PARIS, May 28—(A.P.)—Crreat Britain and France had agreed to- day upon terms of the Mussolini Four-Poorer pact, tho signature of which is expected soon in Govern- ment quarters.

The deadlock over the terms was broke Saturday night when H. H. Campbell, British Charge D’Affair- es, presented an aide memoir-e to Premier Daladler agreeing to the inclusion of article 16 of the, Lea.- guc of Nations covenant upon which France had insisted.

It was declared by those close to the French Premier that the Brit- ish acceptance removed the last obstacle to French signature of the agreement.

The text of the four-power accord was sent to Berlin whose accept- ance, with that of Italy, is ex- pected. shortly.

France ls understood to have ov- ercome the objection of her smaller allies by promising to oppose con- sideration of revision of treaties af- fecting them.

It is reported that fiance's sig- nature to the arrangement would be accompanied by a. note declar- ing firstly that the pact does not affect her treaties with smaller countries; secondly, that Trance will refuse to let any qucstlon 0i territorial revision be raised: third- ly, that Franco will require that.- questlons of procedure on any prob- lom shall be handled by the League of Nations; fourthiy, France will uphold within the League the prin- cipal of unanimity whereby inter- ested powers have a voice in any question.

By this fourth polntFrance would oppose any modification in article 19 of the League Covenant, which provides for consideration of revis- ion of outworn treaties.

This four-pointed "note would be sent to Germany, Great Britain, Italy, Rumania, Czechoslovakia and Jugoslaiia.

Opposition Likely Fall Session.

(Canadian Press) OTTAWA, May 28—With pros- . pects of another session in the fall, in their minds, members of Parlia- ment today were homeward bound after a. session, lasting nearly sev- en and a half months, had closed.

With a whirlwind finish, Parlia- ment passed the contentious Redis- tribution Bill late Saturday after- noon and was prorogucd in the evening by the Governor General.

Liberals maintained to the end their opposition to the bill re- mapping the 245 federal constitu encies but were outvotcd by the government forces 45 to 15. Several last-minute changes were made by the administration, including one to the riding of Prince Albert, rep- resented in the House by Rt. l-fon. Mackenzie King, leader of the Lib- erals. Opinions differed on the probable outcome of the next el- ection in Prince Albert, the gener- al opinion beinglft; would be fair fighting ground for both parties.

The prorogation ceremonies were without the fuss and feathers of a formal opening. The Governor- General arrived on Parliament Hill with motorcycle policemen sub- atltutlng for the usual cavalry es- cort. The red-walled Senate Cham- bcr presented a strange contrast between the brilliant uniforms of the military aides who surrounded the Govcmor-Gcnerai, the gold- bralded Windsor uniforms of Prime Minister R. B. Bennett and Senate leader Arthur Meighen and the Senators and members in business suits of greys, blacks and browns and a few women in afternoon dresses who had seats on the floor of thc Senate. The galleries were not crowded.

Judge Ruggles was born in Anna- polls, N. S., a descendant of General Buggies, who came to Canada with the United Empire Loyalists. He was educated at Mount Allison Uni- versity and practiced law in Nova Scotia for some time before coming to British Columbia 23 years ago.
