An Unfortunate Position.

Mercier has, indeed, brought discredit upon the party of which Mr. Laurier is the leader. The worst of it is that Mr. Laurier cannot pos- aibly rid himself of his load of Mercierism. Mercier sticks to him like pitch. Mercier’s stulen money sided his candidates at the last general election. His party has pro- fited by the proceeds of Mercier’s raids upon the treasury of Quebec; and he, on his part, promised that he would, if suc- cessful in gaining the leadership of the Government, support Mercier in a raid upon the treasury of the Dominion. Mer- cier, with his boodle, made speeches tu the electors, of which the following is a small extract :

“At the request of ‘ny chief, Hon. W. Laurier, { come here to respectfully but tirmly demand that you support the Opposi- tion candidate in this struggle. ‘7 am your friend; you are my friends; stand together; stand united, and work for the vi¢- tory of our ehief—Wilfred Laurier.”

Mr. Laurier, on the other hand, declared that Mercier was his political friend in whom he had full confidence. Is it wou- derful that Mr. Laurier does not repudiate Mercier? Admitting that the saying, ‘‘ A man is known by his associates,” is not true in every case, it must, on the other hand, be admitted that the Leader of the Upposition is, in view of the revelations made before the Judges, in an exceedingly awkward and unfortunate position.

Leader of the Liberal Unionists.

Ir was expected that the Right Honor able Joseph Chamberlain would succeed Lord Hartington as Leader of the Liberal Unionists in the House of Commons. Tue Examiner's despatches of to-day report that he has been formally elected to the position. That he will perform that the duties appertaining thereto with rare abil- ity is certain, though it is by no means cer- tain that the coalition of Conservatives and Liberal Unionists will, for any length of time, have the majority in Parliament. Mr. Chamberlain is still, as the life of British politicians runs, a comparatively young man—only fifty-six. He wade his entry into public life in 1870. As Mayor of Birmingham, he obtained a repu- tation for energetic and _ practical business-like methods in respect to public affairs, which he has since, in spite of an occasional eccentricity of speech, retained. He managed to transfer the gas and water worke of the town tothe civic authorities, and he introduced a system of sanitarion with beneficial results. In recognition of his services to the town he was, in 1876, elected by acclamation as the represenia- tive of Birmingham in the House of Com- mons. There he took a leading part in opposition ; and when Mr. Gladstone ob- tained the government, he was called to fill the office of President of the Board of Trade. He has made several sensations as an agita- tor for radical reform. But since his divergence from Mr. Gladstone on the question of Irish Home Rule he has, ap- parently, become much more Conservative. Indeed, the phrase, ‘‘ Three acres and a eow ” bas almost gone out of use. On the oceasion ef the Queen's visit to the Prime Miniater at Hatfield House, in 1887, Mr. Chamberlain was among the distinguished guests invited by Lord Salisbury to meet Her Majesty ; and he was subsequently ap- pointed British Commissioner in the con- ference which met at Washington for the settlement of the dispute between the United States and Canada. While in Washington he met Miss Endicott, whom he subsequently married.

Tne Markers.—Considering the almost impassible state of the roads the attendance at the market to-day was large. For some time in the forenoon trade was brisker than for some time past, but did not hold long Eggs were iv fair supply and sold well at 17 to 18 cents per dozen. Butter, supply and demand steady at 22 to 24 cents r lb. for fresh and 19 to 20 cents per lb. for tub lots. Fowl were‘scarce and sold slowly at 55 to 65 ceats per pair. Outside, hay scarce at 50 to 60 vente per 100 lbs. Straw about $2.00 per load, Pork, scarcely any moving, but what did come in brought 5 to 5} cents per |b. Trout sold at 29 to 25 cents per string, and smelts at 10 to 12 cents per string of two dozen.

Canadian live stock has won a high place, and any fraud that might tend to degrade it endangers in- vestments of many hundred thousand do. lars.

—A Paris despatch to the Herald says M. Lockroy, late minister of commerce, in an interview recently said that the new French tariff will affect most seriously the poor people, while those who will pretic by it are monopolists and rich manutacturers. He regards the present tariff as a great dis- aster to the country and a step back wards.

