Subsidies Slander.

The Railway

Tur Grit orators, who are just now promoting the canvass ol their ‘“*lodepen dent Candidate,” enlarge, at every meet ing. on the terrible corruption of Sur John A. MeDonald in lavishing iv Railway subsidies upwards of $12,000, 000 upon Quebec, as the price of the support of the Quebec members to the Canada Pacifie Railway Loan.

Now,in point of fact, the only subsidies granted to Quebec were—we quote the Act—

To the Government of the Province of Qaebec, in consideration of their having constructed the railway from Quebec to Ottawa, forming a connecting line be- tween the Atlantic and Pacific Coasts via the Intercolonial and Canadian Pacific Railways, and being, as such, a work of Na- tional and not merely Provin- cial utility, a subsidy not ex- ceeding $6,000 per mile for the portion between Quebec and Montreal, 159 miles, nor ex-_ ceeding in the whole........ >

And for the portion between Mon- treal and Ottawa, 120 miles, $12,000 per mile, nor exceed- ing in the whole....

So that, instead of granting to Quebec upwards of $12,000,000, the amount gravted was only a little more than $2,000,000!

But waat evidence is there that this very much smaller amount was granted as the price of the Quebec members vote ? Noneatall. The Quebec mem- bers are gentlemen. There is hardly a man of them who would not resent as a personal insult aud indignity the sugges- tion that he had sold his vote for a price. Such a bribe would never be thought of by honorable men, and was certainly not exacted by the honorable members re- presenting the Province of Quebee.

It is a well-known fact that the Govern- meat of Quebec had demanded an in- demuity for the money the Province had expended on the railway now used asa part of the national highway across the Continent. long before the Canada Pacific Railway Company asked a _ loan from the Dominion Government. The grant did not therefore, proceed from the necessity of the Goverament to earry the Loan Bill !

It is also a fact—not, perhaps, so well known—that every Conservative member from Quebec had assented to to the Loan in caucus, before ever the matter was submitted to Parliament ; so that the Quebec members were in honor bound to support the Loan Bill, independently altogether of the claim of their Province to an indemnity for its railway expenditure!

Both the Loan and the Indemnity are justifiable on their own merits.

Without the loaa the Syudicate could not have performed their contract ; and

the Government would have, con sequently, failed to carry out their terms with British Columbia.

But the Company have obtained the loan, aud the great work will be com- pleted next year. ‘The Government hold a mortgage on all the property of the Company as security for the payment of principal and interest; and they are receiving interest at the rate of 5 per cent. for money which they borrowed at from 34 to 4 per cent!

On the other hand, the indemnity was fairly due the Province of Quebec; because the railway, built by the Govern- ment of Quebec, is being used for National purposes !

The Grits are not, therefore, justified in presuming that the subsidy granted to Quebec was the price of the support of the Quebec members to the Canada Pacific Railway Loan; and their state- ments to this effect are slanderous! !

—The Eastern Maine State Fair will be held at Maplewood Park, Bavgor, on September 9th, 10tb, 11th, 12th and 13th. It has been decided by the Asso- ciation which manages the Exhibition to give $10,000 in premiums and open all competitive departments to the State of Maine and the Maritime Provinces. Arrangements have been made with the Intercolonia) and other Railways to bring exhibits of live stock to Bangor at one fare, and return them free. This will allow exhihitors from the Maritime

Provinces to get home with stock cheap and also give them a chance to sell. The President of the “Eastern Maine State Association,” Hon. J. P. Bass writes to C.C, Gardiner, Esq., asking if Island Farmers would get up «a exhibit

The Duke of Argyil states very im- partially the issue between political par- ties in England on the question of the extensiou of the franchise. He writes:—

‘Lam quite satisfied that the conserva- tive party has accepted the new franchise with entire sincerity, admitting it to bea political necessity. JI have had many con- versations with conservative peers on the subject, and I am quite certain that they have no desire to contest or oppose this con- cession of the household franchise in the counties. But they have a great fear of an unfair redistribution bill, and if they were reassured on this matter | believe their oppusition would cease. Although I think their fears are muchfexaggrevated,yet I am bound to confess that my own con- fidence in a fair redistribution of seats depends very muth on what I believe and know of Mz. Gladstone's opinions, and it is hardly fair to expect that this confidence should be as much felt and relied upon by his political opponents. On these grounds I still hope that means may be found to give reasonable confidence to all parties as to the principles to be adopted in redistri- bution, and I must add that I cannot regard the demand for this to be altogether unreasonable or unjust. In your own case you tell me that a large community desires to be separated from the county and erect- ed into a constituency by itself. There will be many similar cases, showing that the value put on the new franchise in many places will very much depend on readjust- ments of this nature. I must repeat my own conviction that it is wholly unjust to accuse the conservative party of a desire to defeat the franchise—as unjust as it is to accuse the ministry of desiring to deal un- justly with redistribution.”

