Farm Assistance Act Has Proven Boom On Prairies

BEGIN AlCP) 4 The Prairie ﬁ‘arm Assistance Act has proved I boon to farmers since it went nto force 19 years ago.

Western Canada farmers are assured by the act of some min- - imrm amounts of money in a crop t'ailure year to *eet their host pressing expenses.

Payments under the act are exempt from any law relating to bankruptcy, insolvency, garnish- ncz‘. or attachment and are not asslgnable either at law or in equity.

Since the federal legislation was enacted in 1939, payments :0 farmers‘ have totalled more than $202,000,000 and farmers have paid into the fund $104,000,- )00.

Regarded by many a form of crop insurance, the act is more a type of assistance. Payments to farmers are not large enough to compensate fully foi‘ all losses.

PFAA payments are not con- nected with payments to western grain producers under an emer- gency $40,000,000 grant approved at "'1" ‘ast session of Parliament. ONE CENT LEVY\

Farmers pay approximately one-half the total awarded under the PFA Act. This financing is achieved through a levy of one per cent deducted from the price of grain sold through normal mazketing channels. Additional funds required for payments are provided from the federal treas- ury. .

The average yield of wheat in a township or block of sections is the basis on which payments are made. '

If the average yield is eight bushels an acre or less, then all farmers within that area receive payments, except those on the secfion-s which have a yield of 12 or more bushels an acre.

The smallest isolated block el- igible for payment is one~third of a township, 12 sections, provided such block is rectangular in shape.

A Block as small as one section within an ineligible township is eligible for payment if a side lies along the boundary of an eligible township and has a yield of eight bushels an acre or less.

Provision also is made for emergencies other than crop fail- ures.

FLOOD AREAS INCLUDED

If an area consisting of one- third or more of the cultivated lands in any six or more adjoin- ing sections cannot be seeded or summenfallolwed owing to flood- ing or other natural causes be- yond the control o‘ the farmers. such an area is eligible for an award at $4 an acre.

PFAA payments are made in three categories.

Want Subsidized Lake's To ' Mediterranean Shipping Line

WASHJLNGTON (AP) —— Ameri- can Export Lines Incorporated Wednesday asked the government to set up a subsidized ship route between the Great Lenka and the Mediterranean.

\The shipping company =said traffic over this route, now han- dled by foreign—flag vessels. has increased substantially in recent years. ,v- ‘ ~

It predicted a further shanp ln- crease after the St. Lawrence Seaway opens. The scaway will permit larger ocean vessels to move from the Atlantic into the. lakes.

American Export Lines pro- posed using three ships to con- nect the Mediterranean with the ports of Chicago, Milwaukee, De- troit. Cleveland, Montreal and Toronto. It asked permission to serve other ports if available cargo warrants expanded service.

Mediterranean ports that would be part of the route are Lisbon, Bamelona, Seville, Marseilles, Naples, Genoa and Casablanca.

American export asked for an operating subsidy to cover at least one sailing during each of the months in which the weather permits traffic on the lakes. It
