Public Health Extension

it is gratifying to note that continued pro- gress is being made in this Province in the na- tional health plans announced last May in Par- liameni‘, under which the lsland was olleiieil $293,857 for this year for development of new health services and the extension of those al- ready existing. The Provincial Department of Health was recently commended on having been so prompt in submitting its plans under this pol icy to the Dominion authorities. Last week It was announced that Dominion oPPP°Y°l ll“ bee," received with regard to the cancer diagnostic clinics to be established in Charlottetown and Summerside. These will be staffedby medical and clinical experts and will be equipped to ‘aIrd the general practitioner. The cost of ESfGbllSfl- rnq arid operating them over the next fewmcntlr: isvestimated at $20,000, and when fully in oper- ation they will provide the service free of charge.

lt is also reported OfflClCillY that approv- al has been received from Ottawa with ‘regard r0 the projects for purchase of new equipment for the Provincial Sanatorium, for expansion of the medical and clerical staffs at that institu- tion, far free drugs for supportifo treatment at tuberculosis clinics, free supplies of the new drug. streptomycin, for use against tuberculosis, and lree clinical laboratory and diagnostic X-ray ser- vices. Cost of these projects, it is understood will be charged against tho lsland's allotment of $46,774 this year for tuberculosis control under the national health plan.

Non-Members Get The Plums

ln appointing Premier Stuart Garson of Manitoba to the Federal Cabinet, Prime Minis- ter Mackenzie King has once again gone outside Parliament to find a colleague. The practice of appointing non-members to the Cabinet, notes an exchange, has grown in Mr. King's time — since i940 he has conscripted eight new Ca- binet Ministers in this manner. There have been three such accessions to the Government in the last fourteen months. Brig. Milton Gregg of New Brunswick left a university presidency to be- come Veterans’ Affairs Minister. Mr. L. B. Pear- son left a senior post in the civil service to take the portfolio of External Affairs. And now Mr. Garson gives up a Provincial Premiership to be- come Minister of Justice.

Quite apart from the personal merits of these appointees, the question arises whether Mr. King's practice has not seriously damaged morale among his followers in Parliament. Among more than a hundred Liberal back-benchers at Ottawa, there are men of ability who have given loyal service for ten or even more Ybars— with a reasonable ambition, no doubt, for pro- motion to the Cabinet» lt cannot be encourag- lng to tliem to see Cabinet vacancies consistent- ly filled by non-members of the House. And dis- couraged, as they must be, by this series of events, that cannot be a good thing for the country, seeing that it is already a difficult mat- ter to attract first-class brains and characters to notional politics.

Richard Baxter, English Puritan preacher, born this date i605.
