IN CUBAN DUNGEONS It is said that there are Two Hundred and Twelve Men in two Cells,

Havana, April 10 —Two hundred and twelve men are confined in two cells of the Morro castle. They are political prison- ers or ‘‘:uspects” awaiting their trial. Some have been there a week, some a month, some a year. Twoa-e American citizens and one a British subject. There ia a boy of 14 years, born in Spain and not long enough in the country to dream of rebelling against the government. ‘Inere are men bowed in years, young men, mer chants, professional men, clerks and farm Jaborers, al! gathered in and thrown to- gether with little or no evidence of having aided or taken part in the insurrection.

In the Cabanas fortress close by &nd_ in prisons all over the island are other unfor- tunates, two tiousand. three thousand, perhaps four thousand altogether, for no man may know how many people Spain has behind the bars at this time in Cuba. Each ceil is about 20 feet wide and 1 early 100 feet deep. They are of stone, arched above, and are more like subterranean tunnels than rooms for human beings. The only openings are in the end?. They are in the lower part of the buildings within the outer walls and have the appea anc: of being intended for storing supplies. They are damp and filthy ard are said to be infested with vermin. Nothing in the shape of chairs, benches or beds are pro- vided, There are, however, hooks for 50 hammocks in each room. Friends of the prisoners supply the hammocks, but as there are 108 men in one room and 104 in the other, over half the number are com- pelled to sleep on the floor. Nearly all of the 212 prisoners are white.

Wasuinctron, April 10 —A report receiv- ed at the Navy Department yesterday from a naval surgeon on duty in China contained the information that the black plague has broken out in Hong Kong. For commercial reasons, he said, the author:- ties have endeavored to keep the fact a secret, but the surgeon thinks this gov- ernment should be informed to guard against infection at San Francisco. The mortality has been very great, persons attacked with the disease dying in three or four days. The surgeon will remain at Hong Kong to study the plague. His report has beem sent to the marine hospi- tal service.

—The London correspondent of the New York Evening Post, speaking of the stand- ing of American securities in the British money market, says: “Oue way and an- other, the condition of politics, trade and finance in the United Siates is creating a

attending tothe true welfare and pros- perity of their own countrymen. With regard to trade, more favorable views