—The San Francisco Examiner says: ** Englaud’s gripon Egypt has been strength- ened instead of relaxed, by the death of Khedive Tewfik and the accession of Abbas. The country that England once gets a foothold upon is likely to remain an Engiish dependency for a long time.” Yes, and to be ali the better for it too, as Egypt has been.

—Ex-President Grevy, who lately died in France, his will shows, had £172,000 of personal property secured in Engiand. It looks as if Mr. Grevy, hke his imperial and royal predecessors in the headship of the French Government, had doubts as te the stability of his form of government, and had prepared for che possible rainy day like eo many other kings in exile whom England has known.

—The Atwood Bee hag a very good plat- form, to judge by the following editorial words in the cummencing Volume IHL:

“Let us have honest Government at any price; a broad system of education; a deeper and abiding loyalty to Canada and all senti ment among the masses of our people: Canadians first, Britons second, Americans never! The Bee columns are in perfect ac- cord with Caristianity, temperance and what- ever else has for its primary object the bettering of our race.”

—A writer in a New York magazine makes a deplorable picture of the intemperance of the Russian peasantay. Vodki, the cheapest drink obtainable, is consumed upon all possible occasion, at weddings and funerals; in hot and cold weather. Vodki is described as “‘raw alvohol.” There are four montha of holidays, including Sundays, in the year, and on these occasions the average Russian peasant is invariably brought home insensible. Phe Government has never made any attempt to check the evil. The writer says the only way to prevent this national drunkenesss is to educate the childsen as to the sins of their prents. The conclusion is correctly drawn Not only in Russia, but in every other country under the sun, the best hope of temperance is in education.

—The London Canadian Gizeatte expresses satisfaction with the returns of Anglo-Can- adian trade for 1891 as disclosed by the statistics of the British Board of Trade The exports to Canada increased from £4,- 851,973 in 1890 to £4,877,536, this, be it remembered, in a year when British ex- perts to nearly every other country in the world declined considerably. Canada, therefore, in 1891 was a gced market for the British trader, particulaarly in cotton, jute and linen piece goods, in worsted fab rics, in carpets, in hardware and cutlery, in tin plates and in wearing apparel. In these lines the exports to the United States show a decided falling off, sv one resul: of unrestricted reciprocity, the extension of the McKinley tariff to Canada, would re- sult disastrously to British commerce. Let any business man consult the tigures and see for himself. Turning to the other side of the account we find that the imports from Canada increased from £9,324,964 in 1890 to £9,301,320 in 1891. and the indi- vidual increases are very satisfactory to the Canadian farmer, being in whear, fl ur, cheese and butter. But for the inactive condition of the lumber market there would have been a much larger expansion of trade, and it is gratifying to note that The Cana- dian Gazette believes the bottom of the depression in the lumber trade is being ap- proached.

—A correspondent of the Toronto Globe writes: Many Canadians ridicule the idea and few believe that trout can be caught by the hand by a process known as tickling, yet such is the fact, well k»own in England and Scot- land, but te what extent followed at the present d+y lam not abletosiv. You stealshily approach the fish, getting your hand quietly under the water and under the fish, then you slightly distnrb the water with your forefinger point- ing upwards towards the fish, and this it is that tickles or causes a sensation in the fish, holding it satisfied to remain until your hand working slowly upwards can easily grasp and capture it. It would appear that John Banyan wag no stranger to this mode of fish- ing :—

Yet fish there be that neither hook nor line,

Nor snare, nor net, nor engine can make thine ;

They must be groped for, and be tickled, too,

Or they will not be catched whate’er you do.

“Scottish Characteristics.”

