LO! THE POOR ARTIZAN.

Who is to Blame for the Coming Distress ?

‘* There will be great distress among the laboring class in this city during the coming winter. Those who have been accustomed to earn their living by ‘‘a day’s work” have been hardly able to keep body and soul together through the summer owing to the scarcity of work.”

The above is taken from the Putrivt, and there is in it more than the ordinary modicum of truth dealt out to season the Patriot articles. There is to be ‘‘ great distress among the laboring classes in the city.” This is certain, and the reason is, that those who have been accustomed to earn their living by ‘‘day’s work’ have, owing to the scarcity of work during the summer, hardly been able to ‘“‘keep body 4nd soul together.” And why, Mr. Patriot, has the work been so scarce? Because a large Provincial work—the new Asylum— was studiously given away to contrac- tors, workmen and laborers from the neigh- boring Province. The Government which the Patriot supports did this good turn to our artizans and workmen ; and now our contemporary comes forth to shed maud- lin tears of sympathy over the scarcity of labor and the fate of the poor workman, who has hardly been able to earn as much as would “‘keep body and soul together.” The hypocrisy involved in such a proceed- ing is of the lowest and the meanest kind.

And this, again,is the Government which Mr. Thomas W. Dodd comes forward to support, and again the Patriot. backs him up. What we would like to ask, do the artizans and workmen of Charlotteto n owe to Mr. Thomas W. Dodd and the Patriot. They are going to undergo great distress during the coming winter. Whom have they to thank for it? If, in summer,

they were scarcely able to ‘‘keep body and soul together,’ what will it be in winter? The Government

which the Patrivt supports, and which Mr. Thomas W. Dodd is asking : votes, in order to confirm in power, have brought matters to this terrible pass, by allowing foreigners to drain the country of the money which ought to have gone to ‘keep the bodies and souls” of our laborers

together. This is the plain and unvar- nished truth. Let the electors think it over !!

The Last Plank.

(From the Toronto Mail.)

If the Montreal ‘‘ Star” has been rightly informed, the country is about to witness the demolition of the last remaining plank in the old Reform platform. Our contem- porary says :—‘‘ We are given to under- stand from a_ semi-official source that Mr. McKenzie has been in consultation with Mr. Holton, as well as with Mr. Brown, as to his future movements, and that the con- clusion at which he has arrived is that he will resign office so soon as certain matters at present under consideration, have been disposed of. He has also advised with the above mentioned, as well as other constitu- tional authorities, who have instructed him that within certain limits the prerogative of patronage still rests with him. On this ac- count, though he had determined to make no appointments, a number of gentlemen will receive office. It is expected that Mr. Boyer will, after all, be appointed Flour Inspector, in compliance with promises that have been made to him on all hands. Mr. Justice Tascherean is about to step out of the Supreme Court, and will be replaced by Sir Antoine Aime Dorion, Chief Justice Meredith, of the Superior Court, being made Chief Justice of the Court of Appeals, Hon. Mr. Laflamme to be Judge Meredith’s successur. Hon. Maurice Laframboise will be called to the Bench for the District of Gaspe, while, as for Sorel, no change will bo made much to the disappointment of Mr. Wilfred Prevost.”

We have already quoted Mr. Brown's views as to the immorality of an Adminis- tration which has lost the confidence of the country exercising the power of patronage.

_ In 1874 when Mr. Gladstone was defeated « at the polls by a majority of ninety ina

House of nearly seven hundred,he promptly resigned, but before doing so appointed Mr. Palles, Chief Baron of the Irish Court of Exchequer. This sclitary appointment provoked some comment in England, and the Globe here took the subject up and laid down the following doctrine, which cuts Mr. McKenzie like a knife :-—

“Tt is to be regretted that Mr. Gladstone’s resignation of the seals of office was not made the occasion of setting an example in regard to this matter to all subsequent Ad- ministrations, home and colonial. It would have added greatly to the renown of the out-going Ministry, had they laid down the prirciple that offices of honor and emolu-

ciple would apply not only to such appoint-

ment ought not to be disposed of by a Gov- ernment conscious of no longer enjoying the confidence of the people. This prin-

ments as that (Mr. Palles’) to which excep- tion has been taken, but to all action with a view to the advancement of those who

have rendered Party service. gre

What ought to be done 1s to establish as a principle—departure from which in any case isan act of political immorality—that so soon as an Administration determines on relinquishing the reins of power, 1ts patron- age ipso facto lapses.”

If that was sound Liberal doctrine, what shall be said of the Liberal Premier who, having been defeated at the polls by a ma- jority of seventy in a House of two hundred members, proposes nevertheless to make a whole grist of appointments, some of them the very highest within the Crown ? Mr. McKenzie himself used to hold stiff views on this subject. In his speech at Lambton

r me alt in November, 1873, a few days after taking oftice, the Premier thus referred to the ap- pointments made by the McDonald Cabinet previous to its resignation :—

‘‘Sir, when they resigned, and a rush was made for the secret room up stairs, 1t was boasted of by Sir John McDonald, in the caucus of his party, that they had taken good care to provide for their friends when they went out. Anything more infamous, I think, was never done by any Govern- ment; anything more unjustifiable could not well be conceived, and yet I was amused to find some pious Senators rejoicing and glorying in the juggling tricks. * * * Sir, I will not waste words upon this dis- creditable transaction. History will speak with only one voice as to its morality; and, sir, | look with compassion more than anger upon the men who could thus prostitute their position as members of Parliament.”

