MARGATE, England, (AP)-The Labor party Monday rejected a left-wing resolution aimed at pin- ning the blame on the United states for the cold war and the armament race.

Aneurin Bevin. long an advocate of arms reduction in Britain, took no part in the debate. some of his followers supported the measure from the floor. but most remained quiet. Thus the debate did not represent. in any sense, an organ- ized attack by Bevin's faction on the policy of the party leadership.

The rejected arms out resolution declared "our dependence on the United states commits us to a vested interest in the cold war."

Bevan's silence spotlighted an atmosphere of harmony which has been unheard of in socialist con- claves of recent years. But veter- ans were not convinced that the efforts to present the appearance nf a. united front would last all the way through next Friday, when the convention ends.

' Policy Statement

The party's executive committee placed a proposed policy statement before the delegates for approval. Entitled "Challenge to Britain", it lays strer on the need for Britain to improve her financial position in the world. make her industries more efficient and use her land better.

There is hardly more than lip service to nationalization of indus- try.

MONTREAL. (OP)- The Seafar- ers International Union (AI-IL-TLC) launched a strike of crew mem- bers of Canadian deep-sea vessels Monday to support demands for shorter hours and better pay.

The union, it has 8,800 members in Canada and 93.000 in the United States, set its strike machinery in motion at noon when last-minute negotiations failed to effect a set- tlement.

Approximaiew 35 Canadian ves- sels, some of them on the high seas. and 1.000 crew men may be affected by the strike. union of- ficials said.

The system, known as the Mc- Gill Fence. has been in the plan- ning stage for some time at Mc- Gill's electronics laboratory. the Gazette says,and is under strict- est secrecy on orders from the federal government.
