It is to be regretted that a greater num- ber of our Magistrates have net risen to protest against the slander implied in the appointment of these lawyers to do the work which itis said they are incompetent to do. But Messrs. James R. McEwen and James Ross have spoken and have stated that they “heard and determined over forty Seott Act cases,” that “in the greater number of them the parties were convicted,” some paying their fines, others

being

imprisoned ; that they never had to attend the Supreme Court to defend any judgment of theirs in any Scott Act case ; and that in cases which were appealed, their judgment was invariably sustained. We have no doubt that there are in every section ef the Province magistrates as competent, or almost as competent, as Mesers. McEwen there was no cause, no necessity whatever, for the appointment of three Stipendiary Mazistrates, to be paid out of an exhaust-

country at heart ought to be encouraged to start other industries for which the raw materials are the products of the farm, and thus promote the interests of our far- mers and tradesmen and the Province at large.

In respect to the cheese industry, our people possess a distinct advantage which, it is hoped, they will improve, Professor toberteon stated before the Parliamentary Committee on Agriculture, a short time ago. that the whole of last year’s output of the P. E. Island cheese factories brought one-half cent a pound more than the pro- duct of the average Ontario factory, and that the English dealers who sold Island cheese said it was exceptionally good. It is to be hoped that the high character of Island cneese will be well maintained.

Ellis vs. Dunn—This was an action of ejectment. Mr. McQuarrie applied for leave to limit the defence to 36 acres out of the 48 acres sought to be recovered, He had formerly made application to the Chief Justice at Chambers who had re- fused it. He now moved on additional affidavits. The Judge said this is practi- cally an appeal from the Chief Justice’s decision, and I cannot hear any additional affidavits. Mr. McQuarrie insisted that it was an original application at the trial.

Judge—The merits of the application are against you. You were served with this writ of ejectment last September. You knew then that you were sued for 48 acres, and you appeared to defend for the whole quantity, then at the last moment you come in and say, I have uo right to that 12 acres, take it. I don’t think you can get out of the costs in that way, which you caused the plaintiffto incur. Appli- cation must be refused.

McIntyre will get a large vote from Liberals and from Catholic Conservatives who cannot sup- port Meredith’s school policy, and wil! not support Mowat. A visit was paid to the Stock Farm, to see the far-famed herd of thorough-bred cattle with which Mr. Edwards carried off golden honors at the Chicago exhibition.

As tothe proceedings in the House, I may say briefly that Mr. Weldon’s bill to punish bribery in elections, and Mr. Charlton’s bill to compel people to keep the Sabbath, have both got through com- mittee, after a severe process of cutting and carving. Whether they will get through the ordeal of the Senate, remains to be seen. If they become law, the prob- ability ie that they will remain a dead letter on the Statute Book. The Bribery Prevention Bill is an expensive piece of machinery to start, and very uncertain in its ultimate effect, as it may strike the wrong man. The Sabbath Observance Bill, is in many quarters, thought to be wtra vires the Dominion Parliament and will probabty be as. unsuccessful as the Scott Act has been.

The amendment tothe Franchise Act has not yetcome down. It promises to be popular and will be acceptable on the Island.

Mr. Wood, Controller of Inland Revenue, has introduced a measure providing for the inspection of hay for export, and establishing the following grades :—

Prime timothy hay shall be pure timothy, perfect in color, sound and wel! cured. No.1 timothy shall be timothy with not more than one-eighth of clover or other tame grasses mixed, of good color, sound and well cured. No. 2 timothy shall have not more than one- third of clover or other tame grasses mixed, of good color, sound and well cured. No. 3 timothy shall consist of at least 50 per cent. of timothy and the balance of cloveror other tame grasses mixed,.of fair color, sound and well cured. No.1 clover shall be clover with not more than oue-quarter of timothy or other tame grasses mixed, of good color, sound and well cured. No. 2 clover shal! be clover with not more than one-quarter of timothy or other tame grasses mixed, of fair color, sound and well cured. On Tuesday, on motion to go into Com- mittee of Supply, Mr. Davies bronght up the case of John V. Ellis, proprietor of the St. John Giobe, who was sentenced to fine and imprisonment, for publication of a libel on Mr. Justice Tuck, one of the judges of the Supreme Court of New | Brunswick. After a lengthy and severe | arraignment of the Bench for their action, Mr. Davies moved a resolution condemning the course of the judges. Mr. Davies’ speech was an able one, but very partizan in its tone. He brought out all the best points for his client, and when he closed, the impartial listener would have been disposed to believe that a great wrong had been done Mr. Ellis. Mr. Hazen made a vigorous reply: which put the question in @ new light. Mr. Weldon followed, and his speech is allowed to have been the best one of the debate, which occupied the whole of Tuesday and Wedne=day. Hon. David Mills made a lengthy argu- ment in support of Mr. Davies. Sir John shemales fullowed in a masterly and logical address. Mr. Davin took a hand and also Mr. Laurier, while Mr. Dalton McCarthy wound up the discussion, much to the consternation of the Opposi- tion, in support of the course pursued by the judges. Mr. Davies’ motion was defeated by 110 to 66, both McCarthy and O’Brien voting with the majority, while Mr. Dupont, an ultra Conservative yoted with the minority. I forgot to say that

Professor Robertson Coming.

Dairy Commissioner Robertson leaves forthe Maritime Provinces to-day. He will first start the travelling dairies on their rounds in New Brunswick, and on Friday will address a meeting of the St. John Board of Trade on dairy matters. Subsequently he will visit the dairy sta- tions iu Prince Edward Island and then proceed to Nova Scotia to arrange for sum- mer picnics at which the Governor-General has consented to speak.

The Agricultural Committee has passed a resolution asking the Government to grant ten thousand dollars towards dairy exhibitions.

Borings at the Straits.

In reply to an enquiry made yesterday in the Senate by Hon. Mr. Ferguson, of P. E. Is‘and, Hon. Mr. Bowell said that it is the intention of the Government during the present summer to complete the borings under the Strait of Northumber- land which were commenced in 1892, and that a sufficient sum of money for the purpose will be placed in supplementary estimates of the present session.

Plague in Hong Kong.

There isa plague epidemic among tle natives here. Fifteen hundred have al- ready died, and half the remaining num- ber have fled the city. Many Europeans have been seized with the scourge, but thus far orly one death in the European colony is reported. The average daily number of deaths among the natives is a hundred.