Yet this gentleman, whose virtuous in- dignation boiled over at the contemplation of the conduct of a Ministry, which had not been condemned by Parliament or the country, appointing its friends to office on the eve of its dissolution, now coolly pro- poses, although the people have passed an overwhelming verdict against him, to fol- low their example ! This is indeed a fit- ting climax to Reform rule !

By a strange reversal of things, after the elections all those who felt Blue were very happy, and all those who were Rouge or ruddy felt moat consumedly sick.

In the new Parliament there are two Whites and one Brown. No Blacks. No Greens either, nominally, whatever there may be de facto. There is a Baker also, and a Currier.

Lennox has distinguished itself by a) change of tradesmen. The Cartwright is | replaced by the Hooper.

North Simcoe has dismissed its Cook.

The vote in Ottawa City was massive (Tasse. )

The Hanlan-Courtney Race.

THE CANADIAN AGAIN TRIUMPHANT, The ereat race between» Hanlan and Courtney for $2,500 a side and the cham- pionship of America, was rowed yesterday Lawrence River, at

Lachine, a village a few miles from Mon-

treal.

The weather in the early part of the day was such that nearly every one felt there would be another postponent, and even in the afternoon the prospects were by no means encouraging. At two o’clock the water was all that could be desired, but soon after that hour a storm of wind and rain sprung up suddenly and continued until 4 p.m., when the sky suddenly cleared, the wind went down, and at 4.15, when a signal from the Judge’s boat an nounced tothe men that they were ex- pected to get ready, the water was as “smooth as ylass.” Half a minute later the men were called out. Hanlan was the first to make his appearance, and Courtney

was only a few seconds behind him. There was no unnecessary delay in getting them into their respective

positions,and at 5 o’clock the word “oo” was given, and they started. The start was even, neither having any advantage, and for a quarter of a mile they sped along on equal terms. Between the quarter and half mile Hanlan seemed to have gained a little,

‘and at the end of the first mile he still had

aslightlead. During the passage of the second mile Hanlan increased his lead to nearly two lengths, but Courtney succeeded in reducing this somewhat before reaching the turning boat, which, however, Hanlan rounded first. On the home stretch the relative position of the men did not change materially. Half a mile from the flag boat Hanlan still maintained his lead, and al- though during the next half mile Courtney managed to lessen the gap he was unable to keep up the pace, and at the end of the fourth mile Hanlan led him by nearly three lengths. It was evident even before this that Hanlan had the race well in hand,and that nothing but an accident could deprive him of victory. Courtney, however, rowed gamely, and by dint of hard work improv- ed his position somewhat, but the Canadian was too much for him in the end, as at the beginning, and finally crossed the line about two lengths ahead, the winner of the stakes and some $6,000 besides, in addition to the proud title of ‘‘ Champion of Ameri- ca.” his claim to which, we imagine, there are none on this side of the water now to dispute. The time made has been variously stated. The first reports put it at 35.50, but later accounts state that the actual time was more than 36.40, which, taking the character of the course into consideration,is very fast rowing. —St. John Freeman.

Srir,—In the Patriot’s report of the rob- bery of goods from Baldwin: & Co’s store, it states ; ‘* He (Cusack) then spoke to the policemen who were on that beat; and they, after going to the Police Station to procure their ‘‘ bulls eyes,” proceeded to search the premises.

Allow. me to correct this statement. When I discovered that some one was in the store, I immediately ran to the Police Station, and informed two Policemen whom [ found there of the fact, who answered, ** Perhaps the men on the beat may call there.” I then returned to my duty; but no police arrived at the scene of the robbery, for over an hour. This was 1.15 o'clock, and not 3 o’clock as stated in the Patriot.

Our Island Minstrel.

To the Editor of the Examiner. ‘* Foreign fowls wear pretty plumage.”

The above adage is applicable to innv- merable things. What we have in abun- dance around us, we little value. Even

brain-power is not duly prized by us if its

operations pass before us every day.

There lives in this little city a most un- pretentious author, who has a high claim on our respects as a poet. Mr. LePage’s last effort in his address to the good old flagship Bellerophon is fully up to any of his many former hits. Eight stanzas of mixed Iambie measure constitute the poem. The historical and naval allusions in it are most happy. Any one who can appreciate the sober SUBLIME will be delighted with the fifth stanza. It is worthy of a Pollock or Bryant. The sixth stanza contains a puzzle which only some minds can unriddle. Buy the poem, reader, and these two stanzas alone, will reward you a thousand fold for your money. Long live our Island Min- strel !
