mons. Minard who proposes to use a great number of lightning rods elevated on telegraph posts and connected with the iron tracks of rail- ways.

Paris is a beautiful city, but it costs a great deal of money to keep it so, During the past 20 years more than $130,000,000 has been spent on new streets, sewers, waterworks, and public buildings. The cost of the Avenue de Opera alone was $16,000,000.

The town of Walla-Walla, W. T., is a highly moral place. No boy or girl under fourteen years of age is allowed to be out after dark. All minors sent for a physician must havea permit to do so. No tobac- conist can sell anything to children under fourteen years of age, and no liquor is sold on Sunday.

In an action for breach of promise the other day in England, the defendant's counsel asked the fair plaintiff: ‘Did my client enter into a positive agreement to marry you!’ ‘Well, not exactly, ‘‘she replied, ‘‘but he courted me a good deal, and told my sister he intended to marry into our family.”

It was a principal with the late Allan Pinkerton that the old maxim of ‘‘setting a thief to catch a thief” was morally wrong and unwise in action, and that taking two men of the same mental calibre, the one guilty and the other innocent, the latter would invariably prevail over the mental and moral nature of the former.

The London Academy says: ‘‘The oldest oil painting extant is probably a picture of ‘Madonna and Child.’ The date of its pro- duction is marked upon it—886— about the time of Charlemagne. The work originally formed part of the treasures of art in the old palace in the Florentine republic, and was brought for a few livres by Director Bencivenue from a broker in the street. It is not known, we believe, where the picture is now to be found,

The Cowansville Observer makes this point :—‘'For several days every train from the south has been heavily Jaden with French Canadians, residents of New Eng- land States, going to Montreal to partici- pate in the St. Jean Baptiste celebration. As most of these will probably return to the United States next month it will be in order for the reform journal to prepare their statistics—ready to tell us all about the wonderful exodus.”

Currency has been given to a story that while ex-President Blance, of Venezuela, was stopping in New York he received a bill for $7,000 from a dentist who had devoted four days to the teeth of Mme. Blance. The lady was delighted with the manner in which her teeth had been treated, but the distinguished South American was dis- gusted with the bill, and, acting on the advice of counsel, declined to pay more than $1,000, The affair is in legal hands.

The success which has attended the treat- ment of cholera at Toulon by allowing the patients to inhale pure oxygen is remaark- able. The treatment is not entirely new, and it is probable that improved methods of administration have something to do with the present success. Nearly all the deaths in cholera come from the dreadful collapse into which the patient falls. The action of oxygen is to stimulate the lungs and restore circulation and warmth, and its effects are said to be immediate.

The one hundred and eighty-third anni- versary of the Society for the Propagation of the Gospel in Foreign Parts, and the centenary of the American Episcopate, was recently held in London. An examin- ation of the Society’s records lately made shows that it has expended on the founda- tion and development of the Church in Australia £225,850; in Africa, £512.704; in British North America, £1,627,601; in the West Indies, £571,726; in New Zealand and the Pacific, £97,301; in Asia, £1,582,- 486; and in Europe, £82,505. The number of ordained missionaries now on the Soci- ety’s list is 520.

The tide seems to have turned in Eng- land, as regards the course of trade and indnstry. The returns of the Board of Trade for May show an increase of exporte, as compared with the same month of 1883, of £2,738,415, 11.6 per cent. Imports during the same time show a decrease of £3,056,529, or 8.4 per cent. For the first five months of the present year the exports show a gain of about £2.500,000, and the imports a falling off of £10,500,000. The diminution in the value of imports is due largely to the decline in the prices as food products, and especially of cerea's and sugar. ‘(he increase in exports is chiefly in

manufactured goods, for which the foreign demand is eaid to by improving.