THE CAMPAICN.

The Murray Harbor Road Meeting.

The meeting at Murray Harbor Road last evening was large and on the whole order- ly, the speakers on both sides being fair- lywell listened to.

The Liberal-Conservative Candidate, Dr. Jenkins, opened in a neat argumentative speech, and was received on coming forward by hearty cheers.

It was followed by the ‘‘Independent Grit,’ Mr. Welsh, in a speech remarkable for nothing but self-laudation.

Drs. McNeill and Robertson,of Montague, Messrs. Neil McLeod, L. H. Davies, D. Ferguson, W. Campbell, A. Martin follow- ed. The strength of the argument as well as the feeling of the meeting was most de- cidedly in favor of the Liberal-Conservative cause.

We are informed that Mr. Davies did Tue Examiner the honor of attributing his presence at the meeting to a statement made in this paper, that he had left Belfast after the Mill View meeting, because Mr. Ferguson ‘‘floored him every time,” and that he was injuring Mr. Welsh’s cause, He came to the meeting to show the people that he was not afraid of Mr. Ferguson, or anybody else. We are sorry that THE ExaMINeEr’s estimate of Mr. Davies’ efforts on the platform should give him so much annoyance, and we are a little surprised that, if his object in going to Murray Har- bor Road was to show he was not afraid of Mr. Ferguson, that he did not advise that gentleman of his courageous disposition. To slip off to Murray Harbor on thesly, after Mr. Walsh had arranged with Mr. Ferguson that Mr. Davies should not be there, does not afford very good evidence of his courage.

The North River Meeting.

Q200D ORDER AND GOOD SPEECHES,

THe meeting held at Warren’s School, North River, last evening, was well attend- ed, and the half-hour speeches on both sides were good. W. B. Barrett, Esq., occupied the chair.

Donald Farquharson, Esq., at whose instance the meeting was called, spoke first, and went through the list of charges the Grits have trumped up against the Government in the hope of securing votes for their ‘‘Independent Candidate” In effect he contended that Reciprocity was likely to be obtained by throwing our markets open to the Americans! An illinformed person would judge from the tenor cf his specch that the Dominion Government is responsible for the heavy duties which are impesed upon potatoes, starch, etc., sent into the United States markets; but the audience was too intelli- gent to be deceived by this clap trap, and at the close of the meeting. Mr. Farquhar- son had to endure some good-natured ‘* chafting”’ about the matter.

Mr. Blake followed, on behalf of Dr. Jenkins, with an able and vigorous speech in defence of the Government and its policy. He disposed of one erroneous idea which the Grits are industriously propagat- ing, by showing that the sale of the Prince Edward was due, not to the National Policy, but to a panic which seized the shareholders on the failure of the Bank of P. E. Island ; and that though svuld much below her cost, the Prince Edward cleared three per cent on the money invested in her. Mr. Blake spoke so well that both himself and his audience were surprised when his halt hour had expired. He was followed by

Mr. McDonald, of East River, who ‘‘just dropped into see what was going on, and was not prepared to say anything,” but nevertheless, succeeded in making the strongest attack on the Government that we have yet heard. His blows were how- ever warded off by

Angus McLean, Esq., who delivered a powerful and argumentative speech, show- ing the absurdity of the idea that Mr. Welsh could get Reciprocity for us by pass- ing as an Independent Grit, or that Recip- rocity could be obtained by throwing open our markets to the people of the United States, and then begging them for some consideration in return !

Mr. Farquharson made some further re- marks, and

be placed in charge of the United States Fiscal Departments, he would vote for him, feeling sure that Reciprocity would soon be extended to the Island.

Mr. McKinnon moved a vote of thanks to the chairman, which was seconded by Mr. Farquharson, and carried unanimously. The chairman acknowledged the compli- ment in suitable terms, and the meeting adjourned,

The Lobster Fishery.

