Ministerial Chores

Inc llaliiztx (‘lilfillllflC (Liberal) suggests that there is a ti lt-iay m waste sympathy on mcn in public Ullli who like t.» represent them- selves as being (i\t'l'\\Ol‘l~IL'"l. \\'e are all familiar with stories of the terrific burdens which this or that niiirf-"ter must bear. Yet, says the Chronicle "those who have observed govern- mental routine at close quarters confidently sug- gest that an efficient minister can complete his normal daily routine in an hour. A job which requires one hour's work a day should not prove exhausting. Many business mcn will tell you they have more anxieties and problems than has a cabinet niitiistcr."

The explanation, says the Choniclc, is that, in government departments, deputy ministers sup- ported by technical staffs of civil servants do the work. The itiiuistcr gives gcitcral supervision and acts as an interpreter and liaison officer be- twccn the technical mcn and the cabinct—at least he should. The hiinistcr who tries to do "lore. who attempts to dabble in technical de- tails 0f administration of which he knows far less than his staff, usually obtains poor results. The efficient minister ensures himsclfofatrain- ed, efficient staff and cntrusts thc detail work to them. Some ministers, of course, “may re- quire a full day to accomplish cvcn an hour's work."

Our Halifax contemporary forgets the amount of handshaking and backslappiug a minister has to do, especially in prc-election years; also the speeches he has to make when thc Legislature is in session, and the hours he has to sit in and out of caucus, entertaining delegations or listening to complaints from disgruntled party supporters. All these activities take time, and however use- less thc may seem to be from the taxpayers’ standpoint they are part of our democratic sys- tem and figure largely in the "normal daily routine" of every minister who has even one eve on the prospects of retaining office. What the Chronicle envisions is a political Utopia where these ministerial chores are unnecessary. That may be a consummation dcvoutly to be wished, but it is scarcely likcly to materialize,

More Fur Farms

Mainly as a result of increased fanning Ff fox and mink, the number of fur farms in Can- ada increased to 10,455 in 1939 from 9.179 m 1937, reports the Dominion Bureau of Statistics. Included in the 1938 total were 8,073 fox farms, 2,222 mink and 16o miscellaneous, composed of 66 raccoon, 30 fitch, 1t marten, 1o nutria, two badger, one fisher and 3o muskrat farms. Corn- parcd with 1937, the number of fox farms show- ed an increase of 472 or six per cent and the number of mink farms, an increase of 896 or 56 per cent.

The value of fur-bearing animals on the farms at thc end of the year was $8,929,754. compared with $o.676,43i in r937. Fur farm revenues in i938 aggregated $6,482.85. t0 which thc sales of pelts contributed $5,752,742 or 89 per cent, and thc éhlcs of live fur-bearing animals gfjfilift or 1i pcr cent.