Rev Davin SutHerLanp, pastor of Zion Church, lectured in the basement of the First. Methodist Church last evening. The lecture was under the auspices of the Epworth League. James Paton, Eaq., presided. There wasa large attendance, and the highly interesting lecture was listened to with the greatest atten- tion, The lecturer touched upon many of the leading features of Scottish life and character and related anecdotes illustrating the wit and humor of the sons and daughters of Scotland. He also spoke of the patriotism of the Scotch and their valor in the field of battle. Oa motion of Mr 3 F. Hodgson, seconded by Mr. John MePherson, the thanks of the audience were unanimously accorded the rev. lecturer, to which he suitably replied. The singiog of “Auld Lang Syne,” in truly Scottish style, brought the procerdings to a close.

The American School of Archseslogy has been granted by the Greek Government the exclrsive right for four years to make excavations at Sparta. There are still im- portant remains abcut three miles from the modern town of Mistra, consisting of a temple and theatre. Other concessions have been granted the American school.

Edmund Yates calles the New York Tribune that Emperor Wiiliam met with a rather serious accident during a_ recent shooting excursion, which has kept him very quiet indeed. Tne Emperor, while engaged in a wild boar hunt, slipped anu fell heavily on his right arm, whith was so severely bruised and sprained ‘hit it had to be kept in a sling for two days, and His Majesty was advised to rest for a longer period. This accident might have ad grave results, for the Emperor’s arm is alsolutely useless.

Mr. John B. Trevor, another of the Standard Oil millionaires, who died some time ago in New York. left an estate ef $10,- 000,000, of which sum $1,000,000 goes to the Baptist charch. This religious denomina- tion appears to have been extraordinarily fortunate in including in its membership so many of the Standard Oil magnates. Mr Rockefeller, whois now one of the richest men in the world, has given millions to this church denomination, aad the late Charles Pratt bequeathed millions more. It seems to set at naught the popular notion that oil and water do not mix.

John A. Morris, the principal owner and director of the Lonisiana State Lottery Com- pany, gives nutice that he intends to with draw his proposition for the re-charter of the company, and will wiad ap its business, re- tiring from the field when its charter expires in 1894 ‘Thuis action is ‘he resu!t of the de- cisicn of the United Staces’ supreme court de- claring in favor of the coustitutionality of the anti-lottery postal law which shuts the lottery companv out of the mail, probibits it from sending circulars or tickets through the mails and prohibits and punishes, under a heavy penalty, the sending of any newspapers con- taining advertisements of lotteries.

There ‘is a split among the members of the Lutieran Church, at Burns, N Y., over the mode of raising meney which was introduced at a social last week. It was given inthe church parlors. Across one end of the room was a curtain. When it was withdrawn there stood in a row six of the prettiest women in the congregation, each bearing a piacard on which were the words : ** You can kiss me for twenty-five cents.” It was fifteen minutes before the placard had any effect,but when it had the silver quarters fairly showered into the apens of the young women. Old and young rushed to the front to exchange coins for kisses. The show lasted on!y a short tim», and when the cartain was again drawn the storm burst. Some of ‘he women insisted

that the affsir was a disgrace, and others;

thought it proper. The social broke up in a row, and no services were held in the church last Sunday.

So Near and Yet So Far.

The interesting astronomical event of this

Jupiter which occurred oa the morning of the 6th. These two magnificent planets had been seen gradually to approach each other, when- ever the evening sky gave gave observers an opportunity to make them out. On Friday

During the night when they were bevond our view Venus approached Jupiter and at the time of the conjunction—about 5 o'clock on Saturday morning -they were so close to- gether as to seem but one star. This ‘‘prox- imity” of the two planets is, of course, only epparent —Jupiter being distant from Venus more than four times the distance of the sun from us.

Four Eciipses This Year.

In 1892 there will be four eclipses proper, two of the sun and two of the moon The total eclipses of the sun on the 26°h ot April and of the moon on the 4th of November will be invisible here Onthe 20th of October, commencirg about noon, there will be a nearly total eclipse of the sun which, if the sky be clear, may be well seen at Charlotte- town. On the night of the Illth of May, commencing about half-past seven o'clock, there wil! be a partial eclipse of the moon, which will rise more or less submerged in the earth’s shadow. Should the conditions be favorable, the phenomenon may be studied for more than one hour.