Sir,—As we are approaching the closing of the season, as established by law for lobster fishing in this Province, your cor- respondent would wish to contribute a few lines regarding this important branch of our fishery and fishing in general, in the hope that the powers that be will see the justice of extending the lobster fishery this year; and to throw out a hint to those who have charge of the Department to institute such measures in our fishery regulations as will prevent the wholesale destruction of fish that is at present going on around our coasts. In the first place, those who have been in the lobster canning business for years are ata loss to know why they have to shut down their factories on the 20th of August. There do not appear to be as many spawn lobsters during the month of August as there are during the month of May and June. My own opinion and the experience of ali with whom I have been speaking on the subject, is that the lobsters spawn all the year round. I presume that the majority of those who were intrumental in establishing the period for the prosecuting of this important industry never saw a iobster. The present season has been a poor one for the business, owing to the ice being so late on the coast, and after the first month’s work when lobsters were taken in paying quantities, the weather became stormy and continued so until Ist of August, when the weather again became tavorable for the business, and according to the natural order of things, will likely continue so during the present month, But just as we poor fishermen have a chance, to use a nautical phrase, of making up the lee way, another difficulty presents itself, and a ditticulty that I wish te call the particular attention of the Department of Marine and Fisheries to, thatis: the destruction of our fishery by our American neighbors who follow the wackerel seining business on our coast. Their mode of procedure is this: When the seiners see a shoal of fish they into their ssine boats and throw their seine around the shoal and purse her up. They then get their vessel alongside and begin baiting the fish on the deck of the vessel. When they discover that the fish are mostly herring, they may get their hundred) barrels at a dip. Probably, twenty per cent. of thore are mackerel, the remainder are herring. They then pick the mackerel out and dup the herring overboard dead— say, two hundred and forty barrels—and those herring when packed are worth fgom

that he was sure he threw one inal barrels overboard this season. It does not require much of an ad: pt at figures to c m- ute the loss to our fishery by two or three undred sail of vessels, assuming the above as a basis.

I am also sorry to add that some of our representatives, bovh in the Local and Federal Parliament, contribute to the de- struction of our fishery in this way. It is not alone of the fish they destroy we have to complain; but the herring they destroy and throw overbuard feed the cod, lobster and other fish, and prevent thei from tak- ing the hook.

Take it all in al, it is a bad business, and contrary to the dispensation of a wise Providence. Talk about the Fishery Award —it is but a slight remuneration for the value of our fisheries.

Fatal Accidents.

Montreal, Aug. 7. The eight year old daughter of Joseph Noble and three others were killed by the fall of a support of ascaffold. Rev. T. D. Either, Rector of St. Bridget’s, Montreal, was drowned while bathing at Valleyfield, Quebec. Toronto, Aug. 7. A three year old daughter of Stephen Barnhardt, London, Ont., fell into a barrel of rain water and was drowned.

Peace in China. Lonpon, Aug. 7.

The Times has a despatch from Foo Chow of this date, which says: ‘* High authority here asserts that peace is certain. The American Minister is to arbitrate. A settle- ment will probably be reached which will be acceptable to both parties; but it is be- lieved the settlement will be temporary only, on the French side. The Chinese know that the French are anxious to act elsewhere.”

The Earl of Northbrook, first Lord of the Admiralty, who has been appointed to go as High Commissioner to Egypt, is at present somewhat indispesed. He was obliged, yesterday, to leave the Cabinet Council. He will start for Egypt, by way of Brindisi, on August 3]st. It is an- nounced that he will be made Knight of the Garter.

Abundance in Manitoba. Wiynipec, Aug. 7. Advices from various western points re- port exceedingly favorable crop prospects throughout the Province and territories. In Manitoba abundant rain caused a re- markable growth of straw; but grain is now rapidly maturing, the weather being very warm. Harvesting commenced this week.

~Diplomstic Relations.

New York, Aug. 7. Advices from Mexico state that diplo- matic relations between Mexico and Eng- land, which have been suspended since the fall of the Maximiilian Empire, have been resumed,

Lepers Sent Back.

San Francisco, Aug 7. Nineteen lepers were sent back to China to-day on the steamer Oceanic. The city paid the full passage money of the lepers and gave each five dollars over.

The Cholera.

Marseiiies, Aug. 7.

There were 11 deaths here from cholera to-day. Analysis of the water in use made at Marseilles, at Aix and at Arles show that the water is full of microbes.

The progeny of the millions of grasshop- pers now dancing on the plains of Nevada may be expected to come eastward in a year ortwo. A slight scarcity of food in their native home is all that is required to induce them to skip over to the rich grain fields and luxuriant pastures of the Missis- issippi Valley. At present the enormous | appetite of the Piutes is the only known check upon the growth of the hopper crop.
