The emphasis fhis year at the Women's‘ lnsti- tute convention was placed on the important sub- ject of health, particularly that phase the problem dealing with child welfare. In this con- nection commendation was given to the work of the Health and Welfare Departments, the Red Cross, T. B. clinics, Cancer Control Society, and health and social welfare nurses. Special atten- tion was directed to the report of the health committee under the Provincial Federation of Agriculture, particularly the paragraphs dealing with the lack in this Province of proper care and treatment of the sub-normal child.

One of the poposals forwarded through the Federation of Agriculture to the Provincial Legis- ieture fast March asked "that provision be made for psychiatric and educational treatment of sub- normal children." The some question was em- phasized at the May meetings of the Institute, and in the report of the social welfare commit- tee of the Institute, submitted at yesterday's meeting, it was suggested that inasmuch as the Government gives child allowances, old age pen- sions, etc., it might reasonably make financial provision for sub-norrnal children, who may be over the age for child allowance, bet not over that age mentally, and not able to care for themselves to the extent of making their own living.

Meanwhile it is worth noting that the Federal Governmnt’: new national health plan, outlined some weeks ago by the Prime Minister, has re- ceived the indorsation of the Provinces to the extent of their promised co-operation in a pro- grpmme which will involye the expenditure of some thirty million do-llars during each of the next five years. The plan provides funds for a health survey, strengthening of general public health services, tuberculosis control, mental health care, venereal disease control, treatment of crippled children, professional training of pub- lic hea-lth personnel, public health research, can- cer control and hospital construction. ln the two latter cases the Province must contribute amounts equal to or greater than the Federal "I grants. Each Province must also guarantee that the grants will be spent for the purposes intend- , ed, and agree not to reduce their present health

3* Mr. Chevrier stated that the total estimat- ed cost of both terminals was $6,622,000. The estimate was made about a year ago, and had to be revised again this year because of certain increases. lt is now fixed at $6,877,000. Thus for $3,330,000 has been spent. Of the amount of this year's estimate of $3,547,000, $1,360,- 000 is a revote. The work is about sixty-four per cent complete at Tormentine, and a little more than fifty per cent complete at Borden. It is expected that both terminals should be com- pleted by about the middle of May or June, 1949.

The Minister was commended by lsland members for agreeing to have the deck of the Abegweit plunked for motor truck accommoda- tion. On the question of an auxiliary steamer for the summer traffic, however, he did not com- mit himself. lt is to be hoped, however, that this important matter is receiving attention. ln a letter dated May Z7 to the Minister, Premier Jones pointed out that such a boat at a ready-to- run cost of $125,000 and capable of carrying fifty motor vehicles, is available. He‘suggcsted that on immediate investigation be made, that a grant be placed in the estimates and that <a contract be given at Tormentine and Borden for the building of suitable docks. Premier Jones re- called that an auxiliary service of this kind had been promised six or seven years ago, as a mat- ter to be attended to as quickly as possible.
