WasHincrox, October 9—The depart- ment of agriculture has been advised of the dicovery of pleuro-pneumonia in the

c.ttle shipped from Australia to Great Britain. This is an important matter to the United Staves, inasmuch as Australia promised to become a serious competitor of the European meat and cattle trade. The existence of pleuro-pneumonia in the fir-t shipment of Australian cattle, is for this reason significant.

THE TWO DAILLY SESSIONS.

Sin,—There are few questions upon which there may uot be two or more opinions. The question of one or two

daily -eseions in our echools is one upon which there may be two opinions. It would be needless to say that interest

or some advantage, personal or other-— wise, often determines what an opimion

may be, and that even the best of us may be influenced by some consideration, which, as it suits ourselves, we imagine ought to suit others.

The one daily session has been very cleverly advanced by Mr. Janes. But it is not quite clear to me that, though it may be of some &ivantage to those who take lessens in music, drawing, &c., or those who spend their afternoons sailing on our rivers or driving in our parks, it is the best for all our children. Ifa majority even of our schoo] children, took such lessons, or enjoyed such: delightful recreatiou®, there would be some furce in the argument, but when ii is well known that comparatively few of of them do, the argument is worth lese.

I would supposeif two sessions were held that the younger children would not be re- quired to attend the afternoon session. The one would be sufficient for them. The vlder pupils being iu the more advanced departments in which there are many branches taught, sometimes too cor more divisions, studying the same branches could receive, with the aid of the teachers released from “he dismissed classes, more attention than can be bestowed upon them by the teachers of these departments alone.

Our echoois are not open during the hot days of tummer. It is true that even though they are not in operation until September there are sometimes, as there was iast month, some hot days. But the hottest time of those days was from one to tao o’clock, the time that would probably be assigned for the dinner time.

The advantages that would arise from the change proposed are many. Two or more may be here stated. There would be a rest for the brain wearied by the al- most uninterrupted attention to studies from nine totwo. The two short recesses are of Jittle value for mental relaxation. They are two short for this purpose, and, besides, anyone who has carefully observ- ed children in the school playground will see that there is no rest, excepting that affurded by a change of mental work. The mind is, in many cases, even more active than when in the class-room.

O* the older children, they are few, in- deed it may be said they are very few, as far as I have been able to a-certain, who bring a luncehon to school. The conditions ari-— ing from the close assemblage of so many appear to be unfavorable to such a prac- tice, which would, [ believe, be a good one.

I believe that the present one session system is to a large extent re-ponsible for the evident lack of parental control which exists in Charlottetown. Boys assemble in parties after two o'clock and are sub- jected to the most demoraliziug influences ‘of the more vicious amongst them. The vicious ones may be few, but they have now the best opportunity to do their evil work.

I will say nothing about the statement

that the teachére are opposed to the suggested change—more than thie, that I believe every teacher in Charlottetown would willingly teach for two or even three

sessions if it would Le for the benefit of

their pupils.

That a number of children’ would not return tor the afternoon session is the strongest argument = advanc- ed against a change, and requires careful consideration. For such a contingency, provision must be made if the two-session system be adopted.

‘Let there be a proper plebiscite taken wien parents, the more interested parties, can be consulted and not a vote by which the scholar will be the principal factor in the decision. An election for City Cout.- cillors will take place in few monihs.

Your cheese and dairying indus- try, and your late Provine‘al Exbibition must be a source of pride to all resident Islanders, whilst distant friends cordially congratulate. Among the prize winners in grain and seed», the old familiar names. of Bullman and Pineo are painfully cbsent, beyond the name ofa Fraser, Wooler and Cras- well, Rustico, seems to have forgotten her former records in. these articles; but the name of Woolner recalls ye olden faire, always made better by the once familiar name of Chester. Quite a change in the names of prize winners now, and twenty years ago. Politics are yet, and have been, very quiet since prorogation. We who live ere often feel at a loss to know how so much varied and exciting political news reaches some of the Island papers, as it is inyour I-land papers (Examiner exceptel) that we first learn of the many startling events, and Cabinet doings and undoings. We almost envy the source of supply, aad greatly envy readers who re-ide a thousand miles from the scene of action, that they can be supplied in advance of our newst papermen here; and we claim we have most advanced newspapermen here who represent the leading papers in England ani the United States. Yet we are indebted to the columns of your contemporaries for much political news and ministerial doings re Ottawa happening=, some days (not mary thanks to rapid mail service) after the farmers and traders of P. E Island have got it, Butwhatisstull worse, much of such startling news never can be got here, even afterwards, whilst the far-away reader has been carefully posted,with mat- ters purporting to be from “our Ottawa correspondent.” In this connection I may say, if Ottawa waa searched with an ivory comb, no such correspondent or man, in the calling can be found to answer the charge. Enquiries of special form, together with ardent efforts, have so far failed to find the alleged Ottawa correspondent who figures so pro- minently at times 98 a tariff expert, notably in the “Island Farmer” of the 26th Sept. ult. Does this unknowa jobber treat the farmers toa epecial di-h of poison- ous diet, which was as untrue as it was wholesome, it being both at the same time viewed from any standpoint of fact, past or present. That writer certainly wished to insult those to whom he addressed his tari information, and no doubt, thought the farmers of P,, E. I-land were fit patients to operate upon. The article re- ferred to boldly stated that “up to 1878, we had but 174 per cent tariff, and now it exceeds 31} per cent.” Such a state- ment is grossly untrue, consequently it is unwholesome diet for all, as well as for P. BE, Islana farmers, as the duty never reach- ed 174 per cent. up to 1878 or 1879 on our total imports but the duty did reach 16.10 per cent. on total imports imported for home consumption in 1878-9 and had only increased in 1893-4 to 17.33 per cent., but has for the year 1894-5 de- creased even below the figures for 1578-9. Where, now, is Mr, Jabbers 314 per cent. duty? The figures I have given are taken from trade and navigation re‘urns, and are correct forthe years mentioned. It does not follow that our present tariff (protective in some instances) whilet add- ing to former daty on certain arcicles im- ported, increaves the percertage of duty paid on total imports, when millions of dollars have been taken from revenue, on account of the greatly increased free list of to-day, as compared wich 1878. In ye old times of enormously taxed teas and sugars, that are now almost free, and a much saf- er diet or beverage than Mr. Correspond’s nauseous dcse of tariff figures tha: have no foundation. Nor has any of his calculations marked one financial year in the hivtory of Canada since or previous to Confederatien, “Correspondent’»” mode of mix'ng matters wont bear the search- light of fact. No doubt the dose adminis- tered the Island farmers was calculated for 1878—Juty on total imports, home con- sumption—and for the year 1+93-4 he was elastic enough to get his percentage of duty collected from total imports on dutiable goods only, thus losing sight of the free list for 1893-4, which was en error wilfully made to deceive, and one that no known person, having a reput ation or standing to lose, would make.
