The Necessary Tools

“It is true that great strides have been made in lessening the am- cunt of this disease in our midst and sosne authorities believe that the tools at our disposal could be employed to wipe out tuberculosis. in a generation. or at least to make it as rare as smallpox. What are these tools’! They include such factors as: Finansial assistance, education oi’ the public, provision of diagnostic facilities, treatment of the patient, rehabilitation olf the patient. These tools by themselves are of little use. We must consider the effectiveness to which we are able to use them. I shall deal with each more fully.

“Before there was any talk of diagnostic clinics or of Banatcrla for the treatment of tuberculosis. England recorded a drop in the death rate from 111's disease. This decline came with the industrial revolution. As the economic con- dition of the people improved, tuberculosis decreased. Today in the war ravaged countries. the tuberculosis death rate ls many times whut it is in the U.S. and Canada where a dGCllHg has been shown in the last ten years.

"In the prevention sud cure of tuberculosis. ‘u knowledge of this disease on the purl. 0,1‘ the individ- ual is of utmost importance. With no other disease is ths fact s0 true, . a

Early Diagnosis

"In comparison with other in- fectlous diseases, early diagnosis of tuberculosis is more costly and more, painstaking.

"In 1967, the Prince Edward Is- land Tuberculosis League spent $800. to f.nd each r-"the active cases discovered (h [~11 the Mo- bile X-roy Unit and. in addition to this. the Deparirnent of Health carried the expense of maintain- in; clinics and labostory service.

"The treatment of tuberculosis for the individual case runs into thousands of dollars, from two to ten. and these are conservative figures. some patients in order to get well require all that modern hospitals can offer.

Rehabilitation

After months anh years of insc- tivity without sufficient strength to return to the former. fob, the se-clalied "TB Cure" presents a problem in getting an occupation where he can earn his livelihood.

"The second phass of this con- trol, as mentioned previously, is: ‘How are we able to use tho tools?‘

“The economic factor is very im- portant. Ask any one of the 300 or more tuberculosis patients who can be found ln the Sanatorium or throughout the country, how he or she is making out in these days of h'gh cost ef living. I-fclw are the families r anaging in the case where the bread-winner is laid up for years? A little research on your part will be more convincing than stories frcm me.

"From the point of view of edu- cation. a great deal ls bang done in the schools. colleges. and hos- pitals. but not enough. ~

Weekly Clinics

"The Department hf Health and Welfare maintain two weekly clin- lcs in Charlottetown. There is a. monthly clinic lrl Summe side and during the summer monthly clin- ics are held in Alherton. In ad- dition. arrangements are made for special ones in other centres. These could Veil be increased.

The Tuberculosis League maln- talns a Mobile X-Rsy Unit which travels about the province during the summer, and during the next few months will be operating in Charlottetown.

Births were highest in Prince County with 1,- 127. totalled 1,116 in Queens arid 550 in King's. Deaths were (328 in Prince, 360 tn Queen's and 186 ln King's. During the year there were 479 births, 2S1 marriages and 162 deaths in Charlottetown, and 179 bismhs. 94 marflages and 45

As in all other parts of Canada, heart disease claims the life of more Prince Edward Islanders than any other malady. Of the total nun-Jaer of 29,805 victims of heart ilfrncnis in Canada, 220 were from the Island Province. ‘llhere were 93 who d-leJ from paralytic strokes.
