est resources. The yield of wood per acre clan be doubled, he says, with adequate protection from fire crid with sound forestry policy which treats the forest as a growing crop, takes off the mature timber and does everything _ perpetuate the forests in a healthy condition.

The output of the sawmills is worth $216,- 000,000 per year, and the output of pulp and paper is worth $400,000,000. Of the latter amount, $74,000,000 is paid for transportfllibfli $19,000,000 far fuel, $20,000,000 for electricity, and $36,000,000 for chemical and mill supplies. In addition, tens of millions are paid in wages in the pulp and paper industry.

It is tragic in the circumstances to note the totally inadequate protection which is af- forded to Canada's forest resources. During the past summer the losses from fires that raged in various parts of the country—particularly in the Maritimes, in Ontario and British Col- umbia—have been staggering. The average an- nual loss to Canada is the timber growth on 2,- 500,000 acres, and one large fire last year de- vastated as-much timber land as all the fires in the forests of Sweden in the whole season.

As for the cause of forest fires, l8 per cent are due to careless campers, according to the official records; 16 per cent due to smokers; I6 per cent to careless settlers. Except for 18 per cent due to lightning, the rest are almost all duo to human recklessness.

Considering the very great national im- portance of our forest resources, it is plain that we are not applying the insurance principle to them as it is applied in every other phase of the business life of the country. The obvious way to insure the forests is a perennial source of wealth is to pay the price of really effective protection against fire and anything else that damages the forests. The fact that such a large proportion of the loss is due to the human factor shows that it can be stopped to a great extent, if sufficiently vigorous policies are adopt-

We could, as the Financial Post comments, literally strangle ourselves in our own red tape. Anything and everything we might do could be termed a form of work. Fishing, golf, garden- ing, landscape painting, even drying the dishes, might be proscribed, because there are profes- sionals that could be hired to do all of them. They might feel that the amateur was encroach- ing on their preserves.

The real object of this shortsighted ros- olution, of course, is to limit production and producers, to string out each job as long as pos- siblc. That is a negative approach, dangerous and absurd at any time. Right now, when the whole world is short of goods, foods and serv- ices, when we must produce more or see our democratic civilization collapse, further restric- tions would be tragic.

Employment lllgh, But--

With employment at its highest level in histcry, it is not surprising that labor's income in Canada for the first four months of 1947 is well ahead of the record a year ago, notes the Toronto Globe and Mail. To be precise, labor inccme to the end of April was $255 millions over the 1946 figure of $1,069,000,000—an in- crease of almost 20 per cent. The improve- msnt reflects higher wage levels as well as in- creased employment.

Sin-From time to time, in the press or on the air we hear of serious discussion going on 1n one of the branches of government, 1n one of the bureaus of the govern- ment or veterans’ associations a- bout the dlfllculty of rehabilitat- lon of returned veterans who are l‘ meless and about. the serious shortage of houses for all. The need for regulation and of gov- ernment assistance seems to be generally recognized. _

Why then ls one phase of this very serious situation ignored? What can the reason be?

When we were overseas and when we returned to Canada and were at. the various depots we were given pamphlets ‘which de- scribed In glowing terms the al- luring prospect before us. We were TOLD that 1f we would take half an acre outside of a city we would receive help from the government 1n building a house. Over'$6,000 we would have to finance our- selves. but. up to that amount things were to be pretty easy.

In the short time we have been back most of us have looked a- round carefully-ofter all onedoes not. tie oneself down to a mart.- gage without a careful appraisal of the situation. What then 1s the present status?

Instead of the purchase of half an acre a veteran, to be eligible for a small holding must purch- ase THREE ACRES. Now the obvi- ouds Intent of the first promise and the reason it looked rosy to us boys was that one of us little guys could have a job In the city, but have a small place that he could call his own, 1n time, and where he could devote a few hours to a garden or a few chick- ens. What. in the world can n man with a job do with THREE acres? Also, at. the present time larid close enough to Charlotte- town to enable a man to work there and live outside has become so expensive that three acres would take all or most of his sav- ings. This situation must. exist across the Dominion and I think it 1s obvious that the inevitable result will be that. those who do manage to secure three acres and hold a job will have half an acre under cultivation and two-and-a- half acres going to waste. The rest. of us will continue to llve 1n hovels while politicians wander why a chap on $30 per week urith a small family to support won't lay out. his only $2000 (the gratuities and rehab. money) for three acres. that was going to (according to the promises we got) buy the land and make a big pay- ment on the house of my dreams.
