Messrs. Douglas and MacNaught are to be commended on going to Sorcl and seeing for themselves the condition at the car ferry ship- yards. It is an encouraging sign of the timcs that two of our Liberal members should rcflise longer to lct-cp silent n11 a matter of such vital concern to thcIr constituents. Now that We know where we are at, there can be no excuse for failure to nialce prompt and thorough plans to meet the transportation congestion we are almost certain to be faced with this coming fall and winter. How can this action best be assured? The Provincial Government should have the answer to that question. .~\t considerable expense, there was prepared and tabled in the Legislature last session an intcrini report by the PEI. Advisory Committee on Reconstruction. One section of this report (lealt with the findings of the Trans- portation stib-conimitlce. The first and forc- most rcconunciitlatioti of this committee was in the following terms:

he wrote, twelve years ago, to the then Premier of this Province: “We as a railroad cannot afford to overlook the fact that in reality every automobile we handle on the ferry is in com- petition with our own rail route." That, of WHY-R. is an attitude which Prince Edward Is- landers find intolerable.

Nor do we consider that railway officials have any right to express an opinion one way or another on this subject. It is -a matter between us and the Dominion Government. The operat- ing accounts of the car ferry are maintained sc- Dflfately from railway accounts; the operating deficits are provided for by direct Dominion ap- propriations, out of the Consolidated Revenue Fund; and since 19.13 the investment accounts of the ferry service have also been separated from railway investment accounts. All this im- PllBS "wlllllliflll by llle Dominion of direct res- ponsibility under the terms of Confederation to provide adequate transportation service to and from this Province regardless of cost.

lVhat docs this obligation involve? Our posi- tion was clearly stated by Premier Jones in his brief presented last Atigust at the Dominion- Provincial Conference. “When in i873 a. con- tract was made for Confederation with Can- ada," he said, “it included a unique clause stat- ing that continuous and adequate communica- tion with the mainland should bc maintained. The intention was to make mainland con cc- tions up to date. If the agreement had b en consummated in 1945 instead of 1873, it world have included adequate communications for railway cars, trucks, buses and automobiles by ferries located in at least two pOints 0n Prince Edward Island and probably communication by air for mail and passenger travel; or else we would have remained out of Confederation."

Under the British North America Act, s 91, Parliament has exclusive authority over ll matters coming within a certain class of subjects including (sub sec. I3) “Ferries between a. Pro- viiice and any British or Foreign Country or between two Provinces." Quoting this provis- ion at the Ottawa Conference Premier Jones said: “I have shown that ferries for truck andt

have hardly been considered, and where it wasl possible to ferry them, excessive prohibitive‘ charges were made. Equitable treatment should carry them free of charge, or almost so. Ferric: should be national highzvays under the terms itpon which we entered Confederation.”

That is our case in a nutshell. And it is diffi- cult in the cimcumstanccs to see what the Board of Tran-sport Commissioners can do about it. They are riot the Parliament of Canada. The matter would seem to be entirely outside their jurisdiction. They may hear evidence on the narrower points of operating costs, comparative rate structures, etc., but that ivould only he beg- ging the question. \\'e do not know what points the Summerside Board of Trade intend to raise, but from the provincial standpoint there is only one issue involved. That could be met by the Provincial Government lodging protest against the Commission sitting on this case at all.

Slr,—The extent to which the Government ls extgloltlng the sale of liquor under e pretence uf its being required for medlclnnl use can be seen from a return made by the Government itself which was published during the last session of the Legislature.

During nine months of 1945. from January to September. sales for medicinal use amounted to $178,737.91. Thi-s was at an an- rate of $813,722.65.

Bill No. 39 supposedly came into effect on October 1, 1046. During the months of October and No- vember the amount sold was $178(727.91. This was at an an- nual rate of $1.072.367.46. Thus immediately after the first of October, there was an increase ln liquor sales within two months, of 32 per cent over the rate of sale during the first nine months of the year. ‘

But although the Act was sup- posed to come i-nto effect on 1st October, the Government had not really even then commence‘ its cherished cure for "chronic" cases of illness. The Government's sys- tem of having Six-Months’ War- rants issued had not yet begun. The physicians’ prescriptions which were issued between Octob- er 1st and December 1st were ell of the style of those which were to be used for acute cases of lil- ness. Evidently the Forms for use as so-called "Warrants" to be .‘s- sued to confirmed invalid: had not then been printed, for accord- ing to the Govcrnmatlfs Retum, not any prescriptions of the Six- Months‘ variety were issued untll after December 1st. The number of the acute case variety of pre- scriptions which were issued dur- ing this two months’ period of waiting, (October and November). was 13,550.

After December 1st, however, the real remedy designed by Bill No. 319, began. From then onward none of the previous sort, of pre- scriptions appears to have been issued. After December 1st, all the Government's "patients" whom the Government was attempting to cure by its "true temperance" or “pure liquor" treatment had become changed over into chronic invalids. Obviously, the illness of all of them had become worse, since none of them, 1n the view of the Government, was expected to recover without at. least an opportunity being given to take a six months’ treatment. Those who took the treatment numbered 15,- 262. That was the number of s‘x- months’ prescriptions or warrants that were issued during the three Szslllhfl following December 1st,

So before the supposed Act (Bill No. '39) come into effect, the an- nual rate of sale during the firs: nine months of 1945 was $813.72’).- 65;_ but when the Government's policy was put. into effect, name- ly, the curing of invallds by scil- ing them liquor without the sick person having to no to a (factor oftener than once in a half-y-or for their prescriptions. the rate of sale jumped from $813,722.65 per year to $1,729,784.34 per year. A truly splendid showing from the monetary point of view. Statistics are not available however to show the number of cures effected. If the very large numbers ‘of per- sons who daily are being collected by the police of Charlottetown nnri who are given the labels of “dru-nk", "drunk and disorderly”, "drunk and incapable". and so on, bear any relation to the increased sale of liquor by the Government, the continuance of the Govern- mccitls treatment and of its rem- ccly for illricr" FY01‘ a rather pro- tracted period would seem to be indicated and perhaps be inevi- table. Those effects may not be revealed mtll a number of years hence, and then perhaps only to persons qualified to discover them.
