He said the law should distin- gulsh clearly between addicts who also peddle narcotics to raise funds and those who aren't addicts but control and expend the trade For the latter. there should be far stiffer penalties than those proposed.

OTTAWA. (CP) — The 370.000.- member Canadian Congress of Labor Wednesday labelled Finance Minister Abbott's 1954-55 budget as the “empty budget".

Donald MacDonald, CCL secre- tary-treasurer. said in a statement that the minister. by failing to re- duce income taxes for wage earn- ers, missed a "golden opportunity" to help solve Canada's “grave un- employment situation."

The 1954-55 budget, presented to parliament Tuesday night, an- nounced commodity tax cuts for a series of consumer goods. but held the line on personal and corpora- ‘.1011 income taxes.

"The finance minister may con- ‘qlder unemployment a. ‘local prob- lem.’ but most people call it a na- tional problem which requires dir- ect action without further delay The unemployed want work. Mr. Abbott has ignored them."

Sees More Unemployment

The minister's statement that the country's national production in 1954 will at least equal 1953 pro- duction and probably exceed it slightly "sounds a good deal more optimistic than it really lt." Mr. MacDonald said.

“Our population and our work- ing force will certainly be higher. and productivity per man will be greater.

“The same total product— or -just a little bigger—lnore produc- tion per worker. and more people available for work, add up to Just one result: more unemployment.

"Yet Mr Abbott admits no need for ‘any greatly expanded pro- gram’ of federal public works as he considers the unemployment problem is ‘to a large extent local in character.‘ ; " . . . This casual attitude to- wards work opportunities recalls speeches in the spring of 1930- the period of the great depression followed."

14 - Year - Old Builds Telescope To see ‘Planetary Satellites

MONTREAL. (GP) — Morton Eels, 14-year-old amateur astro- nomer. has built a telescope with which he and his father can see the satellites Mound Jupiter and the craters on the moon.

Morton. a student at Westmount Junior high. started 10 months lac to grind the mirror for his telescope. The work had to be done by hand and he estimates he spent iso hours on the job. .

He first learned from the Royal Astronomical Society that it was Dosslbie to build the telescope. Now he is a member of that

body.

Morton is no novice at making thlnas. can his basement wall he has a contraption that feeds his suinea pigs automatically. He also lays he built a mechanical man, four feet high. which walked.

Quite a few black ducks have arrived here and are already nest-

ing in the marsh along the oroou. As in years past, crows have taken a heavy toll of duck eggs in other years and we hope this season the black thief will be wiped out by the gunners.

There are a lot of lobstu traps to go to the shore yet and a. lot to be rigged up for the season yet some of the traps will go down the river in boats but most of them will be hauled on wagons to the beach.

This vicinity was on Saturday to lea.rn of the sudden death of Mr. Dan Thompson in New Brunswick in an accident. Mr. Thompson had only gone over there the day previous to his duth. His remains arrived home on Sunday night. He was around 60 years old. He had worked for many years for Mr. P. W. Robbins on the big farm in this vicinity and at his business in Saokville.

Rev. W. A. Keefe. P. P.. at Rollo Bay. was here on Monday on busi- ness and later went on to the city to call on Father Molienna, who is a. patient in the Charlotte- town i-lospitai. Father Keefe said he found the pastor much better than expected.

Mrs. John R. O'Brien is visiting her husband in Halifax. N. 8. She made the trip by air on 'I'hurs- day. She will be away for two weeks.

Mr. and Mrs. Fred O'Brien of west Somerville, Mass, will cele- brate their golden wedding this summer and already invitations have been received by relatives here to attend the celebration. Mr. and Mrs. O'Brien have spent the 50 years of their married life in Boston, going there right after their nhrriage. Mrs. O'Brien was the former Mary Ellen Dunphy. of Peake Station while Nil‘.
